Number of pensioners under the Ministry of Internal Affairs in the Russian Federation
In the Russian Federation, the total number of pensioners who registered for a pension with the Ministry of Internal Affairs at the beginning of the past year was 1,081,215. Including legalized payments on various grounds
- for length of service - 961246 people,
- due to the loss of a breadwinner – 66,020 people,
- for disability – 53949 people.
In accordance with the adopted federal budget, 122 billion rubles are allocated for pensions to employees of the Ministry of Internal Affairs.
These funds provide an increase in pensions for employees of the Ministry of Internal Affairs due to an increase in:
- salaries by 3.8%,
- coefficient of monetary allowance, which is accepted in pension calculations.
As information for those employees of the Ministry of Internal Affairs who receive a second - civil pension. These payments will be indexed by 6.6% from 01/01/2020, but only to non-working pensioners.
Benefits and allowances are maintained for all retiring employees of the Ministry of Internal Affairs.
Cancellation of pensions for employees of the Ministry of Internal Affairs: truth or fiction
The recent pension reform affected all layers of society, not only civilian employees, but also pensioners of law enforcement agencies.
It was assumed that the pension reform of the Ministry of Internal Affairs would lead to an increase in the required length of service for retirement, as well as to the abolition of some benefits that allow security forces to retire early and then continue to work in other industries. While the project is only at the stage of development and consideration, no decisions have actually been made yet, reports the publishing house Pronedra.
Reform of the Ministry of Internal Affairs in Russia - reasons for the changes
The Ministry of Internal Affairs provides many jobs - about 15 million people. In addition, the relevance of the service in the ministry is steadily increasing. There is a simple explanation for this: the police are provided with benefits, pleasant financial support, early retirement, and other bonuses that are sure to attract. Apart from all that has been said, no one forgets about the prestige of the profession. Naturally, in parallel with this, the Ministry of Internal Affairs, like everywhere else, has a certain financial limit that can be spent exclusively on the needs of working specialists, as well as persons who have issued a pension. An increase in the number of working citizens leads to more pensioners. In fact, the Ministry of Internal Affairs budget itself will rely exclusively on pensions and salaries for employees.
Stable payments to employees in the reserves of various government agencies can reach hundreds of billions of rubles. Actually, this amount of money is discussed annually. You can try to increase funding for the Ministry, but there is a crisis outside, and this is simply unrealistic.
If you ignore the situation as a whole, then the budget will not provide the opportunity to buy the necessary equipment, attract new specialists, or provide timely protection for the population. In view of such reasons, raising the seniority in 2020 becomes an absolute necessity. The question is often asked about the maximum amount of paperwork for representatives of the Ministry of Internal Affairs; in the end, automation is important. That is, the number of teams will gradually begin to decrease, because those who simply sort through papers cannot fully earn their personal salary. These measures provide a chance to quickly minimize waste without reducing the income of pensioners.
One-time payment instead of pension
Employees of the Ministry of Defense, Ministry of Internal Affairs, Ministry of Emergency Situations, FSB and other law enforcement agencies, instead of the usual lifelong pension, can receive only a one-time severance pay, which will help them survive while they look for work in civilian life. Such a decision is already being discussed within the Ministry of Finance.
Following the reform of civil pensions, the economic bloc of the government began to think about benefits for security forces. Those who have already retired will not be affected by the innovations. But future military retirees may soon be in for a surprise.
The justification for the next round of pension reform is being prepared by the Scientific Research Financial Institute (NIFI), subordinate to the Ministry of Finance. Judging by the words of the director of the institute, Vladimir Nazarov, they want to radically review military pensions.
Those who are planning to retire from the military should be offered a normal social contract instead of a pension,” Nazarov said. — When a person finishes military service, if he is not disabled, we must give him money for retraining, give him a large severance pay so that he has enough for a year or two of comfortable life. And after that, as a normal member of society, he may well work at another job,
- explained the head of NIFI.
According to preliminary calculations, after such a reform, budget savings could amount to 500–700 billion rubles. per year, if we are talking not only about military personnel, but also employees of law enforcement agencies and the penal system, security and foreign intelligence services, fire departments, investigators, prosecutors, and so on.
Pensions of the Ministry of Internal Affairs - innovations under consideration
The first rumors about increasing the length of service for security forces appeared simultaneously with a wave of pension changes for civilian pensioners. Even then, the idea was expressed to increase the number of years worked by police officers required to obtain pensioner status. Now, in fact, there are many 45-year-old pension recipients who came to work in the Ministry of Internal Affairs immediately after the army.
We should not forget about the non-standard proposal, which consists in introducing one-time pension payments to employees of the Ministry of Internal Affairs. That is, upon reaching their seniority, they will receive a large material “bonus” of gratitude for their service. For now, these are also rumors, but they are less likely to come true than an increase in length of service. There are no plans to cancel pensions, although this situation has given rise to such false information floating around the Internet. In addition, the retirement of employees of the Ministry of Internal Affairs in 2019 has not yet changed, although it is difficult to predict what will happen later.

Who is entitled to pension supplements?
Employees of the Ministry of Internal Affairs are accrued and paid pension supplements subject to:
- if the pensioner has dependents - an increase of 32% for each,
- disability received in service is registered - 85% of the pension amount,
- 20 years of work experience in the Ministry of Internal Affairs - 50% bonus and 3% for each subsequent year, so that the total bonus does not exceed 85%,
- if the pensioner is 80 years old – 64% increase,
- age 80 and disability entitles you to a 100% increase.
Why can your pension be delayed?
If the fact of the delay is established, you can find out the reason why there are no accruals. There can be many prerequisites: from difficult economic situations to simple human factors. The most common reasons why payments to older people are delayed:
- The Pension Fund did not have enough funds to make all payments. In recent years, this problem has affected some regions of the country, when pensioners actually faced such a situation. But the delay was resolved quickly and did not lead to serious problems.
- Technical problems when transferring money to the bank. In particular, an insufficient free balance of funds in the correspondent account intended for the payment of pensions. In this case, the culprit will be the institution through which the operation was carried out. The money will arrive to pensioners with a delay of 1-2 days.
- The documents that the pensioner submitted to the Pension Fund of the Russian Federation contain errors or incorrectly completed data. This reason for delay occurs among those who receive a pension for the first time.
- Delays in the preparation and approval of documents between the Pension Fund and the bank. Often the pensioner himself becomes the culprit in this situation if he submitted the necessary documents after the due date. In this case, delays in pension payments are guaranteed, but the money will still arrive, albeit with a delay.
- Errors when activating a plastic card on which money should be received. To correct this problem, contact your issuing bank. Employees will explain the reason and help resolve the issue. To do this, you can call the hotline, give your secret word for identification and receive instructions remotely. Or you will have to take your passport to the nearest branch of the servicing bank where pension payments are received.
These are the most common reasons for delayed payments to pensioners. Delays most often occur in December and January. At the end of the old and beginning of the new year, technical problems or interruptions in financing may occur due to long holidays.
Planned prospects for increasing employee pensions
Since the end of 2020, the average pension for employees of the Ministry of Internal Affairs has been 17 thousand rubles. As a result of indexation, the basic principles of which are described above, the pension will increase by an average of one thousand rubles. This is not much higher than the average insurance pension, which is assigned to citizens and the amount of which is 16.4 thousand rubles.
The main advantage of serving in the Ministry of Internal Affairs is the opportunity to retire early - 20 years of service is required to obtain a pension. An employee of the Ministry of Internal Affairs has the right, having such length of service and leaving the Ministry of Internal Affairs, to go to another job and earn an insurance pension, providing himself with a more secure old age.
It is even more important that employees of the Ministry of Internal Affairs are supposed to be paid a bonus of 64% of their salary for 20 years of work instead of the current 50%.
Legal basis
Federal Law No. 400 regulates the process of calculating and paying pensions to employees of the Ministry of Internal Affairs. Government Decree No. 941 establishes a special status for employees and equates them to military personnel.
According to two basic laws, pensions for former employees of the Ministry of Internal Affairs are increased and indexed on the same basis as working personnel. Until 2020, pensions were frozen, but this year indexation was carried out in January.
Pensions of the Ministry of Internal Affairs increased by 4% (payments to civilians were increased by 4.1%). However, working pensioners will not receive an increase, since the pensions of employed citizens are frozen.
The Ministry of Internal Affairs pension was not transferred where to apply
The state budget will “pay” for them. The longer the period of service after January 1, 2002, the larger the size of the labor pension.
When drawing up a payment schedule, local authorities are guided by the following factors:
- The total number of pension recipients in a given region, city and district.
- Local features of the region - the size of the territory and the distance of settlements from each other, the population.
- Dates for the arrival of a tranche of federal money to meet the financial needs of local pension funds.

A separate issue is delays in the transfer of social pensions, which consists of two components - the pension itself and the additional payment that is due to older people whose pension does not reach the minimum subsistence level established in a given region.

Many of my friends and good acquaintances simply do not want to develop a business because they are afraid that the security forces will come to them and take everything away. One gets the impression that the “silovik”, instead of a person who protects people, in the eyes of a fairly large part of society, unfortunately, began to look almost like a bogeyman, a demotivator, preventing people from working, earning money, building the country, equipping it, and creating jobs.
At the same time, a woman who received an allowance of 28.5 thousand rubles retains the rights to all benefits and payments due to pregnant and young mothers.
Let us note that the annual recalculation of military pensions in accordance with the level of inflation is tied to an increase in salaries for active military personnel. Therefore, it takes more time for the relevant departments (structures in which military pensioners served) to increase pensions through indexation. Payments come directly from the budget, and not through the Pension Fund.
As of 2020, there are more than one million employees of the Ministry of Internal Affairs and the National Guard in Russia. This huge army, in my opinion, is not working effectively enough.
After the coronavirus, the volume of international tourism and trade will drop significantly, and it will take a very long time for demand to recover. Maybe it was not worth spending money on buying out a controlling stake in Sberbank from the Central Bank?

Indexation for security forces and military pensioners
The problem is that reforming this entire system, in my opinion, turned out to be insufficient and did not change the essence. A policeman can be called a policeman, a cop, a carabinieri, whatever you like. First of all, he is part of the system. He is forced to live and work according to the laws of this system, which needs to be changed.
These are additional cash payments, social services, transfer of material assets for temporary use or forever, and so on.
This is a one-time benefit that the pregnant wife of a conscripted soldier can count on. A woman who is more than 180 days pregnant (third trimester) can receive the payment. It concerns employees of the Ministry of Defense, the Ministry of Internal Affairs, authorities for control of the circulation of narcotic drugs and psychotropic substances, the state fire service, and institutions of the penal system. These citizens now have the right, if they are unable to receive a pension at their place of service, to apply to the Pension Fund.
