How much will the pension increase from January 1, 2020?
The PFR branch for the Khanty-Mansiysk Autonomous Okrug - Ugra informs that from January 1, 2020, the next pension indexation will take place. The increase will affect pensioners receiving insurance pensions for old age, disability or in the event of the loss of a breadwinner. They will receive an increase due to indexation of the cost of one pension point and the amount of the fixed payment. Let us recall that these two parameters are used when calculating pension payments.
Indexation of insurance pensions from January 1, 2020 will be 6.6% . At the same time, insurance payments will be indexed only for non-working pensioners .
For working pensioners, the pension will be indexed after they stop working, since the pension of working pensioners has not been indexed since 2020, and 2020 is no exception in this regard. For this category of citizens, the only increase in the amount of payments is the recalculation for length of service, which takes place annually and automatically in August.
In addition, the increase in January will affect recipients of minimum pensions, regardless of type - insurance, state or social. The increase will be assigned due to the establishment in the regions of the Russian Federation of a new value of the living wage for a pensioner for 2020.
Minimum old-age pension in the Novosibirsk region for 2020
The Russian government quite often names the national average amount of old-age pensions. In 2020 this is more than 14 thousand rubles, and in 2019 it will be more than 15 thousand. At the same time, for some reason, they forget about those senior citizens who receive the minimum payment. Although it is they who first of all need state support and an increase in pensions to a more decent level.
Unfortunately, the situation for such pensioners will not improve much in 2020, despite officials’ promises to increase pensions in the country by a thousand rubles a month. What will be the minimum old-age pension in the Novosibirsk region from January 1, 2020 for non-working pensioners, how much will it increase compared to 2018.
Let's learn about the life of Russian pensioners using a specific example from this region.
Strictly speaking, Russian legislation does not contain such a concept as a minimum guaranteed pension. However, in practice, a minimum old-age pension still exists, and it is determined indirectly through other provisions of the law.
of these norms suggests that the old-age pension in Russia cannot be lower than the living wage of a pensioner.
This cost of living is determined by each region independently. What is characteristic is that there is no uniform method for determining it. Regions take real statistics on the cost of the consumer basket for pensioners as a guide. Then some regions and republics include future price increases in Rosstat data, while others do not.
Be that as it may, each region of Russia is obliged to establish its own minimum living wage for a pensioner on its territory before the start of the next year.
Then the second important provision of the law comes into force. It says that those pensioners for whom the Pension Fund has calculated the amount of their pension payment below the subsistence level are entitled to a special additional payment.
This additional payment is called social; it can be financed both by the all-Russian budget and by the budget of the region itself.
It all depends on the level at which the regional authorities set the cost of living for a pensioner. If it is lower or equal to the all-Russian one, funding comes only from the federal treasury.
If the regional indicator exceeds the national average, funding comes from the local budget.
In Russia as a whole, the cost of living for a pensioner for 2020 is 8,846 rubles.
Minimum old-age pension in Novosibirsk and the region from January 1, 2020
The regional authorities of Novosibirsk have set the cost of living for a pensioner in the region for 2020 at 8,814 rubles . This figure was fixed by regional law dated October 31, 2018 No. 304-OZ. This value will be the amount of the minimum old-age pension in the region in 2020.
In 2020, the minimum pension level in the Novosibirsk region is 8,725 rubles. The increase in pensions for recipients of the minimum benefit is therefore 89 rubles.
The specified amount - 8,814 rubles - will be the minimum pension only for non-working pensioners. The law is based on the fact that if a pensioner works or receives some other income in addition to a pension, then he is not entitled to a social supplement. Even if the pension is below the subsistence level, the person generally receives an income above this amount and without additional payment.
But what about the thousand ruble increase promised by the state?
When agitating Russians for raising the retirement age, officials very often said that the pensions of current pensioners, thanks to this measure, would increase significantly in 2020. In general, pensioners will receive 12 thousand rubles more per year, which means the increase per month will immediately amount to a thousand rubles.
Unfortunately, these words turned out to be crafty and not entirely reliable.
We were talking about the national average pension. It is believed that in 2020 it is equal to 14.1 thousand rubles (sometimes they call the amount 14.4 thousand - officials themselves get confused). In January 2020, pensions in Russia will be indexed by 7.05%. After increasing the average pension by this percentage, it will actually increase by a thousand rubles.
However, the problem is that for those who receive a pension below the average, this seven percent increase will not mean a thousand rubles at all, but a much more modest amount.
Unfortunately, recipients of minimum pensions will receive nothing or practically nothing from this increase. For most of them, after indexation by 7.05%, the pension amount will still be below the subsistence level. The only thing that will lead to a slight increase in payments is an increase in this level in the region where the recipient of the minimum old-age pension lives.
In the Novosibirsk region, as we just found out, the increase will be a measly 89 rubles.

What awaits pensioners from January 1, 2020
Non-working pensioners who are assigned insurance will have their pensions increased from January 1, 2020. This will be done by indexing the following values by 6.6%:
- prices of one pension coefficient (it will increase from 87.24 to 93 rubles);
- fixed payment of pension fund (it will increase from 5334.19 to 5686.25). In the regions of the Far North and equivalent areas, the fixed payment is additionally increased by a regional coefficient of 1.5, thus obtaining (5686.25 * 1.5 = 8529.38)
These two parameters are used when calculating the size of the insurance pension. As a result of an increase in score and PV by 6.6%, the pension payment also increases by 6.6%.
Let us remind you that there are additional payments to the insurance pension, the amounts of which are calculated based on the established amount of the fixed payment. Since the fixed part is indexed from January 1, the sizes of these allowances will also be changed. This applies to:
- Allowances for dependents. For each disabled family member, the pensioner will now receive 1,895.42 rubles.
- Bonuses for northern experience. For work in the Far North they will pay an additional 2843.13 rubles, and in areas equivalent to the KS, 1895.42 rubles.
- Additional payments for rural experience—RUB 1,421.56.

The reason is in the prices of products, which in remote areas of the country and Moscow are significantly higher than in the outback. Changes in pensions for the military from February 1, 2020 Traditionally, at the beginning of each year, pensions for military personnel and persons equivalent to them are indexed (in total in Russia about 2.6 million people fall into this category).
Its specific size is determined by the increase in military salaries and this time it will be 4%. Average military pensions from February 1, 2018 will be 24,500 rubles per month, and the specific amount is determined by length of service, rank and other factors.
In any case, this category of citizens has a pension provision that is significantly higher than that of “civilians,” to which one must add early retirement and the opportunity to work and receive additional income.
Attention
The following categories of citizens will be subject to such a law:
- non-working pensioners;
- people over 70 years of age.
The total amount of payments under the program for this additional pension is not yet known.
Important
As part of the discussion, it became known that expenses will amount to about 500 billion rubles, and the amount will not exceed the amount of the old-age pension.
In reality, given the chronic deficit of the Pension Fund and restrictions on indexation, it can be assumed that such payments are unlikely to exceed 5,000-6,000 rubles. However, even these amounts will be a substantial boost for pensioners, many of whom only have enough money for food, not to mention buying clothes and durable items. Please note that the bill is still under consideration and additional pensions will not be paid from January 1, 2020.
What is the minimum old-age pension in 2020 in different regions of Russia
How much is the minimum pension in Novosibirsk from January 1, 2020? There is no clearly established minimum pension at the state level. This is influenced by the region of residence of the elderly citizen.
With the onset of 2020, the Russian Federation underwent a planned indexation of pensions by 3.7%.
At the same time, it cannot be said that they will increase sharply, but the size of payments will not remain the same.
There are 85 regions in the Russian Federation. The Novosibirsk region is one of 12 regions where, according to government data, the consumer basket of pensioners exceeds the all-Russian one.
The indexation provided significant support to the country's elderly population, which has very low incomes.
Thus, from January 1 of this year, the minimum pension for a non-working citizen in the Novosibirsk region and the city of Novosibirsk itself in the Siberian Federal District is 9,703 rubles.
How much will your pension increase?
When Law No. 350-FZ of October 3, 2018 was adopted, when determining the indexation percentage, they were guided by the amount of the average increase in pension. It was planned that during 2019-2024. Pension payments should increase annually by 1000 rubles . To ensure such an increase in 2020, the indexation coefficient was approved at 1.066, which corresponds to an increase of 6.6%.
Note that the increase of 1,000 rubles is determined relative to the average annual pension in the Russian Federation as a whole. In 2020, this value for non-working pensioners is 15,459.85 rubles, and during 2020 it should increase to 16,389.62 rubles. That is, an additional payment of 1 thousand rubles will be received by pensioners who receive this (or approximately the same amount) - about 15.5 thousand rubles. and higher.
For each pensioner, the amount of the increase will be determined individually . It will depend on how much the citizen received last year. Everyone can independently calculate how much their insurance payment will increase in January 2020.
- To find out the size of the pension from 01/01/2020, you need to multiply the amount of last year’s payment by 1.066.
- In this case, when calculating, you need to use the pension payment directly and not take into account various allowances (evidence allowance, social supplement to the subsistence level, and so on).
Example
In 2020, pensioner Lyubov Ivanovna received a payment in the amount of 10,000 rubles. After the increase, from January 1, 2020, she will begin to receive an amount equal to 10,000 × 1,066 = 10,660 rubles, that is, 660 rubles more than last year.
The size of the minimum pension in Novosibirsk in 2020
One thing is certain here: the later a citizen retires, the higher his benefit will be. According to the new rules of the Russian Pension Fund, people who, having reached retirement age, did not retire, but continued to work, will subsequently receive an increase in their pension.
The average size of pensions in Russia Now the average size of pensions in our country is about 13,700 rubles. This is approximately 40% of the average salary in Russia.
Attention
The social pension is 8,500 rubles. Allowance for disabled children – 8,800 rubles. Citizens who were injured while serving in the military receive 30,700 rubles per month.
Pension indexation takes place twice a year – on the first of February and the first of April. It is carried out by the Government of the Russian Federation.
How will minimum pensions be increased?
In addition to indexation, changes in pensions in January 2020 will occur due to the approval in the regions of the Russian Federation of new values of the pensioner’s subsistence level (PMP). This is the amount below which a non-working pensioner cannot receive by law (the so-called “minimum pension”). And if the payment assigned to a citizen is lower than this amount, he will receive a social supplement up to the PMP. Such an additional payment can be received both for an insurance pension and for a social, state, etc.
From January 1, 2020, new subsistence levels will be in effect, that is, in fact, new minimum pensions. The amount of social supplement will also be set relative to the new PMP values. The table of minimum pensions in 2020 by region of the Russian Federation is presented in the article.
Now the regions are just calculating the PMP for 2020, and also using a new methodology. As soon as all subjects of the Russian Federation approve subsistence minimums and transmit information to the Pension Fund, the article will be supplemented. Stay tuned for publication updates!
Let us recall that in 2020, on behalf of V. Putin, the procedure for indexing pensions with a social supplement assigned to it was changed. Now the increase from indexation will be accrued above the cost of living, that is, the amount of the social supplement remains unchanged.
- The pensioner was assigned a pension of 7,000 rubles. In his region, the living wage is set at 9,000 rubles, that is, social. the additional payment to the minimum is equal to 2000. In total, the pension payment is equal to 9000 - the value of the regional PMP.
- After the increase in January, he will receive 7,000 × 1.066 = 7,462 rubles. and plus a social supplement in a fixed amount (2000). That is, in 2020 the total payment amount will be 9462. The increase is 462 rubles.
What will happen to working pensioners?
There will be no changes for working pensioners in January 2020 .
- Firstly, when calculating their pension, the fixed payment and point price are used in the values that were established on the date of registration of the pension. That is, annual indexations do not apply to workers, and therefore there will be no increase of 6.6% in January for them.
- Secondly, while a pensioner continues to work, he does not have the right to receive a social supplement up to the subsistence level. That is, the approval of new PMP values will not affect their pension provision in any way.

What other indexations are planned for 2020
The scheme for indexing payments to pensioners for 2020, in addition to the increase from January 1, provides for the following stages:
- Increasing the amounts of monthly monthly allowance, NSU and other payments for federal beneficiaries. They will be indexed from February 1 to last year’s inflation (that is, for 2020). The coefficient will be known only at the beginning of 2020, when the consumer price growth index will be calculated.
- Increase in social and state pensions from April 1 . The indexation percentage will be set depending on the growth index of the pensioner’s cost of living. The exact value of the index will become known closer to the date of the increase (it is approved by Government Decree).
Information on the increase in military pensions in 2020 can be read in a detailed article. Let us recall that military pensioners received an increase in October 2020: the military allowance (MS) was indexed and the reduction factor to the DD value was changed.

Social supplement to pension
According to Article 12_1 of Federal Law No. 178-FZ “On State Social Assistance” (04/24/2020)
, the total amount of material support for a non-working pensioner cannot be less than the subsistence level of a pensioner in a constituent entity of the Russian Federation (in this case, in the Novosibirsk region).
If the amount is less, then a social supplement is assigned from the regional or federal budget. The surcharge is set in such an amount that the total amount of material support for the pensioner, taking into account this surcharge, reaches the cost of living for a pensioner established in the Novosibirsk region ( 9 487 ₽
).
What does the total amount of material support consist of?
When calculating the total amount of financial support for a pensioner, the amounts of the following monetary payments established in accordance with the legislation of the Russian Federation and the legislation of the constituent entities of the Russian Federation are taken into account:
- pensions, including the amount of the due old-age insurance pension, taking into account the fixed payment to the insurance pension, increases in the fixed payment to the insurance pension established in accordance with Federal Law N 400-FZ “On Insurance Pensions” (04/22/2020), and funded pension established in accordance with Federal Law N 424-FZ “On funded pensions” (03.10.2018), in the event of a pensioner’s refusal to receive these pensions;
- urgent pension payment;
- additional material (social) support;
- monthly cash payment (including the cost of a set of social services);
- other measures of social support (assistance) established by the legislation of the constituent entities of the Russian Federation in monetary terms (with the exception of measures of social support provided at a time).
The calculation does not take into account social support measures provided in kind, with the exception of cash equivalents of social support measures for paying for telephone use, for paying for residential premises and utilities, for paying for travel on all types of passenger transport (urban, suburban and intercity), and as well as monetary compensation for the costs of paying for these services.

Minimum pension in Russia by region
In fact, there is no such thing as a “minimum pension”. There is a standard living wage for pensioners. It varies depending on the region of residence and is set by the state.
Reindexing occurs on the first day of each year. But pensioners do not always notice the recalculation, which is reported on TV screens. It's worth figuring out what's going on here.
How is the minimum pension calculated?
The concepts of “minimum pension” and “living wage of a person who has reached retirement age” are identical. The pension can be of almost any size, but the pensioner will not receive money less than the subsistence level.
This is due to the addition of social benefits. It is guaranteed in cases where pension payments do not reach the subsistence limit. Thus, the minimum pension becomes actually equal to the subsistence level.
Pension + social supplement ≥ living wage
