How to receive a monthly cash payment (MCV)
A monthly cash payment is provided to certain categories of citizens such as veterans, disabled people, including disabled children, former minor prisoners of fascism, and people affected by radiation.
If a citizen has the right to receive EDV on several grounds under one law, EDV is established on one basis, which provides for a higher payment amount.
If a citizen simultaneously has the right to EDV under several federal laws, he is provided with one EDV on one of the grounds of the citizen’s choice.
From February 1, 2020, the EDV has been indexed by 3%. The indexation amount is determined based on the inflation rate for 2020.
The set of social services (NSS) included in the EDV is also indexed by 3%. By law, it can be provided in kind or in cash. The cost of the full cash equivalent of NSO from February 1 increased to 1155.06 rubles per month. It includes the provision of medicines, medical devices, medical nutrition products - 889.66 rubles, the provision of a voucher for sanatorium treatment for the prevention of major diseases - 137.63 rubles, free travel on suburban railway transport or on intercity transport to the place of treatment and back - 127.77 rubles.
Citizens entitled to receive a monthly cash payment are required to immediately report to the territorial body of the Pension Fund of Russia about circumstances affecting changes in the amount of the monthly cash payment, as well as entailing the termination of the monthly cash payment.
Who is eligible to receive EDV
EDV is provided to certain categories of citizens from:
- veterans;
- disabled people, including disabled children;
- former minor prisoners of fascism;
- persons exposed to radiation due to radiation accidents and nuclear tests;
- awarded the title of Hero of the Soviet Union, Hero of the Russian Federation or holder of the Order of Glory of three degrees (full holder of the Order of Glory);
- family members of deceased (deceased) Heroes or full holders of the Order of Glory (widow (widower), parents, children under 18 years of age, children over 18 years of age who became disabled before they reached the age of 18, and children under 23 years of age studying in educational institutions for full-time study);
- awarded the title of Hero of Socialist Labor, Hero of Labor of the Russian Federation, or awarded the Order of Labor Glory of three degrees (full holders of the Order of Labor Glory).

To assign an EDV, you must contact any territorial body of the Pension Fund or a multifunctional center for the provision of state and municipal services (MFC).
A citizen who lives in a stationary social service institution must contact the Pension Fund at the location of this institution.
Citizens sentenced to imprisonment must apply for the appointment of an EDV to the territorial body of the Pension Fund of the Russian Federation at the location of the correctional institution in which they are serving their sentence, through the administration of this institution.
When EDV is assigned to a minor or incompetent person, the application is submitted at the place of residence of the minor or incompetent person or at the place of residence of his parent (adoptive parent, guardian, trustee). What documents to submit
The assignment and payment of EDV are made on the basis of an application from a citizen (his representative) with documents confirming the right to receive EDV. When applying for the appointment of an EDV and an application for the delivery of an EDV for a citizen recognized as a disabled person (a representative of a disabled person), no documents are required to be presented to the territorial body of the Pension Fund of the Russian Federation.
The application for the appointment of an EDV must contain the following information:
- last name, first name, patronymic of the citizen applying for EDV, as well as the last name he had at birth;
- details of the identity document;
- information about citizenship;
- postal address of place of residence or actual residence;
- location of the pension file;
- information about the citizen’s representative if applying through a representative;
- information about the choice of basis for establishing EDV;
- the obligation of a citizen to immediately notify the territorial body of the Pension Fund of the Russian Federation about circumstances affecting a change in the size of the monthly cash payment, as well as entailing the termination of payment;

- passport;
- documents confirming the right to receive EDV (certificate issued by the competent authorities, a certificate from a medical and social examination establishing disability, etc.).

Timing for appointment of EDV
The decision to assign or refuse to assign an EDV is made within 10 working days from the date of registration of the application. Another 5 days are allotted to inform the applicant about the decision. A monthly cash payment is assigned from the date of application for it, but not before the right to the specified payment arises, for the period during which the citizen belongs to the category that has the right to EDV.

General aspects
First of all, you need to understand that EDV is awarded only to persons who can document the presence of disability, that is, to those who have passed a medical examination and received a group.
EDV has existed since 2005, and helps people with disabilities survive in conditions of an insufficiently developed labor market for them and a low level of social security.
But as of 2020, the monthly allowance for working pensioners has been terminated.

Legal grounds
The main legislative act in this area is Federal Law No. 181-FZ “On the social protection of disabled people in the Russian Federation”.
In it, in article 28.1. talks about the monthly cash payment that is due to disabled people and how it is calculated for different categories of citizens.
Exceptions to the rules in the registration of EDV on several points are those who are specified in the following legislative acts:
- Federal Law No. 1244-1 “On the social protection of citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant”;
- Federal Law No. 4301-1 “On the status of Heroes of the Soviet Union, Heroes of the Russian Federation and full holders of the Order of Glory.”
Categories of disabled people who are covered by these legislative acts are provided with the registration of EDV for several reasons at once - in this way the payment will be summed up.

Filling out an application for benefits for labor veterans in Moscow
Muscovites who have received the status of labor veterans can travel for free on passenger ground and underground transport in the city, except for taxis, on commuter trains, and pay only half the rent for housing and communal services. Benefits for labor veterans in Moscow
What types of social support can labor veterans in the capital count on are regulated in local law No. 70 of November 3, 2004.

How to get a medical certificate for a clinic

Who can receive payments?
The term “labor veteran” is spelled out in the Federal Law of January 12, 1995 No. 5 “On Veterans”. These may be recognized as:
- holders of various awards for labor activity (including insignia issued back in the USSR);
- began working during the Great Patriotic War while still children (this must be recorded in the work book or confirmed by records in the archives), while men and women must accumulate rich work experience - 40 and 35 years of experience, respectively;
- citizens whose work experience is 25 years (men) or 20 years (women). Length of service is also taken into account (in accordance with Federal Law No. 388-FZ of December 29, 2020). At the same time, they must be awarded labor insignia (if they have the appropriate documents, if the awards are not personal).
It is worth saying that not only labor veterans, but also war participants, juvenile prisoners of fascist camps, citizens who suffered from exposure to radiation, etc. are entitled to an additional payment to their pension, etc. If a pensioner has several reasons for a monthly payment, he must choose only one of them, according to which he will receive compensation (in other words, choose a larger amount). This rule has exceptions - veterans of the Great Patriotic War with disabilities will be awarded several payments at once.
How to apply for EDV?
Labor veterans are divided into 2 categories - federal and regional (depending on the status of their awards - whether they were awarded insignia from the country's government or received encouragement at the regional level). While the former can take advantage of benefits throughout the country, the latter can only take advantage of the benefits in the constituent entity of the Russian Federation where they live.
To start receiving payments, federal labor veterans need to contact the regional branch of the Pension Fund of the Russian Federation. EDV is not assigned automatically as soon as it is time to retire, but operates on an application basis. This means that the labor veteran will need to write an application for benefits. You must also attach the following documents to it:

The decision to assign EDV is made within 15 to 30 days, after which the pensioner will receive a response - confirmation of the right to benefits or a reasoned refusal (for example, in the case when an incomplete set of documents is submitted).
In most cases, compensation is credited to the account simultaneously with the pension, unless the recipient has indicated another, more convenient way for him to receive funds.
How to write an application?
The application for monthly payment must contain the following information:
- personal data of the applicant (his last name, first name and patronymic);
- the surname that the citizen had at birth (if the person changed it);
- passport or residence permit details;

- information about the location of the pension file;
- basis for prescribing EDV;

If a person acts through a third party, his representative must also provide his passport, and in the application fill in information about himself: last name, first name, patronymic, residential address, passport details and power of attorney certified by a notary.
Payment amount
Since 2005, monthly cash payments to labor veterans have been accrued not from the state treasury, but from the budgets of the regions of the Russian Federation. Accordingly, in each region the amount will differ depending on the decision of local authorities and budget capabilities. Also, the regions themselves determine the regulations according to which EDV is provided. Moreover, these orders, of course, should not contradict federal legislation.
Let us note that the amount of monthly cash payments for labor veterans is regularly subject to indexation, as are a number of other benefits provided to different categories of citizens. Accordingly, increases in payments occur annually.

EDV - monthly cash payments that are established to support certain categories of citizens:
- veterans;
- those who suffered in fascist concentration camps in childhood or youth;
- people who received radiation due to nuclear tests or accidents;

- full holders of the Order of Glory (including Labor Glory);
- people with disabilities.
Each of the above categories has its own type of EDV.
If a person belongs to several categories at once, he is assigned only one type of payment. Pension Fund employees make sure that the interests of the applicant are not infringed upon: the largest amount is set as the payment.
Money or services?
The list of services available to pensioners (depending on the region) may include:
- provision of medicines or medical products that are required for pensioners due to health reasons (medicines, etc. will be issued strictly according to the prescription of the attending physician);
- free travel to and from the place of treatment (we are talking about both suburban transportation and rail transport);
- sanatorium-resort treatment (the duration of which is on average 18 days, but this period can be extended if it is necessary for a labor veteran to stay in a sanatorium);
- Also, the NSO may include travel on public transport, repair of dentures, payment for a home landline telephone, radio point, etc.
Beneficiaries receive the right to a set of social services simultaneously with the acquisition of the right to EDV. At the same time, thanks to the monetization of benefits, they can replace social services that are not actually used by increasing the supplement to the pension by the corresponding amount - the price of the service. In order to be excluded from the set of social services and receive additional payments, you need to contact the department where the increase in pension was issued with an application before October 1 of the current year: in this case, the procedure for providing payments will be changed starting next year. This also works in the opposite direction: the package of services that a veteran is entitled to for his recovery can be renewed, even if the citizen previously refused NSU. Thus, for citizens who have worked for many years and earned the title of labor veteran, the state provides an “addition” to their pension. Who is entitled to EDV?
As you know, payments are not available to everyone. So for what merits and to whom is it paid? It's simple. Federal beneficiaries are entitled to EDV. There are several categories of these same beneficiaries. Let's list some of them:
