But many regional authorities have established their own special conditions for this category of citizens.   5. an employment contract concluded for a period of three years or more;

Vacation benefits

An elderly person who has reached old age is the same participant in labor relations as younger employees. And all the benefits provided to all team members are available to him. So, he can go on paid leave (according to Article 115 of the Labor Code), amounting to a total of twenty-eight days a year. However, unlike colleagues, a pensioner in some cases may qualify for additional vacation days:

  • senior citizens with disabilities can count on leave of up to 30 days (according to Law No. 181-FZ, in particular Article 23);
  • employees of professional emergency rescue services and units can apply for leave of 30 to 40 days (according to Article 28 of Law No. 151-FZ);
  • civil government employees can rest from 30 to 40 calendar days, depending on their length of service (under Article 46 of Law No. 79-FZ);
  • if the pensioner is a municipal employee, he can rest from 30 to 40 days a year depending on his length of service (according to Article 21 of Law No. 25-FZ);
  • a prosecutor, investigator, researcher, and teacher are entitled to 30 days of vacation;
  • a judge can rest up to 45 days a year.

Additional vacation days are provided to everyone who works under special conditions:

  • in hazardous production (working with aggressive chemicals, in conditions of increased noise or dust, extreme tension, disruption of wakefulness and sleep, etc.) - at least 7 days (under Article 117 of the Labor Code);
  • in the harsh conditions of the Far North - 24 days;
  • in areas equated to the Far North (a complete list of regions can be found in Resolution of the USSR Council of Ministers No. 1029) - 16 days;
  • those who suffered from the disaster at the Chernobyl nuclear power plant can count on an additional 14 days of rest;
  • if it is necessary to perform work outside of working hours - 3 days (according to Article 119 of the Labor Code).

In addition, there is unpaid leave, for which the pensioner also has the right to benefits (according to Article 128 of the Labor Code) - an additional 14 days. If there is a disability, unpaid leave can be extended to 60 days. And a WWII veteran is entitled to up to 35 unpaid additional days of rest. Also, Article 116 of the Labor Code allows the employer to introduce additional leave for certain categories of employees (at his choice), including for retired workers. Increase for experience over 30 years

From the beginning of next year, the government also planned to increase pensions for rural pensioners with at least 30 years of experience. A number of villagers who have worked in certain positions will receive fixed subsidies for the insurance portion, increased by 25 percent.

This additional payment to pensioners for long (at least thirty years) work in agriculture has been provided since 2013, but in 2020 payments were temporarily suspended. It was planned to “unfreeze” them only from the beginning of 2020, but due to the pension reform, the moratorium on subsidies was lifted earlier.

  • Firstly, citizens who have retired due to age and are no longer working.
  • Secondly, rural residents with disabilities. It should be remembered that the 25 percent increase is calculated not from the amount of old-age benefits received, but from the size of the fixed payment to the insurance part.

About the amount of the fixed surcharge:

According to Federal Law No. 350-F3, the amount of the fixed pension payment, according to which the pension supplement is calculated, will be equal to 5,334 rubles next year, it follows that:

  • Elderly people who have worked in the countryside for at least thirty years, and disabled people of the first and second groups, can count on an increase in their pension of 1,333 rubles.
  • Disabled people of the third group will receive 666 rubles.

Indexation of pensions for rural residents from January 1, 2019

In 2020, instead of the traditional indexation of insurance pensions from February 1 to the amount of inflation, indexation will be carried out from the beginning of the year - from January 1 , and at a higher rate (above inflation). This increase will be carried out for all non-working recipients of insurance pensions in Russia, including rural residents.

Previously, government officials have repeatedly reported in the media that pension increases in 2020 will be made on average by 1,000 rubles per month (thus, throughout the year, the income of pensioners will increase by an average of 12,000 rubles). However, it is worth clarifying that the legislation provides for indexation not in a strictly fixed amount (per 1000 rubles), but by a certain percentage of the pension already received .

In accordance with this, in 2020, insurance pensions will be indexed by 7.05%, so the amount of the increase will be determined individually for each specific pensioner :

  • The announced bonus of 1,000 rubles will be received by those villagers who receive the average pension in Russia - 14,414 rubles. at the end of 2020 ;
  • if the amount of the pension already paid is less than the specified amount, then the increase will be in a smaller amount ;
  • if pension payments are more than 14,414 rubles, then the additional payment will be more than a thousand rubles .

If a pensioner continues his work activity (i.e. is actually employed), then he is not subject to annual indexation . This restriction is due to the suspension of indexation for working pensioners, which was introduced in 2020. However, all additional payments missed during the years of “freezing” will be assigned to the citizen after his dismissal from work.

Benefits for pensioners in the Moscow region in 2020 for utilities

In the event that the total amount for utilities exceeds 10% of total income, the pensioner is offered a subsidy. If major repairs are required in the place where a person lives, half the cost is reimbursed between the ages of 70 and 80, and the full cost is reimbursed in cases over 80 years of age.

Doctors, teachers, cultural workers, and medical staff are provided with additional benefits if they live in rural areas. They are offered a refund of the cost of housing, electricity, home repairs, and gas in the amount of half to full cost.

Benefits for retired teachers working in rural areas in 2019

After reviewing all the documents, the school or kindergarten is required to enter into an agreement with service organizations that provide the supply of electricity and natural gas (or with an enterprise that sells solid fuels - firewood and coal). Based on this agreement, the educational institution is sent invoices that it must pay.

Please note that all benefits are provided on a repayable basis. That is, a retired teacher must first pay all utility bills and purchase solid fuel, having received confirmation of payment (check or receipt). After this, the state transfers compensation for these expenses.
