Allowance for caring for a disabled child for a non-working parent
A citizen who is unable to go to work because he is caring for a disabled child can apply for compensation for lost earnings . In 2020 its size is:
- 10,000 rubles - if care is provided by one of the parents (adoptive parent, guardian or trustee);
- 1200 rubles - if another person is caring for a disabled child.
There is no annual indexation for payments.
Previously, the amount of compensation paid to parents (or adoptive parents), guardians and trustees of children with disabilities was only 5,500 rubles. Of course, this payment was not enough to fully compensate for the earnings of a non-working citizen. It often happened that parents (especially in single-parent families) became dependents of their children, since they had no other income other than compensation for lost earnings and a social pension for a disabled child.
This state of affairs caused social tension in society, as a result of which, from July 1, 2019, parents (adoptive parents), guardians and trustees of disabled children began to be paid 10,000 rubles. in the form of monthly compensation. However, other persons caring for children with disabilities still receive 1,200 rubles. per month.
Is a social pension paid for caring for a disabled child?
This form of payment is not provided for by law. A person caring for a disabled child receives compensation every month for his hard work if it does not allow him to get a paid job. Social pensions are not paid to mothers of disabled children, other relatives and guardians.
Compensation is assigned on the basis of Presidential Decree No. 175 of February 26, 2013. Its size depends on the status of the recipient. If a disabled child is cared for by a parent (including an adopted one), a trustee or guardian, the monthly payment will be 5,500 rubles. Other persons caring for a child with a disability are paid less - 1,200 rubles.
Only unemployed citizens who are able to work due to age and health can apply for compensation. This payment is not subject to indexation.
Like the social pension, which a disabled child in 2020 (as before) receives until the age of 18, monetary compensation to parents and other persons is also paid until he reaches adulthood. They will be able to receive it later in the same amount, but only if the adult disabled person has been assigned group I since childhood.
In areas with difficult climatic conditions, the regional coefficients in force there are applied to pensions and monthly payments.

How to get an early pension for parents of disabled children in 2020 - news
In accordance with Article 32 of the Federal Law “On Insurance Pensions,” the parents of a minor who has been diagnosed as disabled have the right to count on early retirement . So, men begin to receive this kind of payment at 55 years old, and women at 50.
But some conditions were set that must be met in order to have this opportunity:
- statement;
- ITU conclusion;
- child's birth certificate;
- document identifying the applicant;
- marriage (divorce) certificate of the applicant;
- certificate of cohabitation;
- documents confirming work activity and the required length of service.
As part of providing financial support to persons with limited physical and social capabilities, people with disabilities of all groups (including disabled children and people with disabilities since childhood), MDV (monthly cash payment) is paid. Residents of Moscow with disabilities can apply for EDV in the general manner.
Set of Social Services (NSS)
Disabled children and persons with disabilities since childhood, who receive monthly cash payments, are provided by law with a set of social services in kind (however, it can also be provided in cash equivalent ).
The cost of the entire NSO from February 1, 2020 increased to 1155.06 rubles. per month (by 3 percent). The set consists of:
- Medicines and medical products provided by prescription, as well as medical nutrition products for disabled children, the cash equivalent is 889.66 rubles .
- Vouchers to sanatoriums for disease prevention - 137.63 rubles .
- Travel to the place of treatment and back by intercity transport and suburban railway transport - 127.77 rubles .
Disabled children have the right to receive an additional voucher for sanatorium treatment for an accompanying person, as well as travel to and from the place of treatment.
Since the NSO is part of the EDV, it is not necessary to submit a separate application to the Pension Fund for its appointment. The right to a set of social services arises for a disabled child immediately upon assignment of EDV , for which the Pension Fund issues a corresponding certificate. The document states:
- beneficiary category;
- deadline for providing monthly cash payments;
- social services from the set to which a citizen is entitled in the current year.
Social services are provided upon presentation of this certificate.
To refuse to receive NSI in kind and instead receive cash compensation as part of the EDV, you need to submit a corresponding application to the Pension Fund. It is enough to do this once ; you do not need to confirm your decision every year (the application will be valid until the citizen himself changes his choice).
Set of social services
Simultaneously with submitting documents for a monthly payment, you can receive a set of social services (NSS) provided in kind. The list of services is established by the Government of the Russian Federation - it can be used in whole or in part.
List and sizes of social set:
Content | Financial assessment |
Full package | 995 rub. |
Partial package | |
Provision of medicines | 766 rub. |
Sanatorium treatment | 118 rub. |
Travel by rail to the place of treatment and home / free travel on commuter trains | 110 rub. |
If a child cannot go to a sanatorium without being accompanied by a third person caring for him, then he is also given a free voucher and ticket.
It is important that the right to use a set of social services for a minor is formed simultaneously with the receipt of a single payment. Parents do not have to submit an additional application for their provision.
The possibility of receiving a set of social services is confirmed by a certificate issued to the child’s representative by the Pension Fund of Russia. It is presented at railway ticket offices, sanatoriums and resorts to receive services.
Help contents:
- beneficiary group;
- payment deadline;
- list of services available to the recipient in the current year.
The child's representative has the right to independently determine the contents of the package. For those services that he refused, monetary compensation will be transferred to the family.
To change the procedure for receiving EDV and NSO, you must send an application to the Pension Fund before October 1 of the current year. For example, an application for refusal of resort treatment and preferential travel and a commensurate increase in the amount of compensation by 228 rubles. – comes into effect only from January 1 of the following year.
Purchasing funds for social adaptation using maternity capital
Recipients of maternity capital can use it to purchase goods and services for the social adaptation of disabled children . The certificate funds can be used (in part or in full) for any child with a disability in the family. In addition, to manage maternity capital in this direction, you do not need to wait until the second (subsequent) child turns three years old.
When paying for funds and services for the social adaptation of a disabled child, it is necessary to take into account the following:
- Maternity (family) capital (MSC) is allowed to pay only for already purchased goods and services , the purchase of which is confirmed by sales receipts or other documents.
- Before submitting an application for the disposal of maternal capital, you must obtain a certificate of verification of the availability of the purchased goods from the Social Services Center at your place of residence. The procedure for obtaining a document is established by orders at the regional level.
- Compensation will be provided only for those goods and services that are included in the child’s individual rehabilitation and adaptation program (IPRA).
- MSC is prohibited from spending on child treatment, rehabilitation measures and technical means of rehabilitation (TSR), which are provided by the state free of charge. These funds and measures are listed in the order of the Government of the Russian Federation No. 2347-r dated December 30, 2005.
- The list of goods and services for which compensation can be obtained is given in Government Order No. 831-r dated April 30, 2016.
In addition to the application for disposal, the following documents must be submitted to the Pension Fund:

- certificate of compulsory pension insurance (SNILS) of the certificate holder;
- IPRA valid at the time of purchase of goods and services;
- documents confirming the purchase of goods and services;
- act of checking the availability of goods;
- certificate of bank details.
A decision on the application will be made within one month after registration of the application. If it is positive, the Pension Fund will transfer the money to the applicant’s account no later than 10 working days .
Which children are recognized as disabled
Based on Federal Law No. 181 of November 24, 1995, a disabled person is a person who has a permanent impairment of health due to illness, injury or congenital defects and who cannot lead a full social life due to the complete or partial loss of necessary skills.
This provision applies to both adults and children; all of them equally need to undergo a special medical and social examination (MSE) in order to receive the status of a disabled person.
Medical and social examination will need to be repeated every 1, 2 or 5 years, depending on the disease. But there are diseases, for example Down syndrome, in which disability is issued once and for all.
For children under 18 years of age, disabilities are not divided into groups like for adults; they are simply assigned the status of “disabled child.”
Determination of disability usually occurs at the local ITU bureau, but if parents do not agree with the decision of the commission, they can contact a higher authority - the Federal ITU Bureau.
The examination is scheduled within 30 days after filing the application. The commission announces its decision immediately. If the ITU was in absentia, then the decision is sent by mail.
The ITU Commission must not only announce its decision on paper, but also issue a special certificate, with which one must then apply for various payments.
Pension amount for a disabled child
If parents and a doctor decide that the child does not need to use these services, then they can refuse them by submitting an appropriate application before October 1 of the current year. In this case, starting from the new year, the amount of EDV in monetary terms, taking into account the refusal of the social package, will be the full amount - 2590.24. Refusal may occur from one, or two, or all components at once. How many services to leave for the child is decided by the parents together with the doctor.
What payments do people with disabilities claim in Russia?
The pension is credited to the account of one of the parents, or to the so-called nominal account opened in a credit institution in the name of the child. In the latter case, it is possible to withdraw the amount from the account only with the permission of the guardianship council at the child’s place of residence .
- Identification document of a disabled person;
- Grounds for submitting documents (power of attorney, in the event that a person with a disability cannot submit documents himself);
- Certificate issued for medical and social examination.
Comment : Regardless of the disability group, the rule is that if for 10 years a disabled person is assigned a group for a certain period, then for the 11th year it is issued indefinitely and then it does not need to be re-registered.
Common Questions
Comment : This is one of the most common mistakes; some citizens think that disability has been issued for an indefinite period and there is no need to re-register it. This is a mistake, permanent disability is issued until adulthood, then you need to undergo re-examination where a disability group and its validity period will be assigned. If the certificate indicates the word indefinitely, then re-registration is not required, but if a period of one or two years is indicated, then an inspection is necessary.

Please note that the assignment of a disability group is not made until the age of 18. It turns out that group 1, group 2, group 3 are assigned only after reaching adulthood. Until this time, the child has the status of a disabled child.

Amount of pension for a disabled child of groups 1, 2 and 3 in 2020
It is quite difficult to integrate disabled children into society. Therefore, the federal government is creating and improving various social programs that promote the integration of such people. Below we will find out the size of the pension for disabled children in 2020, and also touch on related issues.
- Social pension. All disabled children, regardless of the severity of their health problems, are assigned a social pension. The amount of pension for a disabled child in 2020 will be 13,170 rubles per month. To receive a pension, you must undergo a medical and social examination, which will check whether the child can be considered disabled or not. Parents, adoptive parents or trustees should handle the registration of pensions. A pension is registered with the Pension Fund; You need to have with you the following list of documents to apply for a pension for a disabled child - the child’s birth certificate, a medical and social examination report confirming the fact that the child is disabled and needs additional help, as well as the applicant’s passport. If the applicant is not the biological parent of the child, documents must also be provided to the Pension Fund to obtain a disability pension for the child, confirming the fact of adoption or guardianship. The social pension is paid until the child turns 18; After reaching the age of majority, it is necessary to undergo a medical and social examination again, after which the child will be assigned a disability group and the pension will be recalculated. How much will the pension for disabled children be increased? On April 1, the pensions for disabled children were indexed in 2020, which amounted to 2%; it is expected that the increase in pensions for children with disabilities of group 3 in 2020 and subsequent years will be higher by several percent.
- EDV. Also, all disabled children are entitled to monthly cash payments (MCB). The maximum amount of EDV is 2,527 rubles per month; if you do not refuse one or another part of the NSO, the amount of the EDV will be reduced by the corresponding amount.
- NSU. Also, all disabled children are entitled to receive free medicines, treatment in a sanatorium, and so on. All these benefits are provided under the Social Services Bundle (NSB) program. The NSO can be completely or partially abandoned; The money saved in this way will be added to the EDV and issued in the form of money.
- Privileges. Disabled children are also entitled to various benefits. Let's list the main ones - priority and free enrollment in public schools and preschool institutions, the possibility of studying at home (for medical purposes), an increase in pensions for children with disabilities of group 2 in 2020, daily free meals in schools, some relaxations regarding passing the Unified State Exam, admission to higher and secondary specialized educational institutions on preferential terms, free travel in transport and many others.
- Payments and benefits to parents, adoptive parents and guardians. This group includes a large number of government programs, under which the government helps not disabled children, but their loved ones who look after them. Let's list the main programs - early retirement, cash benefits for non-working able-bodied parents (5,500 rubles), adoptive parents (5,500 rubles) and guardians (1,200 rubles), tax deductions, and so on.

Disabled children - who are they?
In the bureau of medical and social examination, upon receipt of disability, not only the disability group is determined, which characterizes the degree of damage to the functions of organs and systems due to disease, impairment or injury, but also the cause of disability.
Causes of disability may be:
- General illness;
- War trauma;
- Injury resulting from an industrial accident;
- Disability since childhood.
Disabled since childhood are people who have reached adulthood and previously had the status of “disabled child.” That is, they were listed as disabled children, but when they turn 18 years old, they can either have their disability extended indefinitely as “disabled since childhood” with the assignment of one of three disability groups, or they cannot find reasons for the extension and not recognize an adult citizen as disabled.
If a former disabled child proves during the procedure that there are limitations in life activity due to a disease and confirms the status of a disabled person, the ITU conclusion indicates the cause of disability “disabled since childhood” and its degree – group 1, 2, or 3.
The assignment of this category of disability does not depend on the period of examination by the ITU of the child - it could be either from birth or a few days before turning 18 years old.
Pension for a disabled child in 2020
A disabled child, like other disabled people in the Russian Federation, has the right to count on pension provision. Considering that, due to their age, disabled children are disabled and cannot have insurance coverage, they are assigned a social pension in a fixed amount.
Note!
The amount of social pension for disabled children is 12,681 rubles 09 kopecks per month.
In addition to the social pension, a disabled child has the right to a monthly cash payment in the amount of 2,701 rubles 62 kopecks. The amount of the actual monthly cash payment may be less than the specified amount if the child has used the right to one or more social services: provision of medicines, sanatorium treatment and others.
Who belongs to the category of “disabled children” in 2020
A person is recognized as a disabled child if the following conditions are simultaneously met:
- minor age - the status of a disabled child is assigned only to citizens under eighteen years of age;
- the presence of a persistent health disorder caused by a disease, congenital or acquired, or injury;
- a noticeable decrease in one or more life functions, for example, self-care, learning, behavioral control. The reduction in function should be in the range of 40% to 100%;
- the child’s established need for rehabilitation or habilitation procedures.
Note!
The status of “disabled child” is assigned based on the results of a medical and social examination for one year, two or five years, until the child reaches 14 years of age or until he reaches 18 years of age.
Who is assigned the status of “childhood disabled”
When a child reaches the age of eighteen, the status of a disabled child is removed, even if it was assigned indefinitely. Only minors can possess it.
Note!
If the illness for which the disability was initially assigned remains and there are grounds for maintaining the disabled status, then the person must undergo a medical re-examination and receive adult disability.
Adult disability is divided into groups that reflect the degree of decline in body functions.
Having received the adult disability group, a former disabled child acquires the status of “disabled since childhood,” which means that the health disorder that caused his disability arose before reaching adulthood or is congenital.
Assignment of pensions to disabled children: grounds, laws, conditions, terms
All people who have received the status of a disabled person since childhood, as well as those examined for the first time in adulthood, receive the right to receive pensions and benefits for the period while the person is disabled (indicated in the ITU conclusion). This right is guaranteed by the presence of an ITU conclusion (certificate).
Pensions for them are regulated by the following laws, depending on the data of each individual:
- Federal Law No. 400-FZ “On Insurance Pensions”. According to it, insurance pensions are assigned, that is, payments to those applicants who have work experience;
- Federal Law No. 166 of January 15, 2001 “On state pension provision in the Russian Federation.” According to it, social pensions are assigned, that is, payments to people who have no or minimal experience.
These laws have undergone simultaneous changes in some parts since 03/07/2018.
It is logical that a former disabled child undergoing re-examination at the age of 18, with rare exceptions, has no work experience behind him, so in the vast majority of cases they are assigned a social type of pension.
When receiving a social pension, many disabled people work, and the employer transfers insurance contributions to their personal account.
In these cases, having work experience, you can apply for a change in the type of pension: if, when calculating the labor pension, it turns out to be more profitable than the previous one, then the disabled person has the right to switch to receiving payments on a different basis.
The pension of a group 3 disabled child is almost always more profitable than a social pension with a short period of service, and for the second and first groups, an insurance pension is often more profitable.
Changes for 2020
The latest news about pension indexation in 2020 is as follows:
- The average insurance pension by the end of 2020 will be 16,380 rubles.
- From January 1, 2020, the insurance pension will be indexed by 6.6%.

Amounts of social pensions for citizens living in the Far North and equivalent areas, in areas with severe climatic conditions
The size of the social pension for citizens living in the regions of the Far North and equivalent areas, in areas with severe climatic conditions determined by the Government of the Russian Federation, is increased by the corresponding regional coefficient established by the Government of the Russian Federation for the entire period of residence in this area. When citizens leave these regions for a new permanent place of residence, the size of the pension is determined without taking into account the regional coefficient.
Supplement to disability pension in Moscow in 2020
Let's consider the example of 2020. Muromov is a resident of Moscow, a recipient of a social pension for disability of group II (5,034.25 rubles), EDV and NSU in cash equivalent (2,527.06 rubles). Muromov has not received any additional benefits, allowances or compensation. Thus, the monthly income of a disabled person is 7,562.31 rubles. (RUB 5,034.25 + RUB 2,527.06).
Federal supplements to pensions for disabled people in Moscow
There are often cases when the amount of the pension assigned to a disabled person is significantly less than the minimum subsistence level. As a result, a citizen with disabilities, whose only source of income is a pension, finds himself literally on the brink of survival. As part of the implementation of social support measures for people with disabilities, the Moscow municipality pays citizens of this category a regional social supplement.
It is necessary to take as a basis the new minimum wage, which will officially come into force on January 1, 2020. Next, from this figure you need to subtract the minimum wage that was approved for 2020. After this, sixty percent of the result will remain to be found. Thus, individuals will be able to calculate how much the amount of pension benefits intended for disabled children will increase.

Compensation is assigned based on Presidential Decree No. 175 of February 26, 2020. Its size depends on the status of the recipient. If a disabled child is cared for by a parent (including an adopted one), a trustee or guardian, the monthly payment will be 5,500 rubles. Other persons caring for a child with a disability are paid less - 1,200 rubles.
What is the size of the social pension for disabled children
If there are two children with an established disability in a family, the right to early retirement applies to each of them, which allows both parents to exercise this right at the same time. Provided that they retire for different children.
For the third disability group, an indexation of the amount of insurance accruals is provided for by 3.8% with an adjustment of the inflation rate based on the results of 2020. Let's consider an example of calculating monthly income for mothers with disability group 3 and supporting 1 dependent.
Pensions of disabled military personnel will increase following an increase in the amount of pay for military personnel by position and rank from 09/01/2020 by 6.3% and an increase in the reduction coefficient from 73.68 to 75.15%. For group 1 the amount will be 16,469, for the second - 13,724, for the third - 9,607. If a military man completes his service with 20 years of experience and a salary of 62,000 rubles, then his pension will be equal to: 62,000/2 * 0.7515 = 23,296.5 (rubles .).
Children with disabilities
If permanent disability of group 2 is assigned, then early retirement is possible with social security amounting to 5686.25 rubles. (100% EF). If you refuse preferential medications, sanatorium treatment and travel to the resort, monthly payments will increase to 2 thousand rubles. Persons who became disabled group 2 in childhood will receive 11,307.47 rubles.
3.1. Good afternoon, the size of the labor pension depends on wages and length of service until January 1, 2002. and insurance contributions after 2002, received in the personal account of workers from the employer, so it is impossible to say exactly what pension you will have without knowing these indicators.
In addition to universal human values, disabled children need quite material things. It is necessary to bring the living conditions in line with the needs of the child. He should calmly, if possible, eat, wash himself and move around the house independently. Depending on the specific case, special accessories are purchased: wheelchairs, anti-decubitus pillows, lifts, ramps, etc.
Retirement
There are also additional regional programs that improve the integration of a disabled child into society. What kind of pension do disabled children receive in Moscow? The following regional programs exist in Moscow:
“Clause 1 of Part 1 of Article 32 of the Federal Law of December 28, 2020 No. 400-FZ “On Insurance Pensions” provides preferential pension benefits for parents of disabled people since childhood,” says the statement on the official website of the Pension Fund of the Russian Federation. — The old-age insurance pension for this category of citizens is established before reaching the generally established retirement age.
Registration procedure: where to go, documents, deadlines
Registration of a pension is included in the list of mandatory government services provided by the Pension Fund. One of the parents, an official guardian or adoptive parent, or a person who has issued a power of attorney can apply for a pension for a child under 18 years of age.
You should contact the pension service office at the child’s place of registration. If the disabled person actually lives in another place, then after the appointment procedure it will be possible to transfer the child’s pension file upon request to a more convenient address.
As a rule, both the disability pension for the child and the EDV are assigned simultaneously upon the first contact with the customer service.
You should know that the date of assignment of the EDV will be the day of application, and the date from which the pension is assigned will be the date of assignment of disability, but not earlier than the month of application, so you should not delay your visit to the Pension Fund for long, since every day of delay is fraught with monetary losses.
Necessary documents for assigning a pension to a child:
- Birth certificate;
- Passport of the parent or representative;
- Document on disability (ITU certificate);
- Certificate of registration at the child’s place of residence;
- Bank account statement of the child or parent. If there is no account, the pension can be delivered to your home address.
At the appointment, which lasts 30-40 minutes, the specialist will scan all the documents, return the originals and ask you to sign the completed applications. The deadline for assigning an EDV is 5 calendar days, a pension is 10, after which the applicant is sent a notification of the decision.
In addition to the song and EDV, each disabled child is entitled to a compensatory additional payment for care, which can be provided by one of the parents or a stranger.

Pension for disabled children in 2020

- the application review period usually does not exceed 10 days;
- after 10 days, the applicant will be notified that the pension has been assigned;
- within the same period, PFR employees are obliged to notify the applicant if not all the necessary documents for granting a pension have been provided. To bring them to the Pension Fund, 3 months are given (from the date of receipt of the notification).
- Russian Post office at the place of registration or residence according to the established schedule with the possibility of home delivery. Please note that the pension is not issued at the post office at the end of the issuance period, and the payment of funds is postponed to the next month.
- bank branch (funds can be withdrawn from a plastic card at an ATM or received in cash at the checkout). Money is transferred to the card on the same day when the Pension Fund transfers it to the bank. How long is the pension paid and what to do if payment is refused or stopped
The child’s pension is assigned for the period for which the disability is established. This date is indicated in the conclusion of the examination bureau. After this period, the payment of the pension is suspended, and if disability is not confirmed within the next 3 months, the payment will be terminated.
It often happens that mothers, in the hustle and bustle, forget about confirming the group, and the child is left without a pension.
Repeated medical examination can be completed ahead of schedule, without waiting for the end of the period of disability, as a result of which the child’s disabled status is extended. The ITU certificate of extension is sent to the Pension Fund through intradepartmental communication channels, and the payment of the pension is extended for the period of the newly confirmed disability. In this case, personal appearance at the Pension Fund is not required.
A refusal to grant a pension to a disabled child is extremely rare due to exceptional circumstances, for example, due to suspicion of a falsified certificate indicating disability.
There are incidents of stuffing fake disability certificates; these cases are mainly recorded when citizens who arrive from distant regions apply for pensions.
If the Pension Fund of the Russian Federation questions the credibility of this certificate and makes a decision to refuse a pension, the applicant can go to court to challenge this fact.
What is Social Security Disability Pension and who receives it?
The decision on whether a person is disabled in the Russian Federation is made by the Bureau of Medical and Social Expertise (BMSE). To approve a citizen as a disabled person, he must meet the following parameters:
- Incapacity of organs or systems of the body due to illnesses or, as a result, injuries.
- Inability to function independently (speech reproduction, movement, learning, etc.)
- The need to receive social security.
All pension payments are divided into insurance and social. Insurance benefits are paid from insurance premiums, while social benefits are paid from the state budget, have a fixed amount and are guaranteed by the state. A disabled child can only receive the second type of payments, because he has no work experience. For him, this pension payment is financial assistance, and not compensation for lost income due to loss of ability to work.
Any resident of Russia has the opportunity to receive social benefits (this also applies to those persons who have lived in the Russian Federation for a long time, but do not have citizenship). In this case, disability benefits are assigned:
- disabled children.
- citizens with I, II or III disability groups (including disability since childhood).
Important! A disability group is assigned only when the child reaches the age of majority (from 18 years of age). Prior to this, children belonging to this category of citizens have the status of “disabled child”. The examination establishes the presence of disability for a certain period. Attribution to one or another group is determined by the BMSE during the medical commission. At the same time, different disability groups have different levels of social benefits, so your social pension may decrease.

When does a disabled child’s pension end?
Upon reaching 18 years of age, the status of “disabled child” loses its validity and pension payments cease. If the disability remains, the citizen confirms it with the ITU in the new status of “disabled since childhood”, and in this case it is imperative to come to the pension department for an appointment and assign all due payments on a different basis.
The amount of payments in this case may be revised and calculated depending on the degree of disability. The category “disabled since childhood” involves the division into 3 groups of disability as in adults, and implies the appointment of the same payments - daily allowance and pension.
In general, government bodies in their work strive to simplify as much as possible the bureaucratic delays associated with the assignment of pension payments, especially regarding children's pensions.
Methods of submitting applications for payments through electronic services are becoming increasingly relevant, thanks to which parents save a lot of time and effort. Creating a personal account on the State Services portal will not take much time and will help resolve many issues.
When is a social pension assigned to a disabled child?
Disabled children have the right to receive a pension from the moment they acquire the status of “disabled child”. It means that the child:
- has a disease as a result of which important functions of the body are affected, and he is not able to lead a full life (for example, he is limited in movement, cannot see, cannot hear, etc.);
- needs rehabilitation measures;
- unable to fully or partially serve themselves.
The status of “disabled child” is assigned by a special medical commission based on a preliminary examination.
The social pension for a disabled child in 2020 (as before) is assigned on the basis of the Federal Law on State Pensions No. 166-FZ of December 15, 2001 (Articles 4, 11, 18). It is paid to the sick child until his 18th birthday. Then he is assigned a disability group, depending on the complexity of the disease and the ability to take care of himself. His status changes: instead of a “disabled child,” he becomes “disabled since childhood.”
How much is the payment amount in 2019?
The increase in social pension provision for minors with disabilities is carried out every year from April 1. The recalculation amount is determined by a special decree of the Russian government. The amount of the social pension is directly dependent on the cost of living. To calculate the indexing coefficient, you need to calculate the rate of increase in the cost of living for the previous year.
According to preliminary information, the indexation coefficient of social pensions in 2020 will be 2.4 percent. Consequently, payments to children with disabilities on 04/01/2019 will increase by approximately 298 rubles.
At the moment, the amounts of pension provision for persons with the status of “disabled person” are as follows (amounts are indicated in rubles):
- minors with disabilities, disabled people from childhood, group 1 – 12,432.44;
- disabled people from childhood, group 2 – 10,360.52;
- disabled people from childhood, group 3 – 4,403.24.
From April 1, 2019, pensions will be paid in the following amounts:
- minors with disabilities, disabled people from childhood, group 1 – 12,730.82;
- disabled people from childhood, group 2 – 10,609.17;
- disabled people from childhood, group 3 – 4,508.92.
Reference! Also, the amount of payments depends on the subject of the Russian Federation. In regions of the Russian Federation with a difficult climate (northern regions and similar areas), pensions are increased by a set factor.
The annual indexation of pensions is due to the constant increase in prices for medicines, food, and utilities. The government understands this, which is why it increases pension payments every year. This allows the quality of life of people receiving pensions to be maintained at a constant level.
Increasing pensions for disabled children in 2020
The percentage change in the amount of subsidies depends on the level of inflation. The increase is carried out annually from the second quarter.
In the future, the Government promises to significantly increase the amount of social assistance. This will become possible by increasing the age barrier for receiving a labor pension.
Social pension
All disabled people receive a monthly allowance. Social pension is assigned to persons who are unable to earn their own insurance payment.
The amount of the benefit for a disabled child as of April 1, 2020 reached 13,674 rubles.
After reaching adulthood, the payment amount varies depending on the degree of incapacity.
To receive benefits, you must establish a disability. For this purpose, a number of documents are submitted to the medical sanitary commission at the patient’s place of residence:
- a certificate of the presence of the disease (issued by a specialist at a medical institution - clinic, maternity hospital);
- application for examination;
- birth certificate of a disabled person;
- medical record of the minor;
- registration certificate.
The commission reviews the application within 30 days. The decision can be made in absentia if the patient lives in a remote locality or there are problems with his delivery to the place of examination. The answer is announced to parents immediately. Disability documents are issued in hand within 3 days or sent by mail within up to 5 days. The commission assigns the patient the status of “disabled child,” which is removed after recovery or adulthood. After 18 years of age, it is necessary to undergo a re-examination and assign a group.
After receiving a conclusion on the assignment of disability, the family applies to the local branch of the Pension Fund, where the pension is issued. It is necessary to provide the commission's conclusion on disability, the minor's birth certificate, his insurance policy, and an application for benefits. Within ten days a decision is made on the assignment of benefits. The Pension Bureau may request additional documents, which must be collected within 3 months.
Until the child reaches 18 years of age, the amount of payment does not change depending on the type of illness. After reaching adulthood, the patient is assigned the status of a disabled person from childhood, graded according to the degree of incapacity. Repeated examinations are carried out at two-year intervals for the 1st disability group, and once a year for the second and third.
The benefit is paid to a bank card, transferred by mail, or issued at the cash desk of a specific organization.
Orphans who are raised in orphanages are also entitled to a social pension. These payments are credited to a personal bank account and can be used by a disabled person upon reaching adulthood. The costs of maintaining the patient in a special institution are deducted from the amount of financial assistance.
Monthly cash payment
In addition to the pension, the family can receive a monthly cash payment (MCB). The amount of this assistance is 2,527 rubles. When receiving a set of social services (1,121 rubles), the payment is reduced by their amount.
Documents for registration and calculation of benefits are submitted to the local authority responsible for registration of pension assistance. The list includes identification papers of adult family members, a medical certificate about the child’s disability, and a list of services that parents refuse.
The EDV can be reduced by the amount of the tax base, which includes:
- discounted travel on public transport;
- medicines and medical equipment;
- spa treatment.
Pension for the mother of a disabled child
When there is a child with a disability in the family, parents can apply for an early retirement pension: women - at 50 years of age with 15 years of experience; men - 55 years old with a work experience of 20 years. Guardians also enjoy the same benefit.
For early retirement, parents submit the following documents to the pension service:
- passport;
- work book;
- child's birth certificate;
- insurance policy;
- conclusion of the medical commission on the assignment of disability;
- certificate of family composition;
- a document confirming that the disabled person lives with his parents.
The procedure for confirming pensioner status takes 10 days.
For children in the North
Disability pensions in northern regions and equivalent regions are indexed by 1-2% depending on the district. The increase is provided to compensate for the difficulties of living as a child in a harsh climate.
If in 2020 the amount of payment for a disabled child living, for example, in Moscow, is standard, then when moving to the northern region, you need to submit documents to the local pension authority for recalculation and receiving increased social assistance.
