Employee pension
Work in the Ministry of Emergency Situations of Russia is equated to military service, as well as work in the Ministry of Internal Affairs (MVD), due to which employees of this organization have the full right to receive a state pension. I would like to note that in accordance with the law of the Russian Federation “On pension provision for persons” dated February 12, 1993, employees of this organization have the right to receive a pension for long service, disability, or in the event of the death of the breadwinner in the family.
According to the 2020 legislation, in order to receive a state pension, an employee of the Ministry of Emergency Situations was required to work for more than a dozen years. More specifically, a person who has served among subordinates or management has the right to retire after length of service in two cases:
- If your work experience in the Ministry of Emergency Situations of Russia is at least 20 years;
- If a person wishing to retire has 12.5 years of work experience in the Ministry of Emergency Situations of Russia, as well as 12.5 years of general civil work experience before working in the Ministry of Emergency Situations, then upon reaching the age limit of 45 years they are entitled to receive a pension.
It is worth noting that work experience in the Ministry of Emergency Situations of Russia is also calculated in accordance with the law, namely the law “On the accrual of length of service”. Thus, when calculating the length of service of the Russian Ministry of Emergency Situations, the following points are taken into account:
- Time spent studying in higher professional institutions, as well as secondary specialized institutions, for a period of up to five years;
- Time devoted to military service;
- Time spent working in areas with difficult natural conditions is taken into account on a preferential basis.
It is worth noting that the Russian Emergency Situations Service is a fairly large organization, and not every position in which is considered official. This fact indicates that civilian workers, without special official ranks, cannot qualify for a state pension.
Right to a pension from the Ministry of Emergency Situations
Civil service in the Ministry of Emergency Situations is equivalent to service in the internal affairs department, military service, etc. The state associates it with special working conditions. At the same time, the Ministry of Emergency Situations is a fairly large structure. And not all citizens serving in a given government body have the right to a special pension. There are people who actually serve there. And there are also specialists who ensure its carrying. HR staff, accounting, lawyers, etc.
Only persons occupying ordinary and managerial positions have the right to apply for such a pension. And to whom the state awarded a special title. The length of service for a pension (called length of service) begins to flow precisely from the date of assignment of such a special title. All others, civil servants working under a civil contract, etc., have the right to apply for an old-age labor pension.
In accordance with Decree of the President of the Russian Federation dated July 11, 2004 No. 868 and other departmental acts, it is established that employees of the Ministry of Emergency Situations are employees of the State Fire Service. Or they are military personnel of rescue military units. In the latter case, it is necessary to obtain a military pension.
The issues of assigning this type of pension are assigned to the personnel departments of the Russian Ministry of Emergency Situations. It is within the framework of these divisions that a package of documents will be generated: an application, calculation of length of service, monetary certificate, etc.
To assign a pension to the Ministry of Emergency Situations, in addition to filling one of the positions of this department and having a special rank, there must be special grounds. To assign either a pension for long service, or for disability, or in the event of the loss of a breadwinner.
Ministry of Emergency Situations long-service pension
Length of service is essentially the insurance period for a pension. It just has a special procedure for confirmation and calculation. The procedure for calculating it has been established for a long time. And to this day it is regulated by Resolution of the Council of Ministers - Government of the Russian Federation dated September 22, 1993 No. 941.
Length of service includes service in any law enforcement agency: Federal Drug Control Service, Federal Penitentiary Service, Ministry of Emergency Situations, Ministry of Internal Affairs, military service. It will also include conscription service and study in educational organizations (no more than 5 years). Some periods, for example, service in difficult climatic conditions, are counted in preferential terms.
Retirement from the Ministry of Emergency Situations based on length of service is possible when:
- An employee of the Ministry of Emergency Situations has a total length of service of 20 years or more.
- with a total experience of 25 years, of which at least 12.5 are years of service. In this case, the EMERCOM employee must resign for health reasons, upon reaching the age limit for service, or due to ongoing organizational and staffing measures. The HR department will calculate the length of service at the time of dismissal. An additional condition is reaching 45 years of age.
Bill on extending the service life limit for employees of the Federal Penitentiary Service and the State Fire Service of the Ministry of Emergency Situations
The Government of the Russian Federation is currently considering a bill according to which it is possible to increase the retirement period for Emergency Situations Ministry workers.
This regulation will affect both civil servants and employees of various municipal institutions. A similar increase will occur for employees of emergency departments, but their length of service will increase gradually, several months in one calendar year.
Benefits for pensioners of the Ministry of Emergency Situations based on length of service
Ministry of Emergency Situations pensioners.
Persons serving in one of the professional units of the Russian Ministry of Emergency Situations or working in a professional emergency rescue service are entitled to this early retirement pension.
The list of positions in which work provides the right to receive an early pension is clearly specified by law.
For example, if a Russian citizen worked for a certain time in the regional search and rescue service of the Ministry of Emergency Situations of Russia and this period is enough to grant an early pension (fifteen years of service), then he will receive it.
But in the event of the abolition of this unit and the transfer of a citizen, for example, to the Regional Search and Rescue Service created, instead of the abolished unit, to whose employees the benefit does not apply, the right to early retirement will not be granted.

What benefits are available to pensioners of the Ministry of Internal Affairs?
A pensioner can receive compensation for land and property taxes only if he received a pension based on length of service or reaching the appropriate age, or upon dismissal from service or for general health reasons. Other benefits provided Persons who acquired a disability in the service of the Ministry of Internal Affairs have the right to compensation for purchased medicines and drugs.
What benefits can pensioners of the Ministry of Internal Affairs expect for length of service in 2020?
In our country, all citizens retiring can count on state assistance. However, it should be noted that the amount of benefits, like pensions, directly depends on what rank the employee has and what his length of service is on the day of dismissal from service.
Now let's take a closer look at all types of benefits.
Deadlines and procedure for applying for benefits
The deadlines within which a pensioner is required to submit an application for a property tax benefit are established by law.
The citizen must submit documents to the Federal Tax Service at the place of registration no later than November 1 of the year in which he plans to use the relaxation. Violation of the deadlines does not deprive the applicant of the right to benefits, but complicates the procedure for calculating tax.
Also, a military pensioner has the right to demand a recalculation of taxes for previous periods based on his own application, but within the limitation period.
How to get
If the requirements are fully met, the subsidy recipient must complete an application for assistance, which lists all family members living with him.
The application must be accompanied by:
- SNILS;
- ID card – yours and that of family members in original format + copies of all completed pages;
- personal track record - issued by personnel service employees;
- information about the actual place of residence;
- Marriage certificate;
- when living together with disabled children - documentary evidence;
- rental agreement – if the family lives in rented property;
- an extract from the Unified Register (USRN) - issued for the applicant and each family member;
- a certificate from an educational institution - when living together with children aged 18 to 23 years who are full-time students;
- documentary evidence of current living conditions - an extract from the house register, etc.
The collected package of documents is submitted to a special commission for consideration. To do this, it is recommended that you consult your manual.
Features of providing benefits to military pensioners
An important feature of this tax break is that there is a limit on the amount of property that can be exempt from tax. There may be one object that a former military man can request to be exempt from taxation, no more.
If there are several real estate units in the property, a person has the opportunity to choose the most expensive one and apply the benefit, and pay for everything else in full.
In addition, from 2020, a relaxation for retired military personnel means that a person does not pay for one of the real estate properties at all. For example, if a citizen owns a dacha, a garage, an apartment and a separate plot of land, then he can choose an apartment for tax exemption, and will pay for everything else as usual.
Reasons
According to Order of the Ministry of Civil Defense of the Russian Federation No. 44, the grounds for receiving benefits are that citizens belong to one of the categories.

When is it time to retire?
Service in the Ministry of Emergency Situations is associated with specific conditions for performing job duties associated with a risk to life. Therefore, the law reserves the right for all employees to receive a special type of pension cash provision - a military pension .
This resolution does not apply to civilians who work for the ministry as employees under an employment contract. They are subject to the articles of the law on the appointment of a regular old-age labor pension.
Military personnel with military ranks, as well as officers and management personnel, are entitled to special monetary remuneration - military. The length of service begins to be calculated for the employee from the moment the title is assigned. A military pension is provided to military personnel of rescue units.
The Ministry of Emergency Situations has another division of workers who are employees of the fire service. They cannot qualify for a special type of pension.
Thus, the general picture of the types of pension benefits includes the following types of pension cash benefits, which are applicable for different categories of employees:
Upon retirement after long service
Length of service includes service in law enforcement agencies, which includes the Ministry of Emergency Situations. Seniority has a special calculation procedure; it was established in 1993 and is still used to this day. The opportunity to receive this type of pension occurs in cases where:
- Work experience in the structure is at least 20 years.
- An employee terminates his employment due to deteriorating health, retirement age has approached, or as a result of a reduction in the number of employees for production reasons. In this case, the employee must have 25 years of total experience , half of which was spent working in law enforcement agencies. The employee must be at least 45 years old.
Military pension based on length of service
Categories of citizens with officer ranks, as well as ordinary military personnel who have:
- Experience of 20 years. Studying at a military school counts.
- Having a total work experience of at least 25 years, of which service in the Ministry of Emergency Situations must be at least half of the term, i.e. 12.5 years old.
For the loss of a breadwinner
The death of a serviceman that occurs during service should become the basis for the assignment of a monthly cash benefit to disabled members of his family.
Family members include minor children and adults who are unable to work due to old age or health reasons. The number of dependents and the cause of death of the breadwinner do not matter when assigning benefits.
The size of the pension for each child is 50% of the salary that the deceased serviceman received, for other dependents - 40%.
Due to disability
The right to obtain a military pension is given by the fact that the employee is disabled if it was received while working in the Ministry of Emergency Situations.
To do this, it is necessary to obtain the conclusion of a medical and social examination, which will establish the causes, the period of injury and confirm it with the appropriate group. The disability group affects the size of the pension benefit. The assignment of the group depends on the severity of the injury or pathology. Men over 60 and women over 55 receive a disability group for life. Disabled persons under the specified ages are required to undergo annual re-examination.
Features of retirement
Russian government authorities take care of pensioners who previously worked in the Ministry of Emergency Situations. That is why the parliament developed a special bill No. 4468-I dated February 12, 1993. It clearly indicates all the nuances of retirement and the amount of monthly benefits.
The retirement of an EMERCOM employee entails a number of peculiarities. For example, a former employee is assigned monthly payments depending on the reason for termination of employment:
- length of service, if a person has worked for more than 20 years;
- disability received while performing a job assignment. To receive a pension, you must provide a medical certificate confirming that the injury occurred while on duty. The amount of pension payments directly depends on the assigned disability. Men after 60 years of age and women after 55 years of age receive lifelong status as an old-age disabled person. Until this age, they must undergo an annual medical examination to confirm their condition;
- loss of a breadwinner, the benefit is received by the family of the Ministry of Emergency Situations employee. Cash payments are due to children (50% of the deceased’s salary) and adults who cannot provide for themselves for various reasons (40%).
It is worth noting that not every employee of the Ministry of Emergency Situations may have special privileges after retirement. For example, a junior dispatcher does not have the right to accrue special length of service and a military pension.

Therefore, such citizens are accrued only a regular insurance pension. In this case, the Ministry of Emergency Situations makes monthly contributions to the Russian Pension Fund.
In addition, such employees are subject to other pension rules:
- upon reaching retirement age (women – 55 years, and men – 60 years);
- the person must have at least 15 years of continuous insurance experience;
- 30 pension points are assigned.
Types of pension
For those employed by the Ministry of Emergency Situations, who fulfill their duty to protect the population from unforeseen events, there are several types of pension payments. It all depends on what position the citizen worked in, what functions he performed, and what activities he conducted before entering the service.
According to labor legislation, professional experience includes not only periods associated with work, but also other periods of time when a person was engaged in socially useful activities.
Long service pension
Service in a state security organization, which in fact is the Ministry of Emergency Situations, leads to the calculation of special length of service, which allows you to apply for a pension much earlier than other people.
Be sure to read it! Overtime 2020: nuances of attracting employees to overtime, how to pay for it and its payment
In addition to employment in tasks assigned to the staff of the Ministry of Emergency Situations, the following periods related to the length of service should be noted:
- conscript army (conscript service);
- studying at a higher or secondary specialized educational institution - no more than five years can be taken into account, and the year of obtaining a qualification is considered as six months of service;
- work in the conditions of the Far North, as well as in zones officially considered such (an increased coefficient is applied).
Longevity really allows you to retire with 20 years of experience. Having started working at the age of 25 after completing specialized training, a citizen can arrange for retirement at the age of 45, which is much earlier than under standard conditions.
In order not to lose this right, throughout the entire service a person must perform work with increased risk, which is confirmed by employment documents, in particular, a work book.
Mixed pension of the Ministry of Emergency Situations
Often there are former employees of the Ministry of Emergency Situations working in the civilian sector, or a person decides to move from his civilian position to the civil service. If a future pensioner combines work and has not completed the 20 years required to receive a preferential pension, he is given the opportunity to take a vacation based on mixed length of service.
The minimum age required is no less than 45 years, while the length of service requirements are set at 25.
Of this period, half, namely 12 and a half years, must be served in the units of the Ministry of Emergency Situations.
The reason for leaving the ranks of rescuers does not matter; it may be reaching the age limit at which leaving work for government support is allowed, diagnosis of an occupational disease, the appearance of disability or injury at work.
Reduction of staff, if this is the reason for the employee's departure, will also not be a problem when calculating mixed length of service.
In the absence of the necessary work experience, a citizen is not entitled to even a mixed pension. Then he has the right to count only on old age security, as most citizens receive it.
Firefighter pension of the Ministry of Emergency Situations
A firefighter is considered to be a person engaged in a profession with high risks, such professions include:
- drivers of fire service vehicles;
- boatswains and sailors of ships;
- firefighters;
- machinists operating fire ships;
- squads on duty;
- engineers;
- dispatch staff;
- commanders;
- captains of fire vessels, their assistants;
- mechanics;
- command staff of fire departments. as well as fire trains and technical stations.
There are also certain advantages for employees of federal-level units, since there are also regional fire departments.
Feds receive benefits established by law, since they are the ones sent to the most complex fires with the highest level of danger, and the qualification requirements for such specialists are also quite high.
Civilian pension of the Ministry of Emergency Situations
In addition to the main employees conducting rescue operations, whose activities are associated with a number of risks to health and life, the Ministry of Emergency Situations also employs hired employees. They deal with accounting, equipment maintenance and other tasks that accompany the activities of the Ministry of Emergency Situations.
Despite the fact that according to their employment contract they are usually included in the staff of the Ministry of Emergency Situations, they are not entitled to special conditions.
It is impossible to complete work early and leave work if a person does not perform tasks related to ensuring the safety of the population and his activities are not associated with risks. Such employees were also affected by the increase in the retirement age, despite their inclusion in the staff of the Ministry of Emergency Situations.
The only exceptions are citizens who have the required 12.5 years of special experience and have transferred to a civilian position, counting on a mixed pension.
Conditions of appointment
The conditions for assigning a long-service pension are clearly stated in Resolution of the Council of Ministers of the Russian Federation of September 22, 1993 No. 941.
The legislation describes the following requirements for receiving a pension:
- it is necessary to work in military bodies;
- The total experience must be at least 20 years. Of these, 12.5 years, a person must work in the power structure of the Ministry of Emergency Situations. When calculating work activity, training, work in the North and military service are taken into account;
- the person's retirement age must be at least 45 years;
- The reasons for receiving a pension may be deterioration in health (disability), retirement age has arrived, or layoffs due to production difficulties.
If a person meets all of the above requirements, he has the right to retire. At the same time, the state provides social benefits and monthly benefits.
Firefighter pension of the Ministry of Emergency Situations
Employees of the fire department of the Ministry of Emergency Situations can count on early retirement. However, their minimum experience must be 25 years.
To receive a pension, certain conditions must be met:
age | 50 years |
special experience | 25 years |
Mixed service pension
If a person has a total length of service of less than 20 years, then he is entitled to a mixed pension. To do this, you must meet the following conditions:
- age – more than 45 years;
- total experience 25 years;
- Must have 12.5 years of experience in the Ministry of Emergency Situations.
Experience for receiving a pension
When applying for an early pension, employees of the Ministry of Emergency Situations must have either 20 years of service or 12 and a half years of service with 25 years of total experience. Prior to special experience, studies in a specialty within 5 years, as well as the period of military service, are counted.
Service in areas of the Far North or equivalent to the Far North is calculated in multiples (double or one and a half).
Is it possible to leave early?
According to the Law of the Russian Federation No. 4468-I, employees of the Ministry of Emergency Situations are equal to military personnel and are entitled to appropriate benefits.
The required age limit for taking undeserved rest is 50. The required work experience is 25 years and above.
Registration of pension
Retirement is formalized by employees of the Ministry of Emergency Situations at the Ministry of Internal Affairs, since officially they belong to this structure. The Ministry of Internal Affairs, in accordance with the established legislation, determines the amount of work experience and calculates the corresponding amount of benefits.
To receive a pension benefit calculation you should:
- Submit a report on termination of employment in connection with the achievement of certain age indicators. This is the only action that the employee himself performs; further actions are performed by employees of the Ministry of Internal Affairs.
- Calculate the total length of service in the Ministry of Emergency Situations.
- Write out a referral for a medical forensic examination (in individual cases).
- Create a personal pension file.
- Calculate the pension amount.
- Establish a payment procedure - through a bank or mail.
This procedure is regulated by Decree of the Government of the Russian Federation No. 941 of September 22, 1993. Registration is carried out at the place of service.
Documents for registration
Payments will be accrued only after the future pensioner provides a package of documents that will allow the calculation of what is due.
The documentation package includes the required papers:
- Statement on the need for accruals indicating the type of pension accrual that the applicant is counting on.
- The monetary certificate is photocopied along with the counterfoil.
- A special calculation of length of service according to the formula presented above is attached to the application.
- All documents that, one way or another, prove the right to preferential registration are also attached in the form of copies.
- A medical report received from a military medical commission.
Also attached to these papers is the written consent of the applicant to check and process all provided information.
How to calculate your pension?
To calculate a pension, it is necessary to take into account all the main characteristics of a particular person. When calculating, the specialist takes into account basic data, such as:
- Salary part - a tax official sums up cash receipts by position, rank, allowances for years worked;
- The amount is reduced by exactly half after 20 years of experience. Each year worked adds another three percent to the overall coefficient. However, the resulting value cannot be higher than 85%.
For mixed length of service, a 1% bonus is added for each year!
The procedure for calculating a pension is as follows: apply the coefficient of 69.45% to the last salary. Next, adjust the numbers according to the following principles:
- 50% – for 20 years of experience;
- 50%+3% for the number of extra years, if the experience is more than 20 years;
- 85% – with disability, the main reason is a work injury;
- 75% – disability, deterioration of health after performing official duties;
- 40-50% – 3rd disability group.
And at the end they add a regional coefficient.
For ease of understanding, here is an approximate calculation:
Conditions: On March 1, 2016, Senior Inspector A.A. retired. Ivanov. He lives in the Kirov region. The rank is captain, the official salary is 16 thousand, according to rank - 11 thousand. Supplement - 10,800 rubles. Special experience - 25 years.
Actual calculation:
- First, we identify the total amount of monetary remuneration by adding all components of the salary: 16,000 + 11,000 + 10,800 = 37,800 rubles;
- Then we identify the basic salary, taking into account the coefficient of 69.45%: 37800 * 0.6945 = 26,252 rubles;
- For the period of service under consideration, the pension percentage will be fifty percent plus three for each year of overtime, in the end we calculate: 50+(3*5)=65%;
- We add the regional coefficient for the Kirov region, which is equal to 1.15. We get the final calculation: 26,252 rubles * 0.65 * 1.15 = 19,623 rubles - the amount of the pension.
Registration of a pension for mixed service
If you have less than 20 years of experience, a former employee of the Ministry of Emergency Situations can receive a mixed pension. To design it, you must consider:
- age parameters - more than 45 years;
- total period of work - 25 years;
- 12.5 years - working in the structure of the Ministry of Emergency Situations;
- dismissal due to: the occurrence of a serious illness; exceeding the maximum age limits; optimization of staffing.
Dismissal of one's own free will does not give the right to receive a mixed pension.
Let's give a clear example. Conditions of the task: the commander of the republic, Mari EL, resigned due to the extension of his maximum service life. He worked in the fire service for 15 years. Before that, he underwent specialized training and worked for 13 years in a private company. As a result, the total experience was 28 years. Rank: ensign. Age over 45 years. The salary part is 14 thousand, the salary according to rank is 8 thousand.
Pension calculation:
- 13+3=16 years – total civil experience;
- 16+15 = 31 years = mixed experience;
- 14+8*0.6945=15,279 rubles - we calculate the basic allowance;
- 15,279 * 0.5 (edge coefficient) = 7,639 rubles - the final pension amount.
Description of the Ministry of Emergency Situations pension calculator
The calculation and calculation of pensions for employees of the Ministry of Emergency Situations differs from the standard method , since this category of citizens belongs to the rank of military personnel and law enforcement agencies in general. The main feature of working in the ranks of the Ministry of Emergency Situations is the increased risk of the profession, since rescuers and firefighters work in conditions associated with a threat to health and life. Therefore, the state provided a special procedure for calculating the accrued pension. The government has also developed relevant legislation.
The calculation of benefits issued to an employee of the Ministry of Emergency Situations upon retirement is based on the following regulatory documents:
- Order of the Government of the Russian Federation No. 1020 dated 08.12. 2011. With its help, you can determine the salaries of employees working in executive authorities. These salaries are used when calculating the amounts of social charges.

- Decree of the Government of Russia No. 1237 of December 30. 2011. The resolution contains the values of the multipliers and percentages. The document also indicates the procedure for using them to calculate funds allocated for the maintenance of contract military personnel. As well as employees in areas with adverse weather or environmental factors.
- State Law No. 93-FZ of April 20, 2015. The law is necessary to control changes in the state budget for the period 2016-2017.
- Resolution No. 941 of September 22, 1993. Controls the procedure for calculating length of service for military personnel.

That is why a special calculator program for the amount of pension payments for Emergency Situations Ministry employees was developed. When entering the necessary data, it is capable of automatically calculating the amount of the benefit, taking into account the necessary regulatory documentation.
characteristics necessary for calculation :
- positions, special titles and corresponding salaries in accordance with regulatory documentation;
- bonuses for years worked;
- coefficients (regional - ranging from 1.15 to 2.0, decreasing - 54 -72.23%).
Attention! The calculation without a reduction factor will be carried out after 2035.
Using the program does not pose any difficulties, but for a better understanding, let’s consider the procedure for using the calculator.
New management
The main factor that finally forced officials to get down to work seriously was the March tragedy in the Kemerovo shopping and entertainment center, when 60 people died during a fire. In May, the post of head of the ministry was taken over by former deputy director of the FSB Evgeny Zinichev, which caused outright bewilderment among many experts.
Another prerequisite for the reform was the abolition of the Federal Drug Control Service in June 2016 with the transfer of service functions directly to the Ministry of Internal Affairs. This was done mainly because of the ineffectiveness and dubious reputation of the drug police. Even then it became clear that other special services would gradually be consolidated into one power ministry.
Increase in the salary of the Ministry of Emergency Situations in 2020
A similar fate befell the FMS in the same year, whose powers were also transferred to the Ministry of Internal Affairs. And this year it became known that starting from 2020, the existing structures of the Ministry of Emergency Situations will be transferred under the direct control of the ministry. Naturally, this will lead to massive layoffs: up to 10–15% of all employees will be forced out.
As for the structure of the department, optimization is expected here too: for example, out of 11 centers of the Ministry of Emergency Situations, only 7 or even fewer will be left. The authorities believe that this will reduce costs and increase financial motivation for the remaining personnel - but will this not lead to a rapid increase in corruption and a greater risk of new mass tragedies? The question remains open.
Features of providing security to former employees of the Ministry of Emergency Situations
When working in positions such as dispatcher, accountant, supplier, personnel officer, i.e. where there are no titles, the right to reduce the retirement age is not provided. Firefighting services do not enjoy such benefits. They will receive pension payments like all ordinary citizens. Firefighters enjoy special benefits.
Formula for calculation
The pension for employees of the Ministry of Emergency Situations is calculated using a simple formula:
P=ZP/100*S+Pr
Where:
- P-size of pension.
- Salary is the salary at the time of applying for a pension.
- C-number%, depends on the years worked (from 50% to 85%).
- Pr-various increases.
Amount of surcharge
With 20 years of experience, the payment will be equal to 50% of the salary. For each additional year worked, an additional payment of 3% is provided, but not higher than 85%.
Also, depending on the quantity and quality of awards, different amounts of additional payments to monthly payments from the Pension Fund are established.
Payment amount
According to the conditions prescribed in the legislation of the Russian Federation, when calculating pension payments based on length of service, the following are taken into account:
- The amount of salary provided for the position held;
- The amount of salary provided for special ranks;
- Bonuses paid for length of service.
The above points are summarized and then adjusted in accordance with the second paragraph of Article 43 of the legislation of the Russian Federation. This adjustment includes:
- Multiplying the resulting amount by 66.78% from 10/01/2015.
- Multiplying the amount received by 69.45% from 02/01/2016.
- Multiplying the amount received by the figure of 72.23% from 02/01/2017 (bill No. 15473-7 was adopted in the third reading by the State Duma in December 2020 and approved by the Federation Council in the 2020 budget).
- There were no changes in 2018 (as of February 2020).
- Multiplying the amount received by 73.68% from 10/01/2019.
- The figure of 73.68% has not changed since 01/01/2020.
ADDITIONAL INFORMATION:
ATTENTION: In accordance with the Federal Law of the Russian Federation dated December 2, 2019 No. 381-FZ “On the suspension of the second part of Article 43 of the Law of the Russian Federation “On pension provision for persons who served in military service, service in internal affairs bodies, the State Fire Service, bodies for control of trafficking in narcotic drugs and psychotropic substances, institutions and bodies of the penal system, troops of the National Guard of the Russian Federation, compulsory enforcement agencies of the Russian Federation, and their families” in connection with the Federal Law “On the Federal Budget for 2020 and for the planning period of 2021 and 2022” the amount of monetary allowance taken into account when calculating pensions from January 1, 2020 will be 73.68 percent of the amount of the specified monetary allowance.
Junior command staff
The procedure for assigning titles in the ministry is determined by the legal system of the state.
In the Ministry of Emergency Situations, this procedure is regulated by Federal Law N141-FZ of May 23, 2016 “On service in the federal fire service of the State Fire Service and amendments to certain legislative acts of the Russian Federation.”
Cadet: position or rank?
A cadet is a student at a military educational institution. Despite the fact that the cadet has the shoulder straps of an employee of the Ministry of Emergency Situations, a cadet is not a rank, but a position. It is easy to identify a cadet - the letter “K” is indicated on his shoulder straps.
Private
Private is the initial rank of an employee entering the service. This rank is assigned upon appointment to a position as an enlisted officer or upon entering a higher educational institution with a specialty in fire safety as a cadet.
The head of the unit in which the private is serving is authorized to appoint to the position. The appointment order is signed by the Minister of Emergency Situations.
The period of service in accordance with the legislation of the Russian Federation in the rank of private in the internal service is one calendar year.
Lance Sergeant
Next after the private is a junior sergeant of the internal service when appointed to the position of junior command staff.
The length of service in the rank of junior sergeant is similar to that of a private - 1 year.
Sergeant
For the rank of sergeant, the length of service is two years.
Staff Sergeant
The term of service in the rank of senior sergeant of the internal service is already three years.
Junior command ranks are awarded to:
- junior and senior fire protection instructors,
- masters,
- firefighters,
- fire truck drivers,
- instructors.
And also for those who do not personally take part in firefighting:
- employees of the financial and economic department,
- HR staff,
- other similar positions of personnel of the Ministry of Emergency Situations.
Ensign
The rank of warrant officer, along with midshipman, was abolished by military reform in Russia in 2007, but in 2013, Minister of Emergency Situations Shoigu S.K. returned to the list of ranks of warrant officer and senior warrant officer.
The period of service in the rank of warrant officer is five years.
Senior Warrant Officer
The length of service in the rank of senior warrant officer is not limited by law.
How much will rescuers receive a preferential pension?
The size of pension payments can be influenced not only by length of service, salary, position and place of service. On average, rescue service workers receive an average of 21 thousand rubles, depending on the region. Since the pension increase occurs annually automatically, there is no additional need to appear at the Pension Fund.
If an employee of the Ministry of Emergency Situations retires due to length of service, then the amount of the expected pension will depend on:
- the salary he received in his position;
- the amount of salary provided for special ranks;
- special allowances for total length of service.
To know approximately how much the pension for firefighters is due, you also need to take into account possible allowances:
- The firefighter will receive 50% of the amount received if he has served 20 years in his position;
- 50% of the amount and an additional 3% for each year of service. The maximum increase rate will be 85% if the work experience is more than 20 years;
- 85% in cases where the employee was assigned a disability category of the first or second degree due to an injury received in the service;
- 75% in cases where he received a disability of the first or second group due to an illness acquired during service;
- 40-50% if the employee received category 3 disability due to difficult service conditions.
According to the law, firefighters and employees of the Ministry of Emergency Situations can count on increased pensions. The corresponding decree was signed by the President in 2012.
According to this document, the pension will increase annually by 2%. But if the inflation rate levels out the annual increase, then the calculation of preferential payments will be recalculated based on the inflation rate.
What benefits can emergency rescue workers count on?
Rescuers of the Ministry of Emergency Situations who work in difficult conditions are also entitled to receive benefits. At what age do firefighters retire?
The state only offers access to a labor pension, for which several requirements must be met:
- work experience in hazardous conditions for life of at least 15 years;
- The rescuer must be over 40 years old.
It is worth noting that age limits do not apply to rescuers of categories 1-3. By law, they are allowed early retirement on a preferential pension as soon as the threshold of 15 years of work experience is reached.
Based on the specifics of their work, employees of the federal service of the Ministry of Emergency Situations are entitled to a preferential pension. Regional services have slightly different conditions for retirement, so if for some reason an employee wants to change from a federal department to a regional one, then he is deprived of the right to retire upon receiving 15 years of service.
Since the severity of the work of employees of the regional services of the Ministry of Emergency Situations is different, their conditions for receiving a preferential pension are adjusted:
- The employee must be at least 50 years old;
- The total length of service in GPS positions is 25 years.
According to the standards for calculating seniority, only those days that have been worked in full and in certain positions will be counted. In other words, those working days for which wages were calculated and there were deductions to the Russian Pension Fund are counted.
The length of service will be calculated using the calendar method - 12 working months per 12 months of work experience. It is important to know that for regional employees of the Ministry of Emergency Situations there is no preferential length of service, according to which 1 working year is taken into account for 2 years of work experience.
Also, periods of training or advanced training will not be counted toward the total length of service.
Firefighter Pensions in 2020 Latest News
Current law extends this suspension until January 1, 2020. But at the same time, the budget takes into account the increase in the pay of military personnel. Thus, payments will increase by 4.3% synchronously with the increase in monetary allowances.
Pensions in 2020: changes and latest news
Of course, this is interesting news, because according to the assurances of the reformers, the average pension in the country will be about 20,000 rubles. However, there is one caveat here. Many pensioners continue to work, and the pensions of these categories of citizens are not indexed on a general basis.
They extinguish fires of particular complexity, mass fires, carry out rescue operations in difficult conditions and more intense and difficult requirements for the performance of duties in comparison with regional working conditions.
How did the pension reform affect the employees of the Ministry of Emergency Situations?
Despite the implementation of the pension “reform”, which raised the general retirement age, the length of service for the long-service pension for MSCh employees has not changed. Although discussions about the need to increase this figure arise regularly, they have not yet even reached the draft law. In this regard, the calculation of the right to well-deserved rest for this category is carried out according to the previous rules.
So, for former employees of the Ministry of Emergency Situations, or rather the State Fire Service, preferential pensions are established for length of service, due to the onset of disability, as well as for their relatives due to the loss of a breadwinner. The amount of security depends on the salary at the time of retirement, and is set as a percentage of it.
