Police pension: is it possible to live on?

From that moment on, young people began to strive to serve in the army under a contract. Also, in local police departments in the regions, the number of young officers wishing to build a career in this particular path has increased.

This is no coincidence, because employees could fully receive:

  • good pay;
  • free visits and treatment in departmental hospitals and hospitals;
  • maintenance (free food in canteens, uniforms and other material benefits);
  • departmental housing (apartments and dormitories) for temporary use.

Also, security forces could count on receiving ownership of an apartment, subject to submitting an application and serving a certain number of years.

Let’s take a closer look at the wages and pensions of retirees. After allowances increased noticeably in 2010, paying pensions became more difficult. After all, the length of service benefit directly depends on the current level of remuneration.

To understand what we’re talking about, let’s look at how pensions were calculated for police officers who retired.

How is the pension calculated?

For employees of the Ministry of Internal Affairs, in order to retire, one of two conditions must be met.

  1. Serve at least 20 years. In this case, the retiree is entitled to a benefit equal to 50% of the additional income. If a person remains in service after 20 years of service, his future pension is indexed by 3% for each year.
  2. With a total experience of 25 years, exactly half of which (12.5 years) is service in the Ministry of Internal Affairs. It does not matter where the person worked for the rest of the term. The amount of the pension under this retirement scheme is the same as in the first case. But the annual increase during continued service is already less - for each year you can get +1% to the payment.

It is worth noting that the maximum amount that a retired police officer can earn is 85% of the DDV. This corresponds to a length of service equal to 32 years. This procedure applies only to the first case (that is, when a person served in the Ministry of Internal Affairs immediately after graduating from the relevant educational institution). For the second case, with an increase in payments by 1%, it is impossible to reach the 85% level.

DDV is a monetary allowance that is taken into account when calculating the amount of the pension. For each retiree, its size is different and is equal to the allowance that the police received at their last duty station. This includes all bonuses for rank, merit and other achievements.

In addition, retirees are entitled to bonuses for the presence of disabilities received during the performance of their official duties, as well as in other life situations. The full list of allowances is specified in Law No. 4468-I.

Reducing factor - saving the budget

In order to prevent impoverishment of the budget, after increasing allowances for security forces in 2010, parliamentarians introduced an adjustment (lowering) coefficient in 2012. Its value at that time was 54%.

Now the pensions of former employees of the Ministry of Internal Affairs began to be additionally multiplied by 0.54. In fact, this innovation contributed to a reduction in benefits by almost 4 times (taking into account the first reduction of 50-85%).

But not everything is so bad, officials assured from high stands. After all, this is only a temporary state of affairs. A mechanism is provided to ensure that this new reduction factor is increased to 100%. To this end, Article 43 4468-I of the law stated the following (among other things):

This state of affairs was perceived with a large degree of negativity by all retired security forces, including the structures of the Ministry of Internal Affairs. This is no accident. But the government nevertheless met halfway and ensured an annual increase in the reduction coefficient even higher than the inflation rate officially established by the federal budget.

Will there be a premium in 2020?

The annual indexation of pensions for military personnel, firefighters, police officers and other retired security officials occurs by the inflation rate, which is indicated in the budget legitimized by a federal decree.

According to the law, the increase in payments will be made from October 1. That is, in 2020 pensions will also be increased on October 1. It is not clear why, but indexation is carried out almost at the end of the year (and inflation begins already on January 1).

The head of the metropolitan police proposes to eliminate operational investigative units both within the central apparatus of the Criminal Investigation Department and in the criminal investigation departments in district departments. They plan to use the freed-up staff to strengthen units in regional police departments. The document, which Izvestia reviewed, states that the Ministry of Internal Affairs appreciated the proposal, but partially supported it. Experts are confident that personnel optimization will contribute to the prevention of crimes and increase their detection, and in the end only high-level specialists will remain in the central office.

A serious reform of the Moscow Criminal Investigation Department will primarily affect the operational investigative units. It is proposed to eliminate them both as part of the Main Directorate of Criminal Investigation of the Main Directorate of the Metropolitan Police, and in the criminal investigation departments of the Internal Affairs Directorate for the administrative districts of Moscow. The letter signed by Deputy Minister of Internal Affairs Arkady Gostev states that this proposal is supported.

The idea, after the abolition of the operational investigative units in the Moscow Criminal Investigation Department, to strengthen the district police departments with the vacated headquarters was also approved by the senior management. “I’m sure the management will definitely make sure that they remain in their place in the system.” The main thing is that there should not be that extra layer that does not know what to do, but comes up with different things that create problems for both colleagues and citizens. Recent events with the journalist showed that there is such a layer and it needs to be removed,” said Anatoly Vyborny.

According to the chairman of the Moscow Police Union, Mikhail Pashkin, the Moscow Criminal Investigation Department has long been in need of reorganization.

— Recently, MUR employees have performed some kind of supervisory function over territorial divisions, while there is a severe shortage of personnel there. For example, in the operational investigative unit of the TiNAO Internal Affairs Directorate, out of 66 employees, only 30 were recruited, but 15 of them actually work, Mikhail Pashkin told Izvestia.

He noted that the colonels left without work would most likely prefer to retire than to start working “on the ground.” The freed up finances can also be spent on strengthening territorial units.

According to the data cited by Major General Alexander Frolov in his letter, in almost half of the territorial departments of the Ministry of Internal Affairs, intelligence officers are increasingly refusing to initiate criminal proceedings. From 2014 to 2020, they canceled more than 1.2 million decisions, and opened only 216 thousand criminal cases, which were mainly suspended due to lack of evidence.

“The current negative practice contradicts the rule for regulating criminal procedural relations enshrined in Art. 41 of the Code of Criminal Procedure of the Russian Federation, which prohibits the conduct of an inquiry to persons who carried out operational investigative measures to solve crimes,” said Alexander Frolov.

He emphasized that the Prosecutor General’s Office also agrees with this (resolution of May 25, 2020 No. 69-21-2016). They also believe that for police officers “procedural activity is not the main job function.”

The fact that it is necessary to remove procedural functions from operatives was also shown by a survey conducted by the Main Directorate of Criminal Investigation of the Ministry of Internal Affairs of Russia together with the Federal State Institution "VNII of the Ministry of Internal Affairs of Russia", the results of which were presented by Alexander Frolov. Almost 85% of operatives daily spend up to 70% of their working time on pre-investigation checks, which prevents them from solving crimes, carrying out operational and preventive monitoring of those with previous convictions, and identifying persons involving minors in criminal activity.

And this despite the fact that every year more than 1.5 million criminal cases for crimes of past years are removed from the register after the statute of limitations has expired, 97% without identifying the criminal. Only every third person under administrative supervision falls under the surveillance of operatives. And minors are brought to criminal responsibility 26 times more often than the adults who pushed them to commit crimes.

In addition, according to the survey, 41% of SD employees do not have the necessary qualifications to make procedural decisions, so 80% of them have already been punished for errors. Since 2014, the number of operatives brought to disciplinary liability for an unfounded decision to refuse to initiate a criminal case has increased by 15% (more than 14 thousand people). 73% of employees believe that the current practice of systemic violations when making decisions significantly reduces the level of public trust in the work of the police.

New rules for security forces

Pension payments for employees of law enforcement agencies today are among the highest, so the lion's share of funds from the budget to provide them is directed precisely there.

However, the government plans to reduce such expenses, and the main tool that can be used will be to increase the length of service in the Ministry of Internal Affairs.

The main reasons can be formulated as follows:

  1. Reduce budget expenses, the lion's share of which goes to the payment of pensions. This desire is due to the need to update the fleet of equipment, modernize the system, etc.;

Another reason that has received publicity is the increase in average life expectancy. The government now considers the retirement figures for security forces to be underestimated and inconsistent with global trends. However, if we consider them from the side of office employees.
