In accordance with current regulations, absolutely all disabled people have the right to apply for various types of benefits and pensions. Moreover, it is worth noting that it is in relation to disabled people of the third group that these payments imply the lowest cost expression in comparison with other disabled groups. Moreover, this circumstance does not imply the fact that this category of citizens does not need financial assistance from the state. The article will consider what the amount of material support provided to disabled people of the third group will be in 2020.
Citizens eligible to receive benefits
Order of the Ministry of Labor of the Russian Federation No. 1024 of December 17, 2015 “On classifications and criteria used in the implementation of medical and social examination of citizens by federal state institutions of medical and social examination” defines the criteria in accordance with which the procedure for assigning the status of a disabled person is carried out, as well as the procedure distribution of citizens directly among disabled groups. When making a decision, the medical and social examination commission is guided by the following factors:

If the commission makes a positive decision to assign a citizen a third disability group, he has the right to receive all types of preferences provided for by the legislation of the Russian Federation. These preferences from a financing point of view can be divided into two groups:
- paid from the federal budget;
- paid from the regional budget.
Moreover, each of the listed groups has its own regulation, carried out by legislative acts of the corresponding levels. It is worth noting that the main types of federal preferences are:

The latter can be provided both in kind and in cash.
What is EDV for people with disabilities and what is its size in 2020?
What is EDV, what is its size for disabled people of groups 1, 2, 3 - with these requests they come to the Pension Fund for consultation every day.
EDV is social assistance from the government for certain segments of the population, expressed in monetary terms. According to Article 28.1 of Federal Law No. 181, it is provided to disabled people of groups 1, 2, 3, as well as children with disabilities.
By Decree of the Government of the Russian Federation No. 74, the size of the monthly allowance for people with disabilities in 2020 after indexation increased by 2.5%. Veterans, disabled people, Heroes of the Soviet Union and family members, former minor prisoners of concentration camps, and people affected by radiation can submit documents.
Separately, citizens may be provided with NSO - a set of social services. This is one of the parts of payments offered by the state in its natural form and is the same for all categories of disabled people. The person entitled to this benefit has the right to choose: receive cash or ask to transfer funds to a card. They make a similar request to the Russian Pension Fund.
The SU set includes:
- Financial benefits for the purchase of medicines according to the prescription of the attending physician.
- Cash compensation for a trip to a dispensary or rehabilitation center.
- Travel by public transport from home to hospital and back.
The total payable monthly NSS amount is 1075.19 rubles per person.
1 group
Disability group 1 is assigned to people with severe forms of the disease. Appointed if:
- the person is not able to take care of himself on his own;
- unable to move without assistance;
- is not operational;
- loses orientation in space.

Category 2 disability is received by a patient who has moderate health problems. This:

3 group
Category 3 includes persons who are able to take care of themselves independently, provide care, and also be officially employed under more lenient conditions.
Such diseases include:
- cancer degrees 1-2;
- absence of fingers and hands;
- one kidney;
- paralyzed one of the limbs (arm or leg);
- the presence of a device that assists vital functions, the cardiovascular system;
- diabetes;
- the person is blind in one eye or absent;
- defects of the face and jaw without the possibility of treatment;
- partial or complete lack of hearing.
Monthly cash payments for group 3 are made in the amount of 2144 rubles. This amount includes NSU, and 998.3 - if without it.
For disabled children
A child can be recognized as disabled only on the basis of a medical and social examination. During its implementation, the development, health status of the child, and his vital functions are assessed. Children with disabilities have the same privileges as adults. Until adulthood, funds are distributed at the discretion of the parents.
Cash compensation in the form of a monthly payment is 2,590.24 rubles. This amount includes the cost of a set of social services.
EDV can also be issued by:
- former prisoners of concentration camps, ghettos, who became disabled - 5,180.46;
- disabled war veterans – 5,180.46 rubles;
- citizens who received a disability group as a result of the accident at the Chernobyl station - 2,590.24 rubles.
If a person has the right to receive payments under Russian law and one more regulatory act, payment is made on the basis of any one of his choice. The disability pension is not included here and is issued separately.

Moreover, it should be noted that this type of benefit is subject to annual indexation. The indexation rate in 2020 is 4.3%, which is the indexation coefficient for 2020, depending on the level of price growth over the past year. This indicator is established by the Government of the Russian Federation. Thus, providing a monthly cash payment can be done in two ways:
- in full without receiving a set of social services;
- reduced by the amount of a set of social services.
When receiving a set in kind, a citizen has the right to dispose exclusively of the balance of the monthly payment. At the same time, a disabled person also has the right to change the form of receiving a set of services at his own discretion. However, in this case, a certain condition must be met: send to the Pension Fund a notice of refusal to receive a set of services before October 1 of the year following the one in which the payment will be made. The following circumstance is important: a citizen has the right to refuse to receive a set of social services in kind, both in full and from a certain part of it.
What is included in the EDV
EDV is a one-time cash payment due to disabled people, participants of the Great Patriotic War, military personnel with physical defects and members of their families, Heroes of socialist labor, people injured as a result of the accident at the Chernobyl power plant, etc. The allowance refers to mandatory disability benefits in 2020 .
EDV for disabled people consists of 2 parts:
- fixed amount of allowance;
- a set of social services (NSS) or their monetary equivalent.
Each recipient has the right to independently determine whether he will be provided with social services or paid money for refusing them.
The NSO includes:
- free supply of medicines and necessary medical equipment as prescribed by the attending physician;
- providing special meals to children with special needs;
- dental prosthetics once every 5 years;
- a trip to a health resort on the territory of the Russian Federation if there are medical indications (no more than once a year);
- travel to the place of health improvement using an issued round trip ticket;
- free use of home phone.
If you refuse all of the above, then the amount of 1,121 rubles per month will be added to the EDV for disabled people of 3 and other groups. It is possible to reject only one or more components of the NSO, then the financial equivalent of only this refusal item will be added to the benefit. This benefit is issued to the Pension Fund upon provision of a complete package of documents confirming the right to payment.
Procedure for making a monthly payment
In order to be able to receive a monthly cash payment, you must go through the following steps:

The payment is made from the moment this benefit is issued, however, not earlier than the applicant has the right to receive the benefit as such.
Important! If a citizen has the right to receive a monthly cash payment, but did not apply for it immediately, then this payment cannot be calculated for the period between the emergence of the right to receive it and the moment of applying to government agencies for payment.
Procedure for paying monthly payments
After the Pension Fund authorities have made a positive decision on the payment of a monthly cash payment, the disabled person must decide on the procedure for the payment procedure itself. If the applicant is already receiving a pension from the state, then the monthly payment will automatically be made together with the pension in the same way. However, in the absence of pension provision, the applicant must inform the Pension Fund authorities about his preferred option for receiving payment:
- receiving funds at the post office;

The authors of the bill note that the total amount of cash payments to combat veterans, taking into account the replacement of a set of social benefits in kind with cash compensation, is about 2.85 thousand rubles.
It is noted that the initiators of the draft law propose to establish monthly payments to combat veterans, taking into account the replacement of a set of social benefits with monetary compensation based on a level of at least half of the average subsistence level in Russia. Nuances of the procedure for assigning payment when the grounds change
There are situations when a citizen may have other grounds for receiving a monthly cash payment. At the same time, he has the right to inform the Pension Fund authorities about the current situation.
