Average pension in Kazakhstan

What is the retirement age in the Republic of Kazakhstan?

Today there are 28,654 pensioners living in Temirtau. Their number is growing year by year, despite the fact that the outflow of people from the country continues. To increase the income of pensioners next year, a two-stage increase in pensions is expected: from January 1, the age pension will be indexed by 8%, and from July 1, the methodology for calculating the basic pension payment will change.
Currently, the pension consists of two parts: the old-age pension and the basic payment. The latter is the same for everyone, no matter whether you worked or not. This year - 14,466 tenge.
The size of the second part depends on length of service and average salary. The change in the methodology for calculating the basic payment is aimed at solving the problems of pensioners who have worked all their lives and now receive low or minimal pensions.
“It is expected that as a result of the recalculation, 45.2% of recipients will have a basic pension of 100% of the subsistence level, and 44.7% will have a basic pension of 74 to 100%,” says Dinara Burlibaeva, head of the Temirtau branch of the Interdepartmental Settlement Center Department social payments" branch of the non-profit JSC "State Corporation "Government for Citizens". — The average size of the basic pension will increase by 1.8 times (or up to 87% of the monthly minimum).

How to calculate a new pension?
The pension consists of two parts: basic (14,466 tenge) and joint. Let's consider the increase using the example of a pension of 77 thousand tenge. 1. Subtract 14,466 tenge from 77,000 tenge, it turns out - 62,534 tenge. This is your retirement pension. 2. From January 1, 2020, the old-age pension will increase by 8%, resulting in 67,536 tenge. 3. Now we calculate the total length of service. Let’s assume: you had 20 years of work experience before 1998. You retired in 2003, that is, you worked for another 5 years and made contributions to the pension fund. Total total experience – 25 years. We find in the table the size of the share of the basic payment from PM with 25 years of total experience. This is 84%. 4. The website of the Ministry of Labor reports that the living wage for 2020 was approved in the amount of 28,284 tenge. 84% of this amount is 20,398 tenge. This is your basic payment from 1 July 2020. 5. We add this payment to the amount that we received after an increase of 8%. You will receive this pension after July 1.
Example No. 1: a woman retired in 1995. Work experience 41 years. Now he receives 77,500 tenge. After the increase from January 1 and July 1, 2020, the woman will receive 96,360 tenge. 77,500 – 14,466 = 63,034 tenge 63,034 + 8% = 68,076 tenge 68,076 + 28,284 (100% PM) = 96,360 tenge
Example No. 2. The man retired in 2000. Work experience before 1998 – 27 years, and another 2 years of participation in the funded system. Total total experience is 29 years. “To avoid a stir among the population, the center’s specialists are carrying out large-scale information and explanatory work,” explained Dinara Burlibaeva. — From July 1, 2020, the basic pension will be assigned only upon reaching retirement age (63 years for men, 58.6/63 for women, 53 years for women with many children, 45 years for those who lived in emergency and maximum radiation risk zones of the Semipalatinsk nuclear test site for at least 5 years) and depending on the length of participation in the pension system.
It turns out that everyone will have their own basic payment amount. Thus, equalization of the size of the basic payment, both for those working and for those not working before retirement, will become a thing of the past.
— If a citizen worked and made contributions to the UAPF for only 10 years or did not work at all, then he will be assigned a basic pension in the amount of 54% of the subsistence minimum. For every year worked beyond 10 years, the basic pension will increase by 2%, explains Dinara Burlibaeva. - For example, 20 years of experience - a basic pension of 74% of the minimum wage, worked for 30 years - a basic pension of 94% of the minimum wage. At the same time, the law establishes that with 33 or more years of service, the amount of the basic pension will be 100% of the monthly salary.
The total length of service, on which the size of the basic payment next year will depend, is not only the number of years worked before January 1, 1998. They will also be added to those years in which the person made pension contributions after 1998 and before retirement.
— For example: a woman retired in 2013. She has work experience until 1998, and then she worked and made pension contributions, that is, she participated in the savings system. We receive information about the number of years of participation in the savings system according to pension contributions through the database. For example, until 1998 she worked for 28 years. The total length of service will be 28 plus 15 (from 1998 to 2013) - 32 years. This means that the amount of her basic payment after July 1 will be 98% of the subsistence level,” Dinara Burlibaeva gave an example of calculations.
The length of service will include the time spent caring for a child up to 3 years old, a disabled person from childhood up to 16 years old, the time spent by spouses of military personnel, employees of special government agencies, diplomatic workers, etc. at their place of service.
The main thing is deductions
— This innovation will affect both future and existing pensioners, who, from July 1, 2020, will have their basic pension recalculated based on the information available in their pension files. To recalculate, pensioners do not need to contact the settlement center or provide any documents,” Dinara Burlibaeva emphasized. — We work according to the documents available in pension files. The length of service before 1998, available on file, is the first component of the total length of service. Service after 1998 is calculated according to mandatory pension contributions made to the unified accumulative pension fund before reaching retirement age.
Disappointment awaits those pensioners who, after 1998, worked unofficially, without an employment contract, without a social package, and, accordingly, there were no contributions to the pension fund. There are cases when a person worked in a limited liability partnership, pension contributions were withheld from his salary, and they did not reach their destination due to the fault of the employer. A person is about to retire, he took an extract, and there, instead of deductions for the 10 years he worked, there were only two years. This will directly affect the size of his pension. Experience has no meaning if there have been no deductions.
Now it is important to know during what period after 1998 your pension contributions were received. Take the statement from the Public Service Center, count it by month, convert it to years and add it to your work experience until 1998. Get your total, or cumulative, service until you reach retirement age, which will determine the size of your basic pension.
“The new methodology for assigning a basic pension complies with the principle of social justice, since it will not only improve the financial situation of pensioners, but will also serve to strengthen work motivation and formalize labor relations of citizens,” noted Dinara Burlibaeva.

Innovations in the pension system
The country's authorities do not cease to improve and expand legislation on pension payments. In 2020, it is planned to introduce several innovations that will simplify life for the local population and provide the opportunity to use savings for their own purposes. In particular:

How to transfer a pension from Kazakhstan to Russia

The amounts depend on the subsistence level (subsistence level). For family members of military personnel, the amount of payments increases by 0.25 monthly wages for each member.
Disabled children (from 16 to 18 years old), disabled since childhood, disabled people with general illness receive benefits in the amount of 1.78 monthly wages. Military personnel, employees of special services:
- 1.78 PM – for disability received outside of working hours;
- 2.74 PM - for disability received in the performance of official duties.
Conscripts - 2.11 PM. In addition, disabled people of group 1 have the right to receive a Special State Benefit:
- 1.49 MCI – disabled people with general illness, disabled children (16-18 years old);
- 0.96 MCI – disabled children (under 16 years old).
