Residents of these territories must submit a written application to the social security authorities. They will receive the bonus starting next month.

Important! To start receiving compensation next year, you must submit your application this year. Employees of regional social services where this procedure needs to be completed are informed about the need to re-register pensioners' subsidies. If you do not take into account some bureaucratic formalities, increasing pension payments will benefit the elderly part of the country's population - their incomes will become noticeably higher.

SNILS, passport and work book with a written application are a standard package of papers; when applying for a disability pension, you will need to provide a medical report, a certificate of death and relationship for the loss of a breadwinner. A person must come in person or electronically submit documents with an application for the required type of pension. There are no differences from the standard procedure.

Initially, the additional payment of benefits up to the subsistence level is calculated, only after which its size is indexed.

The reform will last up to a year, but the minimum pension will increase this year. How much will it be increased?

What will be the minimum pension in Russia from January 1, 2020?

Understanding modern pension legislation is not easy. A reform designed to improve the material living conditions of Russian pensioners is being implemented. The lack of information gives rise to many questions in this direction. The main one is what will be the minimum pension in the new year?

It is difficult to answer this unequivocally; it all depends on the type of payment the person receives. If a citizen is assigned a social pension, then the increase in his income from January 1 will occur only due to an increase in the PMP. Current payments will be indexed no earlier than April. The preliminary forecast for the regulatory index is 7%.

Note! The principle chosen by the Government of the country for calculating current payments to the elderly part of the population deprives local authorities of the opportunity to deliberately underestimate already low payments. The law requires that the level of primary care in local areas systematically increase - as is the case with the federal indicator for the country.

Due to the adopted changes, the income of the low-income category of the population will increase on average by 1 - 2 thousand rubles.

The pension is formed from various indicators, some of which depend on the citizen’s work activity. However, the minimum pension depends on the level of the subsistence minimum, which is established individually in each subject of the country. This indicator changes annually based on the region's budget.

In 2020, the country’s authorities increased social pensions for various categories of citizens: those who have lost their breadwinner, those who have the status of “disabled,” or those who have reached the retirement age limit. The changes that have arisen are associated with indexation (by 7%), focused on price growth over the past year. Thus, the amount of social pension by the end of the year will be presented on average as 9,925 rubles.

Not everyone has the opportunity to apply for social subsidies. The main requirement is the absence of other sources of income. The person does not have to work officially. In addition, you must:

  • any type of pension – social, insurance, labor, state;
  • regular payment – ​​EDV. It has a fixed value and includes a package of social services, some of which, at the request of the person, can be converted into ruble equivalent;
  • additional cash security - DEMO;
  • other options for social subsidies, appointed by regional executive authorities and paid to citizens from local sources of funding. This includes payment for housing and communal services, travel on municipal public transport, as well as other benefits and preferences that a person may qualify for by law.

In Russia, the material support of a non-working pensioner should not be less than the minimum subsistence level for a pensioner established in the region in which he lives. In order to maintain a pensioner’s income at this level, he is assigned a social supplement to his pension in accordance with Part 1 of Art. 12.1 of Law No. 178-FZ of July 17, 1999 “On State Social Assistance.”

If in a constituent entity of the Russian Federation a PMP value is established that exceeds the all-Russian one, low-income pensioners living in such a region are assigned regional social supplements to pensions (RSD), in accordance with Part 5 of Art. 12.1 of Law No. 178-FZ. Such payments are financed from the budget of the constituent entity of the Russian Federation, and the appointment and payment are made by social protection departments.

  • For example, in 2020, such regional payments were received by citizens from 16 Russian regions. In particular, in the Arkhangelsk, Magadan, Murmansk regions, Moscow and the Moscow region, Primorsky, Khabarovsk territories and so on.
  • From January 1, 2020, another 15 will be added to the number of such entities, in which the PMP value established for 2020 will exceed the federal one. For 2020, the PMP for the Russian Federation as a whole is set at 9,311 rubles.

In total, pensioners from 31 regions of the country will receive regional supplements to their social security pension in 2020. Of these, in 15 subjects they will be paid for the first time, namely in:

In regions not listed in the table, federal supplements will be assigned in 2020 (see PMP table for 2020). The Pension Fund of the Russian Federation is responsible for their appointment and payment. Recipients of such payments do not need to re-register anything.

The regional social supplement to pension (RSD) is assigned only to non-working citizens whose financial support is below the subsistence level of a pensioner in a particular region (the table is presented above). Supplements are not assigned automatically—to do this, you need to contact social security and submit an application.

  • If a pensioner is already receiving RSD, there is no need to reapply - payments will continue in 2020. If the PMP in the region has changed, then the payment amount will be recalculated automatically.
  • If a citizen has not received such an additional payment, and his provision is lower than the values ​​​​indicated in the table, he needs to contact social security and write a statement. In particular, this applies to residents of those 15 regions in which, from January 1, 2020, instead of federal surcharges (FSD), regional ones are introduced.

Minimum pension 2020, who has what by region

For comparison: in accordance with paragraph 5 of Art. 8 of the Federal Budget Law No. 459-FZ of November 29, 2020, the cost of living for a pensioner in Russia as a whole in 2020 is 8,846 rubles .

The SPK and PV values ​​used in this example already include an increase of 7.05% from January 1, 2020. However, if the resulting amount for a particular person is less than the pensioner’s subsistence level (PLS) established in the region of residence in 2020 (as in the example above), then thanks to the social supplement, the pension amount will increase to the regional PMS (provided that the pensioner after retirement does not work, because such a monthly additional payment is not due to working people).
