How much will the insurance pension for disabled people increase?
The recalculation of benefits is carried out in two stages every calendar year. The Russian Government has worked out the procedure for indexing pensions in 2020:
- Old age benefits will be increased according to the increase in inflation on January 1st.
- Additional indexation of insurance pensions for disabled people in 2019 will be carried out on April 1, taking into account the income of the Pension Fund of Russia (hereinafter referred to as the PFR). The condition for the implementation of the stage is a budget surplus of the Pension Fund. According to the planned increase in the main types of pension provision (hereinafter - PA) by a total of 7.05%, the second indexation should be 4%.

Social disability pension: size
Unlike an insurance pension, a social pension has a fixed amount. That is, its size is not tied to age, the nature of the disease, length of service, or other “credentials” of a person. The state establishes a social pension for disabled people, taking into account only two parameters:
- what disability group does the recipient of the payment have - I, II or III;
- he has been disabled since childhood or due to a general illness.
For citizens belonging to a certain category of disabled people, the size of the social pension is the same (Article 18 of Law No. 166-FZ). For example, for all disabled people since childhood, the social disability pension of group 2 in 2020 is currently 10,360.52 rubles. Here and below we are talking about social pensions from the federal budget. At the regional level, other monetary payments may be provided for disabled people, depending on the disability group and other circumstances.

If a disabled person receiving a social pension lives in an area with difficult climatic conditions, then the values indicated in the table are increased by the regional coefficient applied in the region.

Indexation coefficient of NSO and EDV in 2020
A set of social services (hereinafter referred to as SSS) is a list of benefits in kind. The state provides them to privileged categories of citizens. Lists of beneficiaries and NSO options are approved by the legislation of the Russian Federation. The range of services includes:
- Free medicines, medical products, specialized medical nutrition products for disabled children. The list of drugs is approved by the Ministry of Health of the Russian Federation (hereinafter referred to as the Ministry of Health of the Russian Federation).
- Vouchers for resort and sanatorium treatment.
- Free travel to and from the place of health improvement on suburban railway and intercity transport.
A monthly cash payment (hereinafter referred to as EDV) is a material compensation that is paid to a citizen from the federal budget. It does not depend on the fact of the appointment of software, but can act as an increase to the disability benefit. If you refuse any of the options or the full NSO package, the citizen has the right to replace the in-kind form with financial compensation (EDV) as an additional payment to the software.

Increase in fixed payments for disabled people in 2020
The projected increase in fixed payments for disabled people of group 1 will be 7.05%. This will happen in January for those receiving an insurance pension and will be a percentage of official inflation. Additional indexation will take place in April, provided that the Pension Fund has the money for this.
The indexation of the EDV for those who replace the NSO with financial compensation will not exceed 3.1%; disabled military personnel can count on 4%.

Increase in pensions for disabled military personnel
The payment of benefits to military personnel is regulated by the law of the Russian Federation dated February 12, 1993 No. 4468-1. According to the document, software is assigned to persons who have received a disability of any group:
- in the performance of official duty or obligations of a military contract;
- due to an illness that occurred during periods of professional activity or no later than 90 days after dismissal from the law enforcement agencies.
Pension indexation in the Russian Federation is carried out every year. From 2020 to 2021 recalculation of disability benefits for military pensioners will be made on the first days of October of the current period. Indexation will be only 4%. It is tied to army income using a reduction factor.
The amount of pension supplements for disabled people of group 3 in 2020
Today, the Government of the Russian Federation has developed a set of measures to increase the pension provision of citizens with disability group 3, starting from April 1, 2020, taking into account indexation in the amount of 4%:
- the labor part of the pension will increase by 230 rubles;
- social for all categories of citizens on average 300 rubles.
Thus, disabled people of group 3 will receive 4,300 rubles monthly. This amount is provided for unemployed citizens; others can claim half of the specified amount of funds.
Changes in the amount of payments are made annually by the Government of Russia on the basis of the requirements of Federal Law No. 166 of December 15, 2001 “On state pension provision in the Russian Federation”.
Who is eligible
Only non-working pensioners can receive this amount of pension benefits. But receiving a Group 3 disability is not grounds for stopping work. People with this status are considered able-bodied. Therefore they must be employed.
The size of their pension benefit will depend on the type of pension assigned. And they will be able to apply for additional payment only when they reach retirement age, since it is this age that provides legal grounds to recognize a person as a non-working pensioner.
It is important to know that when calculating the number of years of residence in the capital, all periods when a person was officially registered are taken into account. Any registration is suitable: temporary and permanent. If the total number exceeds 10 years, then the payment will be assigned according to the city standard, and if the period of residence is less than 10 years, then the payment will be equal to the pensioner’s subsistence level.
Each year, these amounts are indexed for inflation, so the amount of payments increases every year.
Who is disabled?
To obtain the status of a disabled person, it is necessary to have certain functional impairments that do not allow a person to live fully and perform all necessary functions. Depending on the degree of disability and the need for auxiliary assistance, the disability group is determined. There are 3 main groups. They are not established for children, since at their age it is quite difficult to determine it. Therefore, the determination is made after the teenager reaches the age of majority.
The third group is considered the easiest among the other two groups. It is prescribed in cases where limitations in a person’s functional abilities are in the range of 40-60%. Such people can work and get by on their own without help. Although sometimes they require special conditions to perform work duties and other activities.
The legislation establishes a certain list of diseases, the presence of which a person can receive group 3. But the definition of the group and the establishment of the very fact of disability is carried out not only according to this criterion. The list of diseases includes diseases such as:
- disorders of the maxillofacial region , which do not allow a person to chew fully;
- lack of vision in one eye or absence of the eye itself;
- paralysis , amputation of the hand or fingers;
- diabetes in initial and moderate forms of manifestation;
- oncological diseases in the initial stages;
- the presence of foreign bodies in the body , such as valves and other means that support the proper functioning of various organs;
- facial defects that cannot be corrected even with surgery.
A complete list of all diseases can be classified into certain groups:
- mental disorders of a persistent nature that cannot be completely cured;
- circulatory problems ;
- impaired communication skills ;
- improper operation of sensors ;

- presence of physical deformities .

The procedure for assigning and amount of disability pension for group 3 in 2020
To apply for a social disability pension, citizens are required to meet certain requirements: a list of documents, permanent residence in the Russian Federation, and “disabled” status.
The right to a pension for disabled people is granted to citizens recognized as belonging to one of the disability groups. The status is assigned based on the results of an examination during a medical and social examination, to which the applicant for social payment is sent by a medical worker.
A certain category of disability is assigned:
- Based on relevant documents (referral from the attending physician, results of a medical examination).
- Depending on the patient’s illness associated with the disruption:
- — respiratory organs;
- — musculoskeletal system;
- — digestive organs;
- — visual organs or mental disorders.
For different groups, confirmation of permanent disability status is made at different periods of time. This is due to the fact that as a result of rehabilitation, some of the disabled persons may improve their physical condition and restore some of the previously lost body functions.
Passing disability re-examination:
- citizens assigned to group I undergo medical re-examination once every 2 years;
- children with status - after 1, 2 years, or it is possible to establish up to 18 years of age;
- those assigned to other categories undergo the procedure annually.
