Amounts of payments to veterans, widows of WWII participants and children of war
For Victory Day in 2020, participants and disabled people of the Great Patriotic War of 1941-1945 will receive a one-time payment of 10,000 rubles.
The draft Government Resolution on the implementation of such a payment was prepared according to the Decree of President V. Putin and has already passed the public discussion procedure. Soon this Resolution was signed by Prime Minister Dmitry Medvedev.
Along with this document, the Rules for making annual cash payments for Victory Day were approved. They set out the procedure and conditions for receiving such a pension supplement, as well as a list of veterans entitled to the supplement in May-June 2020.
According to preliminary calculations, about 70 thousand citizens will receive 10 thousand rubles by May 9, 2020. About 705 million rubles will be allocated from the federal budget for these purposes. (including the costs of their delivery).
According to the draft Resolution, one-time payments for veterans in the amount of 10 thousand rubles. will be carried out annually.
The Ministry of Labor has already preliminary calculated how much budget funds need to be provided in the federal budget in the period from 2020 to 2022. to provide increases to veterans for Victory Day:
- in 2020, about 570 million rubles will be required. (including delivery costs);
- in 2021 - 462 million rubles;
- in 2022 - 374 million rubles.
Those persons who are veterans of the Great Patriotic War, as well as residents of St. Petersburg equivalent to them, can count on receiving 7 thousand rubles. Widows of participants in the Great Patriotic War will receive 4 thousand rubles from the authorities of St. Petersburg in May. Children of war in 2020 will be able to count on an amount of 3 thousand rubles.
It is important to pay attention to the fact that funds are accrued without a declaration. There is no need to go anywhere specifically to receive funds. Accruals will be made based on the existing database.
Social services may not have in their database data about those people who arrived in the city recently and were not included in the register. In order to receive payments, you should contact social services and provide their employees with all the necessary information.
Alexander Beglov (who holds the position of city governor) noted that information on veterans should be updated. This must be done so that everyone receives payments provided at the federal and city levels on time.

Regional supplements to pensions for veterans and home front workers
The authorities of the constituent entities of the federation also provided for bonuses for preferential categories of persons, for example, these are regions such as:
- Irkutsk region - WWII veterans, their widows and prisoners of German concentration camps are entitled to 10,000 rubles.
- Republic of Sakha (Yakutia) – the transfer amount here is in the range of 3,000–10,0000 rubles. The first amount will be received by persons who did not reach the age of majority on September 3, 1945 (payments to children of war). The largest accrual is intended for disabled people, participants of the Second World War.
- Volgograd region - home front workers and blockade survivors will receive 1,000 rubles. Veterans will receive 5,000 rubles.
- Kaliningrad region - preferential categories of citizens will receive 10,000 rubles.
Regional departments of social protection of the population will supervise the accrual of these funds. The schedule is the same as the federal payment to veterans for Victory Day. Information about the right to this benefit will be taken from the database of the Russian Pension Fund, so if for some reason this agency does not have information that a citizen is entitled to veteran benefits, then he will not receive the money until he provides supporting documents ( military ID, etc.).
Vladimir Putin announced payments for the 75th anniversary of the Victory
At an event dedicated to the anniversary of the breaking of the siege of Leningrad, President Vladimir Putin announced payments to veterans and home front workers in honor of the 75th anniversary of Victory in the Second World War.
Veterans of the Great Patriotic War will receive one-time payments in the amount of 75 thousand rubles for Victory Day in 2020, and home front workers will receive 50 thousand rubles each.

- compensation for using a landline telephone;
- discount on housing and communal services.
Medical service
Medical benefits include:
- free treatment;
- discount on medicines in the amount of half the price (with a prescription);
- sanatorium treatment (in medical direction);
- subsidies for dentures (government institutions only).
Attention! Home front workers must get to the location of the sanatorium for free. Important! If a citizen refuses sanatorium treatment, he is paid compensation in the amount of 1000 rubles.
Compensation and EDV
Every home front worker has the right to a monthly cash payment. Its size increases every year.
EDV is issued by local social security authorities. The following documents are required for registration:
- statement;
- identification;
- certificate of status “home front worker”;
- SNILS;
- TIN;
- If a citizen wants the payment to go to his personal bank account, bank details are required.
The final list of benefits provided is determined by local authorities. For a particular person it depends on:
- age;
- length of service;
- availability of awards;
- region of residence.
Important! In order to obtain the right to free travel, a citizen must obtain a special social card.
Home front workers have the right to be granted leave annually, during a period that they themselves choose. The vacation period is 35 days. In this case, wages are not retained.
Who will receive 10,000 rubles in 2020
The rules for making annual cash payments for Victory Day establish that 10,000 rubles. In addition to pensions, it is paid to war veterans and disabled people.
In this case, the veteran must belong to one of the categories listed in paragraph 1 of Part 1 of Art. 2 of Law No. 5-FZ of January 12, 1995 “On Veterans”, namely:
- Military personnel, including those retired (or reserve), who served or were temporarily stationed in military units, institutions, headquarters that were part of the active army during the civil war, World War II or other operations to defend the Fatherland;
- Partisans, members of underground organizations that operated during the civil war or World War II in the temporarily occupied territories of the USSR;
- Military personnel, including those retired (or reserve), citizens from the rank and file or commanding staff of state bodies. security or internal affairs, who served in the defense of cities during the Second World War;
- Persons from the civilian army, navy, troops, government agencies. security or internal affairs, who held full-time positions during the Second World War in military units, institutions, headquarters that were part of the active army;
- Intelligence/counterintelligence officers who performed special missions during the Second World War in military units as part of the active army, behind enemy lines, in the territories of other countries;
- Employees of military facilities, departments, enterprises that performed tasks in the interests of the army and navy within the borders of active fronts (fleets) during the Great Patriotic War;
- Correspondents and cameramen sent to the active army during the war of 1941-1945;
- Military personnel, including those retired (or reserve), citizens from the rank and file or commanding staff of state bodies. security or internal affairs, soldiers and command staff of fighter battalions, detachments, platoons who participated in combat operations to combat enemy landings during the Second World War; participated in combat operations in the territories of Belarus, Ukraine, Latvia, Lithuania, Estonia from 01/01/1944 to 12/31/1951.
- Citizens who participated during the Second World War in combat trawling operations in units that were not part of the fleet, in demining territories, objects, in collecting ammunition, military equipment from 06/22/41 to 05/09/45;
- Persons who participated during the Second World War as part of partisan detachments, underground groups and formations in combat operations on the territory of other countries against Nazi Germany and its allies;
- Military personnel, including those retired (or reserve), who served for at least 6 months in the period from 06/22/41 to 09/03/45. in military units, institutions, institutions that were not part of the active army;
- Citizens awarded orders and medals of the USSR for service in the period from 06/22/41 to 09/03/45;
- Disabled since childhood as a result of injury, concussion received during the Second World War;
- Citizens awarded the medal "For the Defense of Leningrad".

Important: 10 thousand by May 9 will be received by war participants and disabled people who are citizens of the Russian Federation. At the same time, they must permanently reside on the territory of the Russian Federation or in the Baltic countries (Lithuanian, Estonian and Latvian Republics).
According to preliminary estimates, 70,005 pensioners will receive an increase in 2020, about 56.7 thousand in 2020, 46 thousand in 2021, 37.2 thousand in 2022.
When will payments be made for Victory Day?
It is expected that this year the financial situation of more than 350 thousand St. Petersburg residents will improve. They will be able to count on additional funds as early as May of this year. In order for certain categories of St. Petersburg residents to receive funds in honor of the holiday celebrated in Russia on May 9, Smolny approved the procedure for providing additional social support measures. Funds will be sent to those who are inextricably linked with the Second World War from the city budget.
So far, specific terms for lump sum payments for Victory Day in 2020 have not been announced. As a rule, this information is announced in the spring, when all calculations have been made and documents for receiving payments have been drawn up.
War veterans and home front workers receive such payments on the eve of Victory Day in May or a little later, along with the May pension.
Putin ordered the issue of additional payments and deadlines for the 75th anniversary of Victory in the Second World War to be worked out back in December 2020.
