For many citizens of our country, the only source of income is pension payments. According to the most rough estimates, there are more than 40 million pensioners in Russia.
At the same time, a fairly common situation is when citizens without registration start applying for a pension. In this case, some bureaucratic difficulties may arise, and persons who are already pensioners, in the absence of it, may be left without any payments due to them. How is temporary registration different from permanent registration?
Before we figure out how to get a pension without registration, let’s define what today is included in the concept of registration, what it is like and what it affects. The legislation separately distinguishes two terms: temporary and permanent registration - this is what the common people call registration. These concepts are different from each other.
Permanent registration characterizes the citizen’s place of residence. This is the specific address (city, district, street, house and apartment) where a person lives. The fact of place of residence is documented: a special registration mark is placed in the passport. Data on registration in the passport is entered only by the migration authority - the corresponding department of the Ministry of Internal Affairs of Russia.
Temporary registration indicates the place of residence of a citizen for a certain period of time:
- place of study for a nonresident student;
- place of treatment for convalescents;
- place of internship, retraining, business trip for workers and employees.
That is, it is intended for those citizens who do not have the right to permanently reside in a specific place.
Temporary registration is required within seven days of arrival. There is no special mark in the passport. Employees of the migration department of the Ministry of Internal Affairs issue a corresponding certificate.

Is it possible to receive a pension in another city in 2020?
Upon reaching retirement age, people often think about moving to live in a place they have long dreamed of. But before moving, natural questions arise: “Is it possible to get a pension in another city and how to arrange everything correctly?”
First, you need to write an application to the Pension Fund in advance so that specialists can send data on payments to their colleagues to the desired department. If a citizen decides to move to a city located outside the Russian Federation, then it will take a longer time, so you should not postpone the renewal of documents until the last minute.
The legislative framework
Article No. 39 of the Constitution of the Russian Federation clearly defines that every citizen has a legal basis to receive pension payments in the following cases:
- reaching a certain age;
- disability;
- loss of a breadwinner.
The basic rules for registration were established by Federal Law No. 173 (Article 18, paragraph 1). It also determines that when submitting documents, a citizen must contact the department at the place of registration.

Receiving a pension without registration is regulated at the legislative level, so every person, regardless of whether he or she has permanent registration, can count on mandatory government payments.
If Pension Fund employees refuse to accept documents, the citizen has the right to sue, since these actions contradict legal norms.

Russian citizens can receive pensions not only at their registration address, but also at their place of actual residence.

What do the conditions provide?
First of all, all pensioners in Moscow are provided with a regional social supplement, which has a significant impact on the amount of the pension paid. Moreover, its level additionally changes depending on the rise in prices for certain socially necessary things, and similar allowances are provided to all pensioners and disabled people.
In this case, it is worth noting pensioners who are going to arrange payments for themselves in Moscow, and not in any other regions, since the conditions for receiving them are completely different here. The only exception to this rule is taxis, but it applies not only to the city limits, but also to the Moscow region. Among other things, there is a huge variety of options for in-kind assistance provided to pensioners by the state and which is issued when such a need arises. For example, if a pensioner finds himself in a difficult financial situation, he has the right to apply for food or clothing support.
In the appropriate centers, if necessary, you can receive sanitary and hygienic services, and if necessary, they can be provided on an ongoing basis, regardless of whether the pensioner has any young relatives living in other cities.
Registration not at the place of residence
If a citizen does not have a registered place of residence on the territory of Russia, then in this case he needs to submit an application for appointment to the body that is located near his immediate place of residence.
It is worth noting the fact that, in accordance with the current legislation, the place of residence includes a certain private house or apartment, as well as any other residential premises in which the citizen resides the majority of the time or permanently as an owner, as well as under a lease or rental agreement. Registration deadlines
Pension Fund employees will consider the received application for assignment of payments within 10 working days. This period is established by law and does not depend on how to apply for a pension - without registration or with this same registration. Three months are allotted for collecting and preparing documents from the date of the relevant decision of the Pension Fund. The pension will be assigned from the moment the application is received.

How does moving to another city affect pension payments?
