    Features of the functioning of the maternity capital program:

    • Maternity capital can only be obtained once in a lifetime. Regardless of which child is born in the family - the second, third, fourth;
    • The funds can be spent exclusively for those purposes provided for by law: improvement of living conditions, mother’s funded pension, medical expenses for a disabled child and payment for the child’s education;
    • It is impossible to cash out maternity capital, except for a one-time receipt of a sum of money in the amount of 25,000 rubles;
    • You can issue a certificate for maternity capital at any time, regardless of how old the child is;
    • Only citizens of the Russian Federation are entitled to receive benefits. At the same time, both the natural parents of the baby and his adoptive parents can receive this right (when the adoptive parents have adopted more than 1 child);
    • Maternity capital funds can be used for the purposes provided for by law only from the moment the child turns 3 years old. An exception to the rules is a mortgage, when money can be issued to the PF before the specified period.

    The mother of the child can apply for maternity capital. In exceptional situations, when the mother has died or is deprived of parental rights, the child’s natural father and his adoptive parent also have the right to receive a certificate.

    Frequency of preparation of accounting (financial) statements

    Interim accounting (financial) statements consist of a balance sheet and a statement of financial results, unless otherwise established by law, contracts, constituent documents or decisions of the owner of an economic entity (clause 3 of article 14 of the Federal Law of December 6, 2011 N 402-FZ; p. 49 PBU 4/99).

    The composition of the annual accounting (financial) statements depends on the category of the economic entity:

    • Individual entrepreneurs, as well as branches, representative offices or other structural divisions of an organization established in accordance with the legislation of a foreign state located on the territory of the Russian Federation - if, in accordance with the tax legislation of the Russian Federation, they keep records of income and expenses and (or) other objects of taxation in in the manner established by the specified legislation - they may not prepare accounting (financial) statements (clause 2 of article 6 of the Federal Law of December 6, 2011 N 402-FZ);
    • small businesses, non-profit organizations, organizations that have received the status of participants in a project for the implementation of research, development and commercialization of their results in accordance with the Federal Law of September 28, 2010 N 244-FZ “On Innovation (except for the organizations listed below) - may constitute simplified accounting (financial) statements (clause 4 of article 6 of Federal Law dated December 6, 2011 N 402-FZ);
    • other organizations, including organizations whose accounting (financial) statements are subject to mandatory audit, housing cooperatives, credit consumer cooperatives, microfinance organizations, public sector organizations, political parties, their regional branches or other structural divisions, bar associations, law bureaus, legal consultations, law firms chambers, notary chambers, non-profit organizations included in the register of non-profit organizations performing the functions of a foreign agent provided for in paragraph 10 of Article 13.1 of the Federal Law of January 12, 1996 N 7-FZ “On Non-Profit Organizations” - must prepare accounting (financial) statements in the general manner (Clause 5, Article 6 of the Federal Law of December 6, 2011 N 402-FZ).

    Simplified annual accounting (financial) statements consist of (clause 6 of the Order of the Ministry of Finance of Russia dated July 2, 2010 N 66n):

    • balance sheet;
    • financial results report;
    • report on the intended use of funds (only for non-profit organizations);
    • appendices to the balance sheet, statement of financial results, report on the intended use of funds, which provide only the most important information, without knowledge of which it is impossible to assess the financial position of the organization or the financial results of its activities.

    The general procedure provides for the preparation as part of the annual accounting (financial) statements (clauses 1 and 2 of Article 14 of the Federal Law of December 6, 2011 N 402-FZ; clauses 28 – 31 PBU 4/99):

    • balance sheet;
    • financial results report;
    • report on the intended use of funds (only for non-profit organizations);
    • statement of changes in capital;
    • cash flow statement;
    • appendices to the balance sheet, statement of financial results, report on the intended use of funds, which provide information without knowledge of which it is impossible to assess the financial position of the organization or the financial results of its activities.

    How does the process of registering a child work?

    The function of registering maternity capital is assigned to the Pension Fund. In addition, he is the one who manages the funds and reviews the parents’ requests for spending the funds.

    The general algorithm for registering maternity capital is as follows:

    1. At the birth of a baby, a birth certificate is issued. Parents can obtain such a document from the registry office;
    2. A new citizen of the Russian Federation is assigned citizenship by the Migration Service;
    3. The package of documents necessary for registration of maternity capital is collected. Together with the application, it is submitted to the Pension Fund;
    4. The parent receives a maternity capital certificate.

The main thing is to do everything on time. It is also necessary to understand in advance where to apply and with what set of documents.

    It is important to know: now you can register maternity capital both in the territorial division of the Pension Fund and in the multifunctional center - the MFC. In addition, issuing a certificate at the Pension Fund is possible both by directly coming to the institution, and through online submission - through your personal account on the official website of the Pension Fund.

    Also, not everyone knows, but the certificate can be issued not by the mother herself, but by her authorized person, for example, a relative. The main thing is to have a notarized power of attorney in your hands. On the day the certificate is issued, its owner will have to appear in person to sign the document.

    Step 1. Collection of necessary documents

    Perhaps the most important stage is the stage of collecting the necessary documents. By the way, the list of such documents is not long. But you need to make sure in advance that you have not only the original documents, but also their copies.

    List of required documents:

    • Passport. The law states that an applicant for maternity capital must present an identification document. Therefore, in theory, it can be not only a passport;
    • SNILS – certificate of compulsory pension insurance;
    • Birth certificate of the child who provided the right to receive maternity capital. In most cases, it is better to provide copies of the certificate of all children being raised in the family;
    • Court decision to adopt a child.

    When submitting documents, PF employees may require other certificates, extracts, etc. But such actions are not legal. And the applicant has every right to refuse and additionally submit other certificates.

    An exception to the rules is when the applicant is a foreign citizen who has received Russian citizenship. In this case, his documents may be drawn up not in Russian, but in a foreign language. In such a situation, the employee has every right to request a notarized translation of documents.

    Step 2. Submitting an application

    The applicant must attach an application to the package of required documents. Such a document has a strictly established form. It cannot be compiled in any form. The application form is available on the official website of the Pension Fund. You can print it yourself and fill it out at home. You can receive an application from the Pension Fund when submitting documents.

    Please note: the application is the main document and no errors are allowed when filling it out. If, during the process of checking your personal file, it is discovered that an error has been made in the application, it will have to be rewritten. And then the period for consideration of the case will be counted not from the moment of the initial filing, but from the moment the paper is copied.

    The application must be registered by a fund employee and accepted for consideration along with other papers.

    Step 3. Obtaining a certificate

    Perhaps the most pleasant moment is receiving a certificate. But you should know that the case can be considered within one month. And, as a rule, a decision on the case is not made earlier.

    Some are outraged by this verification period and do not understand why it is taking so long. But let’s say right away that for you as parents, a period of one month is not a fundamental difference, especially if you asked for help immediately after birth.

    In the process of checking documents, their authenticity is necessarily checked, information about parents is checked; about whether he has been deprived of parental rights, whether he has carried out lawful actions against the child, etc.

    If everything is in order, then within 5 days after the decision is made, the applicant will be notified that he can receive a certificate. But remember that a certificate is only a government-issued certificate, but it is not money that can be easily obtained.
