What is social pension?

Definition of the concept

Social security is a set of government regulations that are aimed at providing financial support to disabled and low-income citizens who find themselves in this situation due to circumstances beyond their control. The main goal is to provide assistance.

There are several types of social security. They can be qualified by subject, variety, etc.

Social pension is also included in this category. It represents an amount of money aimed at compensating earnings or other income in order to ensure the existence of a citizen.

Payment is provided monthly. Today there are 2 types of pensions - compulsory insurance and state provision.

The first category includes:

• insurance pension due to age reached;
• financial support for disability;
• assistance for the loss of a breadwinner.

A state pension can be assigned for length of service, due to age, disability, or loss of a breadwinner. This includes social benefits.

The difference lies in the source of funds. So, the first type is provided from the federal budget. The labor pension is paid from contributions made by the employer during the period of the citizen’s labor activity.

Who is entitled to

The old-age social pension is provided to citizens of the Russian Federation, nationals of other states and stateless persons if they permanently reside in Russia. Persons staying in the country temporarily are not eligible for payment.

To qualify for cash support, a person must fall into one of the following categories:

• Persons who have reached retirement age but are not entitled to an insurance pension.
• Disabled people. Persons of all groups are allowed. You will need to provide a certificate confirming your status. An alternative is an extract from the inspection report.
• The family of a serviceman if he committed a criminal offense, which became the reason for his death or disability.
• Minor children or citizens who continued their full-time education until the age of 23, if one of the parents has died. A similar right exists for children of a deceased single mother.
• Representatives of small-numbered peoples of the North aged 50–55 years for women and men, respectively. Payments will be provided if persons live in the area of ​​primordial settlement of their ancestors on a permanent basis and maintain culture and traditions.
• Participants of the Great Patriotic War and citizens awarded the badge of a Resident of besieged Leningrad. The rule applies if they have a disability that was caused by a crime or intentional injury to health.

By law, some citizens are entitled to 2 pensions at the same time. Moreover, one of them may be social.

This category includes close relatives of conscripts who died as a result of military injury or during their service. It is acceptable to receive a survivor's pension and social benefits for old age and disability.

The exception is social benefits for the loss of a breadwinner. Disabled family members of victims of radiation sickness or who became disabled as a result of the accident at the Chernobyl nuclear power plant have a similar right.

Social pensions for the disabled

Disabled citizens - disabled people, including those disabled since childhood, disabled children, children under the age of 18 who have lost one or both parents, citizens from among the indigenous peoples of the North who have reached the age of 55 and 50 years (men and women, respectively), citizens who have reached the ages of 65 and 60 years (men and women, respectively), who are not entitled to an old-age or disability pension.

Those permanently residing in the Russian Federation have the right to a social pension:

· disabled people with disabilities of III, II and I degrees, including disabled people from childhood who are not entitled to a labor pension or a disability pension;

· disabled children;

· children under the age of 18 who have lost one or both parents, and children of a deceased single mother who are not entitled to a survivor's pension;

· citizens from among the small peoples of the North who have reached the age of 55 and 50 years (men and women, respectively), who are not entitled to a labor pension or a state pension;

· citizens who have reached the ages of 65 and 60 years (men and women, respectively) who are not entitled to a labor pension or a state pension. The social pension assigned to citizens who have reached the ages of 65 and 60 years (men and women, respectively) is not paid while they are performing paid work.

Social pension for disabled citizens is assigned in the following amount:

1. 100% of the size of the basic part of the old-age labor pension provided for citizens who have reached the ages of 60 and 55 years (men and women, respectively):

o citizens from among the indigenous peoples of the North who have reached the ages of 55 and 50 years (men and women, respectively);

o citizens who have reached the age of 65 and 60 years (men and women, respectively);

o disabled people with a 2nd degree limitation in their ability to work (with the exception of those disabled since childhood), children under the age of 18 who have lost one of their parents. At the same time, the size of the social pension for disabled people with a second degree disability in work (with the exception of those disabled since childhood), and the social pension for children under the age of 18 who have lost one of their parents, cannot be less than 470 rubles. per month;

2. 100% of the basic part of the labor disability pension:

o people who have been disabled since childhood and have a disability of III and II degrees;

o disabled people who have a third degree limitation in their ability to work;

o disabled children;

o children under 18 years of age who have lost both parents;

o children of a deceased single mother;

o disabled people who have a disability of the first degree - 85% of the basic part of the old-age labor pension, but not less than 400 rubles. per month.

The size of pensions for citizens living in the regions of the Far North and equivalent areas, in areas with severe climatic conditions, increases by the corresponding regional coefficient depending on the area (locality) of residence, for the entire period of residence of these citizens in the named area (locality).

By disability

In order for the payment to be provided, the conditions for assigning a social pension must be met. To do this, a person must permanently reside in the territory of the Russian Federation, not have the right to insurance financial support, and have restrictions on performing any work due to health conditions.

The process of recognizing a citizen as a disabled person, the degree of status and the reasons for his appointment are determined by the ITU Civil Service Commission. The procedure and conditions are approved by the Government of the Russian Federation.

The presence of a disability must be confirmed periodically.

• every year for groups 2 and 3;
• 1 time every 2 years for 1 group;
• Once a year, once every 2 years, or until adulthood, if we are talking about a disabled child.

Social disability pension can be fixed-term or indefinite. In the first case, you will need to confirm your right to state assistance when the established period has ended. To do this, you will need to undergo a re-examination. The citizen himself or his legal representative can receive the payment.

How to apply for a social pension (old age, disability, loss of breadwinner)

The social pension is assigned to disabled citizens permanently residing in the Russian Federation.

Who is entitled to a state pension?

The social disability pension is established:

• Disabled people of groups 1, 2 and 3, including those disabled since childhood;

• Disabled children.

The social pension in case of loss of a breadwinner is established:

• Children under the age of 18, as well as over this age, studying full-time in basic educational programs in organizations engaged in educational activities, until they complete such training, but no longer than until they reach the age of 23, who have lost one or both parents and children of a deceased single mother.

The old-age social pension is established:

• Citizens from among the indigenous peoples of the North who have reached the age of 55 and 50 years (men and women, respectively), permanently residing in the areas inhabited by the indigenous peoples of the North on the day of their pension;

• Citizens of the Russian Federation who have reached 65 and 60 years of age (men and women, respectively) as well as foreign citizens and stateless persons permanently residing in the Russian Federation for at least 15 years and who have reached the specified age

The fact of paid labor activity does not affect the payment of a social pension, with the exception of the social pension assigned to citizens who have reached the age of 65 and 60 years (men and women, respectively).

Where to go

Citizens can apply for a pension at any time after the right to it arises without any time restrictions. An application for a pension is submitted to the territorial body of the Pension Fund of Russia at the place of residence, at the place of stay, or at the place of actual residence of the citizen, or at the MFC. It can be submitted in person, or through a legal representative, or by mail, or through the MFC. Conditions for assigning a social pension:

• permanent residence on the territory of the Russian Federation;

• belonging to the category of “disabled citizens”.

Appointment dates

A state pension pension, regardless of its type, is assigned from the 1st day of the month in which the citizen applied for it, but not earlier than from the date the right to it arises. With the exception of:

• cases where a social disability pension has been established for citizens who have been disabled since childhood and have not reached the age of 19, who previously received a social disability pension provided for disabled children and the payment of which was discontinued due to reaching the age of 18;

• cases where a social old-age pension is established for citizens who have reached 65 and 60 years of age (men and women, respectively), who previously received a disability pension and the payment of which was stopped due to reaching the specified age.

The old-age social pension is established for an indefinite period. The social disability pension is established for the period during which the corresponding person is recognized as disabled, including for an indefinite period.

The social pension in case of loss of a breadwinner is established for the entire period during which a family member of the deceased is considered disabled, including indefinitely.

The size of the social pension for citizens living in the regions of the Far North and equivalent areas, in areas with severe climatic conditions determined by the Government of the Russian Federation, is increased by the corresponding regional coefficient established by the Government of the Russian Federation for the entire period of residence in this area. When citizens leave these regions for a new permanent place of residence, the size of the pension is determined without taking into account the regional coefficient.

Pay

Social pension is paid monthly. The pensioner has the right to choose, at his own discretion, the organization that will deliver the pension, as well as the method of receiving it (at home, at the cash desk of the delivery organization or to his own bank account). In addition, a trusted person can receive a pension for a pensioner. Payment of a pension by power of attorney, the validity of which exceeds one year, is made during the entire validity period of the power of attorney, provided that the pensioner annually confirms the fact of registration at the place of receipt of the pension.

Pension delivery methods:

1. Through Russian Post - you can receive your pension at home or yourself at the post office at your place of residence. In this case, each pensioner is given a date for receiving a pension in accordance with the delivery schedule, and the pension can be paid later than the established date within the delivery period. It is better to find out the end date of the payment period in advance, since each post office has its own. If the pension is not received within six months, then its payment is suspended and you will need to write an application to your Pension Fund to resume payment;

2. Through a bank - you can receive your pension at the cash desk of a bank branch or apply for a bank card and withdraw funds through an ATM. The pension for the current month is delivered to the account on the day the funds are received from the territorial body of the Pension Fund of Russia. You can withdraw your money from your bank account any day after it is deposited. Crediting to a pensioner's account at a credit institution is carried out without charging a commission;

3. Through an organization that delivers pensions - you can receive a pension at home or independently in this organization. A complete list of such organizations in your region (including those delivering pensions to your home) is at the disposal of the territorial body of the Russian Pension Fund. The procedure for paying a pension through another organization engaged in the delivery of pensions is the same as through a post office.

To choose a delivery method or change it, you need to notify the Pension Fund about this in any way convenient for you:

• in writing, by submitting an application to the territorial office of the Pension Fund of the Russian Federation that assigned you a pension (application form for choosing a pension delivery method);

• in electronic form, by submitting a corresponding application through the “Citizen’s Personal Account” on the Pension Fund website.

For the loss of a breadwinner

If a citizen who supported a family dies, his relatives will be assigned a social pension.

The following have the right to receive it:

• orphans whose parents are unknown;
• minor citizens who have lost their only parent;
• persons under the age of 23 continuing their full-time studies;
• children of a deceased single mother.

All of the above categories of citizens can count on receiving a social pension only if it is confirmed that the income of the breadwinner was the only source of livelihood. A dependent is a child who lived separately, but whose breadwinner provided him with financial assistance.

Adopted children of missing parents also have the right to government assistance if they provide a death certificate or a corresponding court decision.

Payment amount

The amount of the social pension is set at a fixed amount. It depends on the cost of living.

At the same time, the size of the old-age insurance payment does not have any effect on the indicator. The amount depends on the inflation rate.

• representatives of one of the small nations of the Far North from the age of 55 and 50 years for men and women, respectively, subject to the requirement to permanently live in the territory of settlement of their ancestors and adhere to the traditions of national culture;
• families of military personnel who have committed a criminal offense, which resulted in disability or loss of a breadwinner.

In addition, regulations define categories of citizens who are entitled to receive two pensions at the same time, one of them being social.

This list of persons includes two groups:

• parents or widows of conscripts who died while serving or as a result of receiving a military injury. They have the opportunity to immediately benefit from a survivor's pension and a social pension as a disabled person or old age;
• under-age family members of people who acquired disability or radiation sickness as a result of the cleanup of the Chernobyl accident.

Indexing process

Periodically, the amount of the social pension increases. It depends on the inflation rate. However, in 2020 the increase rate was only 1.5%. This was due to the stabilization of rising food prices. The remaining categories cannot receive additional accruals, even if they have dependents and family members whose ability to work is limited.

Will they increase it from April 1st?

This year there will be an indexation of all types of social pensions in the amount of 4.1 percent. This is higher than the increase in old-age pensions, and almost 3 times more than in 2020.

In each specific case, the amount will be individual, since it is not the basic indicator that increases, but individual pensions.

If you look at the average values, then in 2020 the average amount of social pension was 8,742 rubles; after the increase, this value will increase to 9,100 rubles. Accordingly, citizens receiving a large pension amount will receive greater benefits.

The minimum amount will be received by disabled people of group 3, it will be about 4,300 rubles, and the maximum amount will be received by disabled children of the first group and disabled children. For them, the payment amount will be about 12,00 rubles.

Minimum value

The state is striving to raise the level of social pension at the subsistence level. For this purpose, social surcharges are established. They are of two types - federal and regional. The first type is prescribed by the Pension Fund.

In the second case, funds are allocated by the social security authority. To apply for a social benefit, you will need to enter information in the appropriate column in the form “On the assignment of a pension.”

Cash support in old age cannot be less than the amount of benefits provided to citizens for disability.
