    A special case of payment of old-age insurance pension is compensation to teachers for teaching experience. The standards for exercising this right of teachers are reflected in Law No. 400-FZ of December 28, 2013 “On Insurance Pensions.” The preferential payment assigned to him is established for an indefinite period from the date of application, but not before the right to it arises. Insured persons applying for such pension provision must fulfill one of the main conditions - conducting teaching activities for a total duration of 25 years or more.

    Due to the 2020 reform, the retirement of teachers is now delayed by 5 years from the date of completion of 25 years of experience. In the first years of the new law, such a delay will be slightly shorter - from 0.5 to 4 years.

    The calculation of this type of pension is identical to the calculation of the sum insured for any other type of payment and is also subject to indexation to the level of price growth compared to the previous year.

    Applying for preferential pension benefits in advance will reduce the time it takes for PFR specialists to review documents. For a written application, you must have with you the standard package of documents in such cases. However, due to the special rules applied when calculating length of service, additional documents will be required to clarify the preferential conditions.

    What pensions can teachers and lecturers receive in Russia?

    According to Art. 30 of the Law “On Insurance Pensions”

    Teachers and professors in Russia are provided with
    an old-age insurance pension .
    Only, unlike ordinary pensioners, this type of payment is assigned to them earlier than the generally accepted retirement age in our country. There are several conditions for assigning such a preferential pension :

    • the presence of a certain number of individual coefficients (in 2020 they need to be 16.2; then the requirement for them will increase annually until it reaches 30 in 2025);
    • Employment in teaching activities for at least 25 years in institutions for children.

    Contrary to the existing opinion that pension provision for teachers is a long-service pension , it is worth noting that the latter is an independent type of payment and is intended for such categories of citizens as:

    • federal government employees;
    • military personnel;
    • astronauts;
    • citizens working in flight test crews.

    In contrast to the long-service pension assigned in accordance with Law No. 166-FZ of December 15, 2001, the old-age insurance payment for teachers is established in accordance with the provisions of Law No. 400-FZ of December 28, 2013.

    Pension provision for teaching staff

    Conversations about reform in the public and government circles cannot yet bring joy to people who plan to reach a full pension. There are three main conditions that are mandatory for educators:

    • accumulate 25 years of experience;
    • achieve the accrual of the maximum number of points for retirement;
    • wait for the new date for assigning a pension, which will move by 5 years by 2023 (in stages).

    In connection with the innovations provided for by the state, changes will certainly affect teaching staff.

    Today, the main regulations governing the norms and procedures for payments to teachers are:

    • Federal Law No. 400 of December 28, 2013 – on insurance payments;
    • Federal Law No. 350 of October 3, 2018 – on fundamental changes in 2018.

    These legislative norms provide basic definitions and instructions on the procedures for receiving cash pensions for teachers - employees of preschool educational institutions, schools, universities and other educational institutions.

    Pension reform 2020

    The main changes will most likely affect the date of assignment of preferential payments. They will affect all teachers without changes - private, budgetary, social spheres. The changes also apply to employees of the healthcare sector, law enforcement services and other public authorities.

    As part of the reform, it is proposed to increase the retirement age, but this does not yet apply to preferential categories. Thus, for women in general civil professions, the new age period will be 60 years, for men – 65. From the first day of next year, the so-called transition period will start, the duration of which will be 5 years (until 2023) . During this time, there will be a regular increase in the age limit for access to state and old-age insurance.

    The need for such reforms is caused by the trend of the aging of the Russian population and the reduction in the proportion of working-age citizens. In this regard, the Cabinet of Ministers made a decision to raise the retirement age.

    As a result, citizens will receive a good incentive to earn a “white” salary and selfless work, which will simultaneously lead to an improvement in the economic situation in the country.

    However, the upcoming changes will not apply to certain categories of citizens :

    • single mothers or fathers raising one or more children alone;
    • pensioners who have become disabled;
    • specialists forced to work in extremely difficult conditions (hazardous industries, conditions of the Far North, etc.);
    • persons affected by man-made disasters.

    Similar changes will most likely affect preferential pensions. If no adjustments are made to the retirement age and length of service in 2020, then payments will have to be delayed. In practice, there are two mutually exclusive positions. Despite the absence of the fact of deprivation of benefits, the government intends to organize a deferment.

    That is, persons who honestly and persistently earned the right to rest will be able to receive preferential conditions according to the same rules, but a little later in time (from six months in 2020 to 5 years in 2023).

    The increase in pension payments will be carried out on the same conditions as for other categories of workers. That is, in 2019, insurance benefits will be indexed by 7.05%, which will allow you to receive a pension payment 1000 rubles higher (this is the conditional average value for the entire country).

    Preferential pension for teachers based on length of service

    The difference between a preferential pension for teachers and a regular insurance pension is that the right to it is determined in accordance with several legislative acts.

    Here is the main list of regulatory documents :

    • pp. 19, art. 30 of the Law “On Insurance Pensions”
      ;
    • List of positions and institutions that give the right to early assignment of an old-age labor pension in connection with teaching activities, approved by the Decree of the Government of the Russian Federation of October 29, 2002;
    • Rules for calculating work periods approved by the above Resolution.

    The totality of all the norms established in this way makes it possible to determine the right to a pension in connection with the implementation of teaching activities.

    A feature of the legislation in force since 2020 regarding early pensions for teachers is the possibility of applying previously existing legislation in relation to periods of work carried out during their validity.

    Based on Decree of the Government of the Russian Federation No. 665 of July 16, 2014, in addition to the above List approved by Decree No. 781, others also apply:

    • for the period of work from November 1, 1999 to December 31, 2001 - List of positions and Rules for calculating length of service, approved by Resolution No. 1067 of September 22, 1999.
    • for the period of work from 01/01/1992 to 10/31/1999 - List of professions and positions of public education workers, approved by Resolution of the Council of Ministers No. 463 of 09/06/1991;
    • for the period of work before 01/01/1992 - List of institutions, organizations and positions specified in the annex to the Resolution of the Council of Ministers of the USSR No. 1397 of 12/17/1959.

    In general, to determine a teacher's eligibility for a pension, two tasks must be completed:

    1. Determine the number of periods of work that can be classified as preferential length of service.
    2. Indicate the age by which 25 years of teaching experience will be reached.
    3. Determine the deferment period, after which it will be possible to apply for a preferential pension.

    It is worth noting that for this type of payment there is no need to leave work after compensation is assigned. Continuing to work will only affect the possibility of indexation, which will be available only to non-working pensioners.

    Preferential length of service for retirement

    Currently, the right to a preferential pension is determined by the following criteria :

    • compliance of the position held with the names of the positions listed in the List;
    • compliance of the institution where the work was carried out with the name of the institutions named in the List;
    • fulfillment of the condition that since 09/01/2000 there is a standard working time established for the salary rate.

    The last requirement, however, does not apply to all professions; there are a number of exceptions :

    • fulfillment of the established workload is not required (clause 6 of the Rules): for primary school teachers;
    • for rural teachers;
  • the rate must be fulfilled regardless of the time when the labor activity was carried out (clause 5 of the Rules):
      for music directors;
  • for teachers working in special institutions for children listed in paragraphs 1.11, 1.13 of the List.
  • Some other positions also have their own specifics for calculating preferential length of service; all of them are listed in paragraphs 7-15 of the Rules.

    In addition, in a number of cases, in order to determine the right to length of service, it is necessary to establish the identity of the name of the position or institution where the preferential work is performed with the corresponding names listed in the List. This right to establish the identity of names has been entrusted by the government to the Ministry of Labor and Social Development in accordance with Resolution No. 869 of August 28, 2014.

    As for the periods of work included in the preferential length of service , these include the following:

    • directly performing work included in the length of service;
    • time spent on sick leave;
    • annual and additional paid leave;
    • being on parental leave that began before October 6, 1992.

    At what age do teachers retire?

    The main difference between this type of pension and many others is that age is not a necessary condition for teachers to retire.

    If they have the necessary teaching experience and the required number of pension points, teachers can apply for a pension at any age .

    At the same time, the insured person who has received a payment in connection with the implementation of teaching activities will no longer need to apply to the Pension Fund for transfer to a regular insurance pension upon reaching the generally established age (currently 60 years for women and 65 years for men). This circumstance is due to the fact that the right to this type of pension provision for such persons has already been realized.

    Retirement of a teacher based on length of service under the new law

    From January 1, 2020, a new procedure for the retirement of teaching staff was introduced. If previously it was possible to apply for a pension immediately after completing the standard length of service, now you can apply to the Pension Fund only after a specified deferment period.

    This deferment for teachers is 5 years from the date of completion of their professional experience. In the first years of the new law, intermediate values ​​will apply - from 0.5 to 4 years. The schedule for applying for a preferential pension will look like this:

    For educators who attain 25 years of professional experience in 2023 or later, the final provisions of the law will apply. They will be able to retire only 5 years after they have developed sufficient teaching experience.

    Government Decree No. 781 defines the list of officials who receive the right to early leave.

    The preferential categories include:

    • directors;
    • Deputy Director for Organizational Affairs;
    • head of the educational department;
    • teachers of different categories and levels;
    • preschool teachers;
    • methodologists, teachers and instructors when combined with the position of educator;
    • masters of production processes in technical schools;
    • speech therapists teachers;
    • teachers in additional education programs;
    • psychologists of educational institutions;
    • physical education teachers;
    • other individual specialists.

    Another important point: each of the representatives of the above-mentioned groups must be employed in a special educational institution. It could be:

    1. Primary or secondary school.
    2. Lyceum or gymnasium.
    3. Educational institution for gifted representatives.
    4. General education school for orphans, developmentally delayed children and applicants with disabilities.
    5. School sanatorium.
    6. Children's home, including family type.
    7. General preschool institutions and kindergartens.
    8. Special/correctional institution of any type (closed/open).
    9. Primary and vocational educational institutions, including colleges and technical schools.
    10. A narrowly focused school, taking into account a music, sports, and art institution.
    11. Rehabilitation department.
    12. General educational institution for the implementation of special educational programs.

    On a note!

    If the specialist had experience in different positions, then the experience will be summed up when fulfilling the workload requirement during working hours. When the vacancy filled does not belong to the category of positions and enterprises from the list, then the length of service for a teacher’s pension will not be counted for this period.

    That is why teachers, speech therapists, and educators are recommended to check the entries in the work book for compliance with the positions on the list. If inaccuracies are detected in a timely manner, a specialist from the HR department will be able to make appropriate changes. Late errors can be corrected in court, then the teacher will have to prove his belonging to a certain position.

    How are teachers' pensions calculated?

    Like any type of insurance pension, payment to teachers is calculated using the following formula:

    SP = IPC x SPK + FV,

    • SP
      - the amount of insurance coverage;
    • IPC
      - individual pension coefficient;
    • SPK
      - the value of one point in monetary terms on the day the pension was assigned;
    • FV
      - the size of a fixed amount.

    The amount of compensation received in this way will depend on several parameters:

    • Duration of insurance period.
      The more periods during which the policyholder transferred contributions to the Pension Fund, the higher the assigned payment will be. However, such length of service may also include some non-insurance periods listed in Art. 12 Federal Law No. 400 of December 28, 2013. Despite the fact that the insured person is not working at this time, he is still awarded points.
    • Age of retirement.
      The current law provides for the use of increasing coefficients for later applications for pensions. At the same time, both the fixed payment and the individual coefficient increase. These coefficients will have different values, but they will depend in any case on the period that has passed since the date the right to payment arose.
    • The amount of salary received.
      All payments transferred by the employer to the citizen’s individual account will be taken into account when assigning compensation. Here it is important to note the advantages of an official salary, since only such funds can be used to replenish a personal account.
    • Choosing a pension option.
      Insured persons can choose one of two alternatives during the first five years of their working activity.
    • In the first option, only the insurance payment will be generated and deductions will be 16% for the insurance pension and 6% for the transfer of the base amount to current pensioners.
    • In the second option, insurance and funded pensions will be formed, therefore, in addition to the 6% tariff for payment of a fixed amount, deductions will be 10% for the insurance payment and 6% for the funded one.

    Pension amount in 2020

    Considering that since January 2020, insurance payments have been indexed above the inflation rate of the previous year, namely by 6.6% , we can present the above formula in a different form in relation to the present moment:

    SP = IPK x 93.00 + 5686.25

    It is also worth noting that the amount of the assigned pension cannot be lower than the subsistence level established in the region of residence of a particular person who is a pensioner.

    Those teachers whose calculated payment is lower will be assigned a social supplement equal to the difference between this minimum and the insurance amount assigned to them. Accordingly, the amount of such additional payment will be different for all insured persons.

    Teachers' pension from 2020

    The upcoming reform of the pension system in Russia is causing a lot of controversy, because the changes will affect almost all segments of the population. Although the pedagogical pension as such is not being cancelled, the rules for issuing it will change starting in 2020.

    Reform news

    Talk about reform and bills related to it is unlikely to please future pensioners. Especially those who in the coming years will have the right to receive a special preferential teacher pension.

    After the bill comes into force in 2020, they will be able to take advantage of the granted right, but only with a certain delay, which will be 5 years after the completion of the reform process. Over the next 5 years, the deferment period will gradually increase by one year.

    To receive pension payments, teachers will need to fulfill 3 main conditions:

    1. Obtain 25 years of teaching experience.
    2. Accumulate the minimum number of pension points.
    3. Wait for the grace period.

    Important! Teachers who receive the required length of service in 2019 will be able to retire in 2020, and those who earn length of service in 2023 will be able to receive payments only in 2028.

    What is a preferential teacher pension?

    At the moment, the legislation enshrines the right of teachers to receive a preferential pedagogical pension.

    The benefit lies in the opportunity to apply to the Pension Fund before reaching the currently established age for an old-age pension (for women - at 55 years old, for men - 60).

    If a teacher has a total work experience of 25 years, then he has the right to apply for another type of social benefits - based on length of service.

    In fact, if a graduate of a pedagogical university begins to work in his specialty immediately after graduation, then already at approximately 50 years of age he has the right to retire without waiting for the required age limit. Naturally, such calculations are approximate, but the meaning does not change: having worked conscientiously in an educational institution for 25 years, a teacher receives benefits when applying to the Pension Fund.

    What will the reform change?

    Pension reform will start in the Russian Federation in 2020. According to the bill, the retirement age will gradually increase over several years to 60 years for women and 65 years for men.

    This applies to the appointment of old-age pensions. Changes are also planned regarding preferential teacher pensions, and if appropriate changes are not made in 2019, preferential payments to teachers will be delayed.

    In practice it will look like this:

    • on the one hand, education workers are not deprived of benefits;
    • on the other hand, a deferment for their appointment and payment will begin to apply.

    That is, those who have earned their right to early leave and receive appropriate payments “according to length of service” this year will be able to apply for and receive them according to the current system. Starting next 2020, you will be able to exercise your right, but with a delay.

    Having 25 years of experience will not automatically give you the right to apply to the Pension Fund. You'll have to wait another year before you can use it. And every year the deferment period will increase by one year.

    As a result of the reform in this segment, a teacher who has worked for 25 years in the education system will be able to receive preferential pension payments “according to length of service” only after 5 years.

    This is the scheme designed for the next 5 years. That is, a person who has earned a benefit (who has worked for 25 years) in 2023 will be able to submit an application to the Pension Fund no earlier than 2028. At the same time, the retirement age will gradually increase. According to the new bill, men will receive the right to PF payments at 65 years old, and women at 60 years old.

    Has the benefit been canceled or not?

    Officially, no one is canceling the opportunity to leave a job “due to length of service.”

    The above example shows that according to the new system, from 2026, a teacher aged 50, who has accumulated 25 years of experience, will be able to apply for and receive payments only after 5 years, that is, at 55 years.

    By that time, the retirement age will have already increased, but the difference between the terms of receiving insurance and preferential pensions will not be as striking as it is today.

    Two factors will change dramatically:

    • the teacher will not be able to process payments immediately, he will have to wait 5 years;
    • During these five years, the Pension Fund will be able to save money, which can be used to increase the overall level of provision for pensioners.

    By continuing to work, a person will be able to earn additional points and make contributions to the Pension Fund, therefore, will be able to count on higher pension benefits in the future. This is how deputies explain the meaning of the new legislative initiative.

    What documents are needed to apply for a long-service pension?

    The list of basic documents required to apply for a long-service pension is as follows:

    1. pension application;
    2. documents confirming identity (passport or residence permit, depending on whether the person applying is a citizen of Russia or not);
    3. plastic certificate of compulsory insurance (SNILS);
    4. work book and other documents indicating the duration of the insurance period;
    5. a preferential clarifying certificate confirming the special nature of the work, the fulfillment of the rate, as well as the periods subject to exclusion from length of service:
        administrative leaves;
    6. study leaves;
    7. the time women were on maternity leave after 10/06/1992;
    8. salary certificate for any 60 consecutive months in the work book until 2002.

    However, given the many features of the type of pension under consideration from a regular insurance policy, in this case, more often than in others, documents may be needed to clarify additional circumstances . These include:

    • change of name, surname (marriage certificate, name change certificate, certificate of divorce or marriage);
    • archival certificates indicating the preferential nature of the work performed in the event of liquidation of the institution;
    • extracts from orders, personal accounts of citizens, also confirming preferential circumstances.

    If necessary, PFR specialists also conduct inspections with access to the organizations where the preferential work was carried out, or to archival institutions at the location of the necessary documents transferred for storage years ago.

In my individual personal account the value of the individual pension coefficient (IPC) is 81.175. I calculated my pension according to the formula SP = IPK * SIPC + FV. According to this formula, 81.175 * 81.49 (cost of one pension point in 2020) + 4982.9 = 11597 rubles. And I received a pension of 11,002 rubles. When I asked why this was so, a pension fund specialist said that when calculating an early pension, the value of the pension point is calculated based on 73.80 kopecks, and not 81.49.     Service for teachers under the new pension reform in 2020

    Like representatives of other professions, teachers are anxiously awaiting what their pension payment will be under the new pension reform and whether the so-called “service to teachers”, which previously allowed employees in the education sector to qualify for early retirement, will be preserved in 2020.

    The opportunity to retire based on length of service is a good bonus in this profession, because the work of a teacher is very important and at the same time associated with constant nervous tension.

    Basic transformations

    The main change in the pension reform that worries most citizens is the increase in the retirement age.

    The changes will also affect the privileged category of the population who work in the social sphere (teachers, doctors, etc.). The reform involves increasing the age to 60 years for women and 65 for men.

    On January 1, 2020, a transition period begins that will last until 2028. During this time, the retirement age will increase by 1 year every 12 months.

    The need for such innovations is provoked by the rapid trend towards the aging of the nation and a decrease in the percentage of the working population.

    According to research results, by 2030 the number of pensioners will increase by 3%, and the number of working population will decrease by 2%. Therefore, the Cabinet of Ministers decided to increase the retirement age.

    The reform also encourages citizens to receive “white” wages, thereby gradually eradicating “earnings in envelopes.”

    The bill under consideration provides that future changes will not affect:

    • disability pensioners;
    • single mothers;
    • workers in very difficult working conditions;
    • victims of man-made disasters.

    Calculation of pensions for teachers

    Today, a teacher can retire either upon reaching a specified age or “due to length of service.” The professions of a school teacher and a higher education institution teacher belong to a category with special characteristics of work activity and allow one to complete one’s work activity before reaching the age threshold. To do this you need:

    1. have teaching experience of at least 25 years;
    2. accumulate the necessary pension points;
    3. and from January 1, 2020, it will also be necessary to endure a deferment period.

    The delay in registration of pensions and calculation of payments will be 5 years, but during the transition period more lenient conditions will apply - teachers who receive the necessary experience in 2020 will be allowed to retire 0.5 years later (in 2019-2020). For those who have accumulated experience by 2020, 1.5 years later (in 2021-2022), etc., until the deferment period of 5 years is reached.

    The work activity of a long-service teacher must include work specifically in the educational field for over 25 years. This includes:

    • annual leave;
    • temporary incapacity for work (confirmed by sick leave);
    • caring for a child until he reaches 1.5 years of age (only until October 1992, subsequently maternity leave is not considered part of the specialized experience);
    • studying at a university (provided that before the start of the study and after its completion the citizen carried out teaching activities).

    The teacher must work full time. Part-time work will be taken into account in the total length of service if it relates to educational activities and is recorded in the work book.

    Important! Upon retirement due to length of service, a teacher does not have the right to officially continue his activities in the field of teaching.

    Retirement table

    So, according to the new rules, during the transition period the rule “+1 year every 12 months” will apply to teachers, not counting the first two years, where the conditions are more lenient – ​​0.5 and 1.5 years. This means that having accumulated the required 25 years of teaching experience, a teacher will be able to apply for a pension only after a certain number of years.

    Accrual procedure

    When calculating cash benefits, the following indicators are taken into account:

    • total work experience;
    • specialized work experience;
    • the average salary for the last year;
    • indexation taking into account inflation;
    • special merits.

    In the near future, it is planned to increase the rate, so pension accruals will be indexed. Payments are expected to increase by 5-6%.

    To apply for a pension, you must contact the Pension Fund either in person, or through a representative (in which case a notarized power of attorney is issued for him), or through the official website.

    Required documents:

    • copy and original passport;
    • a copy of the work book certified by the HR department;
    • a copy of the education document;
    • SNILS;
    • documents confirming the required experience (in this case, at least 25 years of teaching: this can be a work record book or employment contracts);
    • a certificate of income from the accounting department or a 2-NDFL certificate (to clarify information about the employer and check the insurance contributions made);
    • a certificate from the bank confirming the existence of an account into which the pension will be credited;
    • military ID (for citizens liable for military service);
    • application of the established form.
