Who is entitled to early retirement? The site for pensioners “My Years” () found that the minimum age for granting an early old-age pension is 33 years. This is provided that you got a job, say, immediately upon reaching adulthood and worked in the relevant profession for at least 15 years. And if you go on a well-deserved rest for health reasons, then a preferential pension (labor or, as they call it now, insurance) can be assigned even earlier.

Early retirement
In total, there are 22 professional categories that give the right to early assignment of an old-age insurance pension, but subject to the presence of the necessary length of service in the relevant types of work. For example, if you are a tractor driver, then you need to work on a tractor for 15 years. In addition, a preferential pension is provided under certain social conditions.
Old age insurance pension
An old-age insurance pension in Russia can be assigned before reaching the generally established retirement age (55 years for women, 60 years for men). Certain categories of citizens have this right.
Of the 22 preferential occupational categories, 12 provide a five-year discount, with men retiring at 55 and women at 50. This primarily includes work with difficult working conditions. The list of these works was approved by Resolution of the Cabinet of Ministers of the USSR of January 26, 1991 No. 10 - full name “List No. 2 of production, work, professions, positions and indicators with harmful and difficult working conditions, employment in which gives the right to an old-age pension ) on preferential terms"
. Sometimes adjustments are made to it (as well as to List No. 1, discussed below) based on decisions of the Ministry of Labor or the Supreme Court. However, for the most part, it remains unchanged and for 25 years now it has been used to determine who is entitled to an early old-age pension in Russia.
Two more types of work allow only women to retire at age 50. The first type of work is tractor drivers in rural areas or in other sectors of the economy, as well as drivers of construction, road and loading and unloading machines. The second is employment in the textile industry in work with increased intensity and severity. Drivers of buses, trolleybuses, and trams, both men and women, who work on regular city passenger routes, can also retire five years earlier.

Length of service
The same Resolution of the Cabinet of Ministers of the USSR dated January 26, 1991 No. 10 approved the list of works with particularly difficult working conditions - “List No. 1 of production, work, professions, positions and indicators in underground work, in work with particularly harmful and especially difficult working conditions, employment in which gives the right to an old-age pension on preferential terms"
.
The list includes professions that give the right to early retirement 10 years earlier than the generally established retirement age: for men at 50 years old, for women at 45 years old. At the same time, men must have a total insurance (work) experience of at least 20 years, of which experience in the relevant types of work with particularly difficult conditions is at least 10 years; For women, the mandatory total work experience is 15 years, of which 7 years and 6 months are particularly difficult working conditions. What kind of work is this? Construction of mines, mines, open-pit mines; extraction of natural resources containing hazardous substances of hazard class 1–3; control of ferrous metal production in hot areas and the like.
Only one type of work, not included in this list, provides the opportunity to retire 10 years earlier for men (for women - 5 years earlier) - this is work in the state fire service. Moreover, there are no requirements for general work experience; only work experience in the fire service is required - at least 25 years for men and women.
And there are eight types of jobs that allow you to retire even earlier than 10 years. This is due to the fact that these professions do not have requirements for either retirement age or mandatory work experience - only length of service in the relevant specialty is required. Thus, rescuers of professional emergency services, men and women, need at least 15 years of experience in the relevant types of work to retire. If you got a job in the rescue service at the age of 18, then at the age of 33 you can apply for early retirement.
In such preferences in the civil service, only Russians who carry out creative activities on stage in theaters or in theatrical and entertainment organizations (although not all) can compare with rescuers. Regardless of age, they can become early retirees if they have the necessary experience in the relevant types of work - at least 15-30 years, depending on the nature of their creative activity. Whatever the nature of the artist’s activity, if he makes the viewer experience catharsis with his performance every time, then he has every right to become not only an honored artist, but also an honored pensioner at any age he wishes.

When determining the right to an insurance pension in the “northern” regions, the List of regions of the Far North and equivalent areas is used, which was used when assigning a state old-age pension in connection with work in the Far North as of December 31, 2001.
For those who have worked for at least 15 years in the Far North or at least 20 years in equivalent areas and have the required length of service for an old-age pension, the age established for early assignment of an insurance pension is reduced by five years. Thus, the legislation for such citizens provides for a “double” reduction in the age for assigning the specified pension. For example, if you have the necessary insurance coverage and experience in the relevant types of work, work experience in the Far North for at least 15 years or in equivalent areas for at least 20 years, an early old-age pension can be assigned:
- in connection with employment in underground work, work with hazardous working conditions and in hot shops - when men reach 45 years of age, women - 40 years of age (if they have been involved in these works for at least 10 years and 7 years 6 months, respectively, and have insurance experience of at least 20 and 15 years respectively);

What does the law say about early retirement?
Changes in social security schemes for Russians and new methods for calculating benefits were established by the new law on pensions, which came into force on January 1, 2015. Innovations include the mandatory tying of the ability to assign a pension early to the availability of an individual pension coefficient in the amount determined by law for the insured citizen.
To improve planning for their education and future careers, the future generation should know who will be able to retire early. In accordance with the law, the list of persons who can do this is quite wide, and the conditions that make it possible to receive such a benefit are different. The list of citizens who can retire early is given in articles of Law 30-32 No. 400-FZ of December 28, 2013 “On Insurance Pensions”.
Most cases of early retirement for privileged categories of citizens require not only the development of a certain length of service, but also the achievement of a certain age - 45-55 years. For some professions (teachers, doctors), this opportunity was established according to length of service, namely after a certain amount of experience has been accumulated. So who can retire early and how to do it?
Length of service for early retirement under the new law
This opportunity was introduced last year, and for some retirees this is really a chance to retire earlier. Thanks to these changes, our compatriots can retire two years earlier, because today women need to work until they are sixty, and men until they are sixty-five. Let us recall that before the pension reform, the retirement age was five years lower for both men and women.
- It is important to understand that in the original version, representatives of the Russian government proposed setting the standard for retirement at the level of forty and forty-five years. It was precisely this limit of length of service that was indicated in the government bill, which was submitted for consideration to the domestic parliament.
- However, the president of our country has relaxed the length of service requirements to thirty-seven and forty-two years for women and men, respectively.
At the same time, these standards are not mandatory when receiving pension payments on a general basis, but only allow them to be issued early before the required age. Therefore, in order to obtain insurance pensions, according to the general procedure, there is no need to continue working up to the above-mentioned level of length of service. For example, in the current year, to qualify for a pension, you only need to have eleven years of experience.
Persons who may qualify for this benefit
Many people are interested in learning about the possibility of retiring earlier than expected. It really exists, but only for certain categories of citizens:
- For women with at least five children. They can retire upon reaching the age of 50 and subject to two important conditions: their insurance period must be at least 15 years, and each child must be raised for at least 8 years. This will be a preferential early pension.
- Men from 55, and women from 50 years old, when they are considered the parents of a child who has been disabled since childhood. A prerequisite is that a man must have at least 20 years of insurance and a woman must have at least 15 years of insurance experience. To do this, it is necessary that the child being raised is at least 8 years old and has self-care skills. Guardians raising disabled children may also fall under this standard. In addition, out of 1.5 years of raising such a child, only one year is counted towards reducing the retirement age, and in total - up to five years.
Who else is eligible for early retirement? Unemployed citizens who do not have employment opportunities after the liquidation of an enterprise or layoff.
Taking a well-deserved retirement ahead of schedule after a layoff is usually suggested by an employment service employee. This will require the consent of the citizen and the fulfillment of certain requirements:
- the reason for dismissal should not be the employee’s professional skills (acceptable reasons: reduction in the total number of employees, staff or liquidation of the organization);
- men reach 57 years of age and women reach 53 years of age;
- the inability of the employment service to provide a suitable place of work;
- complete development of work experience, which allows you to retire in old age.
Group I visually impaired people also fall into this category. On this basis, women can apply for benefits from the age of 40, and men from the age of 50, in the case when they have already developed experience corresponding to 10 and 15 years.
Also, the right to an early pension is given to men who have worked for at least 25 years, and women 20 years and who subsequently become disabled due to a military injury.
Citizens who are midgets or dwarfs due to the presence of rare diseases and have a working experience of 20 years for men and 15 for women. They can retire on a preferential pension at 40 or 45.
People who have worked in the Far North for at least some period of time.
And also for 53-year-old women and 57-year-old men who have insurance experience of 20 and 25 years and are able to confirm the performance of certain types of work:
- underground works;
- medical activities;
- heavy duty textile production;
- pedagogical activity;
- working under extremely difficult working conditions.
Table by year of birth
So, how many years of advance social security coverage does such a benefit imply? For the male population, this period assumes 42 years of production and at least 60 years of age. For the fair half, you need 37 years of experience and an age of at least 55. Early registration of social benefits is provided only to certain categories of the population. At the same time, the state is trying to solve the issue of unemployment, as well as maximize the birth rate in the country.

Additional documents
Based on the circumstances that served as the reason for early retirement, it will be necessary to submit additional documents. It can be:
- Certificate confirming activity in the Far North or belonging to the peoples of the North.
- Certificate of disability.
- Certificate of birth and upbringing of a child under eight years of age.
- Confirmation of the disability of a family member and his or her dependent status.
- Certificate of serious illness or visual impairment.
How can you retire early?
Despite the general provisions of the Federal Law, there are categories of working citizens who have the right to claim special conditions for retirement.
Workers in especially difficult and hazardous professions, working 7.5 years for women and 10 years for men, with a total work experience of at least 15 and 20 years, respectively, can become pensioners earlier. For women, the retirement age will be 45 years, for men - 50.
Rest after difficult working conditions is possible with a total work experience of at least 20 years for women and 25 for men, with a period of work in difficult conditions of 10 years and 12.5 years for women and men. Then a woman can retire at 50 years old, and a man later at 55 years old.
There are also a number of professions that provide the right to early retirement, taking into account only the length of service. For example, having worked as a civil aviation flight crew for 20 and 25 years (for women and men, respectively); for at least 25 years carrying out teaching activities in institutions for children; full-time employment in underground and open-pit mining (including mine rescue personnel) in the extraction of coal, shale, ore and other minerals and in the construction of mines and mines for 25 years; and in a number of several other professions, an employee can retire regardless of age or insurance coverage.
What needs to be done?
So how do you retire early? Such a benefit is issued in accordance with the regulations of Article 32 of the Russian Law “On Employment”. This decision is made by employment service employees. Each specific case is considered individually. If a citizen is entitled to early well-deserved rest, he needs:
- Compose and send an application to the employment service.
- Receive a referral and offer to apply for benefits.
- All these documents and a certificate of working periods included in the length of service are sent to the body that deals with pension provision.
- The Pension Fund decides on the advisability of granting an early pension and notifies the employment service about this.
Retirement rules
Basic information about the possibility of obtaining a pension with over 37 years of service is given in the provisions of Art. 8 Federal Law No. 400, adopted on December 28, 2013. With the help of this benefit, a Russian woman will be able to receive a payment from the state 2 years before reaching retirement age. From 2020, the age at which women and men can retire is regularly increasing, with a maximum of 60 years for the female half of the population. Therefore, the date when you can go on vacation early differs every year. After the end of the transition period, new standards will be established. The procedure will be performed in 2023.
In 2020, women will be able to retire when they reach 58 years of age, and if they have 37 years of experience, the procedure is performed at 56 years of age. In 2023, general standards will be adopted, so with 37 years of service, women will be able to receive payment only after 58 years. For registration, official proof of work experience is required.
How to retire early, what are the grounds for this?
For objective reasons, the retirement age in Russia will only increase in the coming decades; a decision on its increase is expected to be made before 2020. Therefore, the issue of benefits in the field of pensions, including preferential calculation of length of service or the opportunity to retire earlier than the generally accepted retirement age, is especially relevant.
On January 1, 2020, a new pension law came into force, which establishes a new procedure for calculating pensions and makes other changes to the pension schemes of Russians. An innovation is the mandatory linking of the possibility of early assignment of a pension to the presence of an individual pension coefficient for the insured person in the amount specified by law.
To better plan their education and future career, the future generation should know who is entitled to early retirement
.
The list of persons who, according to pension legislation, have the right to early retirement

The list of persons entitled to early retirement
is given in Art. 30, 31, 32 of the Law “On Insurance Pensions” dated December 28, 2013 No. 400-FZ.
In most cases for early retirement
preferential categories of citizens must not only develop a certain length of service, but also reach a certain age - 45, 50 or 55 years. There are professions (for example, teachers, doctors) for which it is possible to retire early only based on length of service, that is, after accumulating a certain length of service.

Early old age pension - who is entitled to it?
In total, the law provides for about 30 categories of citizens who are entitled to early retirement
. In general, the opportunity to receive this benefit arises for persons whose working conditions, due to certain circumstances, are more difficult than those of the majority of working Russians (locomotive workers, public transport drivers, doctors, teachers, and so on). The work of these citizens is associated with constant stress, which leads to an early loss of professional qualities. Circumstances that give the right to a benefit also include working conditions: heavy production, work in the Far North, underground work.
But the law also provides guarantees for persons who are socially less protected than the majority of our citizens: mothers of many children, the unemployed, as well as disabled people and those raising disabled people - for them, early retirement may become unplanned. We will talk about these categories of citizens in more detail later.
Who is entitled to an early old-age pension?
Despite possible changes in the pension legislation of the Russian Federation, there are preferential conditions for old-age retirement, which will continue to exist after the modernization of the existing system. These include the right to early old-age pension for Russians.
A preferential right to early calculation of an old-age pension is given to those citizens who are involved in hazardous industries that are dangerous to life and health, and whose activities involve increased mental and physical intensity and hard work. In addition, the right to early assignment of an old-age insurance pension in the legislation of the Russian Federation is reserved for certain social groups and for citizens who perform their work duties in special climatic and geographical conditions, which also have an impact on human health.
Early registration of a pension in case of layoff (early pension for the unemployed)
The legislation provides for guaranteed state support for those individuals who have lost their jobs as a result of staff reductions and liquidation of an organization. A citizen’s right to early old-age pension
in this case, Art. 32 of the Law “On Employment” dated April 19, 1991 No. 1032-1.
Citizens officially recognized as unemployed receive early old-age pension
may be prescribed if the following conditions are met:
- the remaining period until retirement (including early retirement) due to old age at the time the pension is assigned is less than 2 years;
- a citizen who retires has completed work experience (its amount depends on working conditions);
- Employment service employees apply for early retirement due to lack of suitable work.
Important! When determining the possibility of early retirement
when reducing staff, you need to focus on the retirement age and length of service that corresponds to the working conditions of the citizen.
For recognition of a citizen as needing an early old-age pension
he must contact the employment service himself.
If the issue is resolved positively, the employment service agency will issue the unemployed a certificate, with which he must apply to the Pension Fund of the Russian Federation within a month with an application for early retirement
.

Not everyone will be able to retire according to the old standards, since the amount of experience required for a well-deserved rest is increasing every year.

At the same time, a long transition period is envisaged, which began on January 1, 2020 and will end in 2028 for men and women at the same time. In total, the transition period will last 10 years.
