Long Service Pension for Civil Servants in 2020 Latest News

Long service pension for civil servants from 2020 in Russia: latest news

The essence of the document: since the pension benefits of former employees of these structures have not increased since 2020, it was decided to increase it by 4% from January 1, 2020, and then by 4% next year, and in 2020.

The calculation of pensions for civil servants in 2020, as well as for other persons who have the opportunity to receive such benefits, will depend on the number of years of work experience in a particular specialty. It is important to know that persons working in government agencies are employees of the public sector.

Length of service for civil servants in 2020 2020

Changes in pension legislation will also affect state and municipal employees. For them, the retirement age is already increasing from January 1, 2020 , but the previously adopted law provided for an increase in the value to 63 and 65 years annually in six-month increments. According to the new law No. 350-FZ of October 3, 2020, the retirement age for civil servants will increase from January 1, 2020 at the same pace as for other citizens - by 1 year annually .

  • supplement to pension payments to civil servants;
  • preservation of state guarantees;
  • free medical care;
  • providing vouchers to a health facility or monetizing those vouchers that were not used.

Who will not be affected by raising the retirement age in Russia?

Raising the retirement age does not affect current pensioners; this is about 46.5 million pension recipients (both through the Russian Pension Fund and law enforcement agencies). They, as before, will receive all pension and social payments due to them in accordance with the acquired pension rights and benefits.

Also, raising the retirement age will not affect a number of other categories of citizens, in particular a number of categories of disabled people, workers in hazardous and hazardous industries, women with five children, parents and guardians of people with disabilities since childhood, and “Chernobyl survivors.”

In addition, according to the Prime Minister of the Russian Federation, it is assumed that the pension reform will allow workers with extensive experience to retire two years earlier than expected. We are talking about women with 40 years of work experience and men with 45 years of work experience.

Until the end of 2020, for those working in the regions of the Far North (RKS) and equivalent areas (MKS), the legislation established the age for the right to early assignment of a northern pension - 50 and 55 years, respectively, for women and men. Unfortunately, as a result of the pension reform, the retirement age for northerners will also be changed - to 55 and 60 years, respectively.

The Government explains such measures by the changed situation in the northern regions of the country: infrastructure is developing, the life expectancy of Russians is increasing and living conditions are improving.

Until new values are established for RKS and ISS workers, a transition period is also provided - from 2020 to 2023 for men and women. During it, the standard age will increase annually by 1 year until it is set at 55 and 60 years (except for 2020 and 2020, when “preferential” conditions for retirement will still apply).

It should be noted that changes to the rules for assigning northern pensions

won't touch

working in difficult and hazardous working conditions (underground work, hot shops, metallurgical, chemical, petrochemical industries, etc.).

First of all, the changes provided for by law from 2020 will not affect those who are already retired - all pensioners will continue to receive all payments already assigned to them in accordance with the previously acquired rights and benefits.

In addition, the adopted law of October 3, 2018 No. 350-FZ does not provide for an increase in the retirement age for certain categories of citizens:

  1. Those employed in jobs with difficult and harmful working conditions, namely:
      employees in whose favor the employer pays insurance premiums at the appropriate rates, which were determined as a result of a special assessment of working conditions;
  2. civil aviation pilots, aircraft maintenance engineers and technicians;
  3. flight test personnel involved in testing aircraft and other equipment;
  4. workers of locomotive crews, workers organizing transportation and ensuring traffic safety on railway transport and in the metro;
  5. drivers of construction, road, loading and unloading equipment;
  6. tractor drivers working in agriculture and other fields;
  7. workers in logging, timber rafting, as well as those involved in servicing machinery and equipment;
  8. truck drivers in mines, quarries, shafts, etc.;
  9. in underground or open-pit mining, in mine rescue units, in the extraction of shale, coal, ore and other minerals;
  10. in the construction of mines and mines;
  11. in geological exploration, search, topographic teams and expeditions, in survey and other work;
  12. in the sea and river fleet, in the fishing industry;
  13. drivers of passenger transport on regular city routes (buses, trolleybuses, trams);
  14. lifeguards in emergency services;
  15. working with convicts in organizations executing criminal sentences in the form of imprisonment;
  16. women working in the textile industry with heavy loads in high-intensity conditions and others.
  17. Citizens who are entitled to a pension for health reasons or social reasons:
      one of the parents or guardians of disabled people since childhood, who raised them until they reach 8 years of age;
  18. visually impaired people of group 1;
  19. disabled people due to military trauma;
  20. women who have given birth to 5 or more children and raised them until they reach 8 years of age;
  21. women who have given birth to 2 or more children and have established work experience in the Far North and equivalent areas, and others.
  22. Persons who suffered as a result of man-made or radiation disasters (at the Chernobyl nuclear power plant, the Mayak chemical plant, the Semipalatinsk test site, etc.).

The authorities announced the amount by which monthly payments to pensioners will be increased

Pensions for civil servants from January 1, 2020: latest news from the State Duma

The law introduces a gradual increase in the length of service required for civil servants to become eligible for retirement. It was decided to increase the retirement age annually by 6 months. The new rules will apply to government workers at all levels.

Note: citizens living in the Far North and areas equivalent to it can receive an insurance pension early, if there are grounds for it. The insurance pension for this category of citizens is paid in an increased amount, depending on the regional coefficient (at the place of residence) for the entire period of residence in the corresponding territory.

Pension provision for state civil servants

According to Russian legal norms, individuals may have preferential pension benefits. For example, this is the case with pensions for civil servants. It is awarded for performing special tasks to solve state needs. And here there are special rights to retire.

The accrual of service state support, the recalculation of its parameters and the transition from the 1st formation to another are carried out in an application manner. This occurs regardless of the time after the emergence of powers and without time limits. The exception is disability social benefits.

Pension for civil servants in 2020

The size of the pension benefit in this case is calculated as follows: the individual pension coefficient is multiplied by the cost of one point at the time of submitting the corresponding application to the pension fund of our legal state.

Additional monetary allowance can be assigned to a civil servant only when living in difficult climatic conditions in accordance with the regional coefficient established there and government proposals. When moving to a permanent place of residence in a more favorable region, this allowance is canceled.

Pensions of flight attendants and civil aviation crew members in 2020

Contrary to fears, civil aviation workers have not increased either the minimum age at which they can retire or the minimum length of service.

If the work was related to the direct control of aircraft or if the citizen worked as an engineer or mechanic in ship maintenance, he can retire at age 55 (for men) or at age 50 (for women).

If a citizen worked as a dispatcher or flight attendant, then upon reaching 10 years of work experience (for men) or 7.5 years (for women), he can retire earlier. In this case, the minimum age for men is 50 years, and for women – 45.

In 2020, the pension of flight attendants and civil aviation crew members may be increased due to special benefits. surcharges. It is assigned according to the flight hours. But you need to apply for it additionally. To do this, you need a certificate of flight hours or a flight book.

Salary increase for civil servants in 2020

The category of civil servants whose income will be indexed will include government officials whose salaries have not been increased since 2014. The latest news in Russia reports that the wage system for these workers has recently been reformed. Civil servants working in the judiciary will be tied to a new system of remuneration for their work, due to which their salaries will increase.

The budget employees listed above have already had their salaries increased in accordance with the May 2012 decrees of the President of the Russian Federation. The decrees of the President of the Russian Federation were aimed at reducing the gap in wages between state employees and those who work in private companies.

Pensions for civil servants, calculation of length of service and allowances

Today, the size of the pension does not represent the amount on which one could live for a whole month. However, its size depends on many factors that influence how much you will be credited in the future. Also, depending on what position you previously held, the amount of payments will be affected in the future. In this article we will look exclusively at pensions for such employees as civil servants.

  1. Law enforcement officers, for example, such as police officers.
  2. Military personnel, as well as those units that directly relate to them.
  3. Workers of the fire and tax services, as well as organizations whose responsibilities include maintaining law and order in the country.
  4. Employees of various regional institutions whose responsibilities directly include providing assistance and support to the local population.

Pensions for civil servants in 2020: indexation and latest news

Next year, male civil servants must turn 61 and female civil servants must turn 56 to retire next year. Ultimately (at the end of the reform), the retirement age of citizens in the civil service will be 65 years and 63 years, respectively.

The age limit for working in the municipal service will also be increased, which will allow organizations to retain experienced staff for as long as possible. Starting next year, the age limit for holding civilian positions will be:

New in pension provision for federal government employees

The size of civil servants' longevity payments in 2020 depends on the following factors:

  • the period of tenure in a state federal service post must be at least 16.5 years;
  • by the time of completion of work in his main position, the civil servant must belong to the category of persons who have received the right to an old-age pension;
  • Before dismissal, you must work as a civil servant for at least 365 days.

Calculation of benefits in 2020 will be carried out depending on the accumulated work experience in a specific specialty. Employees holding jobs in government bodies are considered employees belonging to the public sector.

Since wages in the public sector are small, one should not expect a significant increase in the long-service pension in 2020.

Early retirement of any civil servant is possible 24 months before the planned old-age pension. Thus, men at the age of 63 and women at 58 can retire ahead of time. If there is a preferential payment, then retirement occurs at 58 for men and 53 for women.

Changes in pension legislation will affect positions of municipal and civil servants, for which the period for retirement has already been raised since the beginning of 2020. However, the previous law meant that the retirement age would increase every year at six-month intervals until it reached 63 years for women and 65 years for men.

With the entry into force of Federal Law No. 350-FZ of October 3, 2018, amendments were made regarding retirement. Now the retirement age for civil service workers will increase from the beginning of 2020 every year by twelve months.

The advantages of receiving civil service benefits are:

  • increase in payment by 4%;
  • strictly established payment amount.

Pensions for prosecutors

In 2020, it is planned to increase the indexation of payments to prosecutors. At this stage, the State Duma is considering a bill that would guarantee an increase in pension accruals for employees of the prosecutor's office and the Investigative Committee, who are federal government employees.

In accordance with this bill, the allowance for prosecutors was increased by 4% from January 2020, and an increase of 4% is also planned in the next 24 months. Consequently, the overall increase in pension provision for prosecutors by 2020 could be 12%, this was approved by higher government bodies.

Pensions for civil servants from January 1, 2020: latest news from the State Duma

The long-service pension is calculated if you have 15 years of experience (data for 2020) - in the amount of 45% of the average salary per month, minus insurance pension payments and increases. To receive an additional 55% of the pension, a civil servant in the future will have to remain in office for another 5 years, whereas today 1 year is enough for this.

  1. Heads of public services - up to 70 years of age, but with the condition that this step must be coordinated with the federal authority that appointed the official to this position.
  2. Civil servants, if they combine the positions of an assistant, with the assistance of the person holding the position until the end of their term of office.

Civil servants' pension

A “federal employee” as a person whose activities take place in the public service and are within the framework of management and disposal, that is, in the sphere of executive power. Also, a similar right arises for employees of federal employment and constituent entities of the Federation if their tenure in office is at least a year.

According to the adopted changes, pensions for civil servants from 2020 are due at the ages of 60.5 and 55.5 years for men and women, respectively. This level will increase over the next 15 years . In 2020, the retirement age for civil servants is 61 and 56 years for men and women.

Retirement age of civil servants

The changes also affected State Duma deputies. If previously it was enough to fulfill one’s duties for a year in order to receive 5% in addition to the future pension, then after the reform this period increased to 5 years. It should be taken into account that senators are elected for only four years. Also, if previously to receive 75%, it was enough to work for 3 years, but after the reform the period increased to 10 years. The provisions of the law do not apply to those senators whose term of office by January 1 of the current year was at least one year, to civil servants with 15 years of experience, as well as those dismissed a year before the reform.

The reform came into full effect in 2020. 2020 is designated as a transition period. Thus, a gradual increase in the retirement age is provided for officials. According to the latest news, the retirement age of civil servants in Russia will finally increase to 65 years. It will be possible to continue serving until the age of 70, but no pension will be paid. So, if an employee retired at 65 and returned to service at 67, then the payment of the pension will be suspended. But the official will be able to be reinstated only in the first three years after his official retirement.

Pensions for civil servants from 2020: bonuses

Recently, the news has been full of a number of news regarding changes in the procedure for pension payments and all sorts of innovations that await pensioners from 2020. But be that as it may, the long-service pension for civil servants, fortunately, remains the same, but the rules for its payment will change somewhat due to amendments to the current legislation. Today we’ll talk about who can count on an increase in their pension and what changes civil servants should prepare for, starting on January 1, 2020.

  1. Persons who have reached retirement age.
  2. Those with at least 15 years of work experience (before the amendments entered into force in 2020).
  3. Those who worked in the civil service for at least 1 year before leaving.
  4. Those who quit were not the fault of the employee.

News and changes in this matter

Increased service life

The maximum age for exercising one's powers as a civil servant is 65 years .

A person who, as of January 1, 2020, has reached sixteen and a half years of civil service experience is entitled to apply for long service benefits. In 2020, a person with 17 years of public service experience can receive the right to security for long service.

labor pensions in 2020 can be assigned to:

  1. For women who have reached the age of 56 years and 5 months;
  2. For men – 61 years and 5 months.

The required age increases every year. In general, the retirement age for civil servants will be raised to 63 for women by 2031 and for men to 65 by 2026.

Reasons for dismissal

In addition to determining the length of service, as well as the retirement age, the new law established a list of reasons why a government employee can terminate an employment contract with an employer, while retaining the right to receive benefits.

The grounds for termination of the contract for good reason include:

  1. Termination of an employment agreement in the event of closure of a government agency;
  2. In case of staff reduction, in the manner prescribed by labor legislation;
  3. The employee reaches the maximum age for filling the position;
  4. Obtaining the right to retire;
  5. Deterioration in health that prevents you from performing your duties properly.

Dismissal for other reasons is grounds for denial of a long-service pension.

Salary increase

During 2020, it is planned to carry out a procedure for indexing the monthly allowance of government employees, the amount of which will be 4%.

Laws of the Russian Federation 2020-2020

The above conditions apply when calculating an additional pension to the old age or disability insurance. The accrual of 45% of the average salary is carried out after deducting the fixed payment, insurance pension and increases. At the same time, the maximum pension cannot exceed 75% of the average salary of a civil servant in the region.

“The size of the pension does not need to be limited by anything or anyone. It should depend solely on individual work experience and the amount of wages,” says Vyacheslav Bobkov, head of the laboratory for problems of level and quality of life at the Institute of Economics and Social Sciences of the Russian Academy of Sciences.

Amount of pension for long service in 2020 - 2020 for various categories

This type of pension in 2020 - 2020 for federal civil servants is calculated as a percentage of the average monthly earnings of such an employee minus the insurance part of the pension, which is assigned for old age or disability.

Military personnel who meet the conditions for receiving a pension for long service in 2020 - 2020 receive cash payments in the amount of 50% of the amount of pay for the rank from which the military man retired. If the work experience is more than 20 years, then for each year of service the percentage increases by 3%. However, the pension amount cannot exceed 85% of the salary.

Cosmonauts and test pilots, if all conditions are met, can count on a pension equal to 55% of the salary of the rank from which they retired. If the length of service exceeds the established one, then for each year there is an increase of 3%, but not more than 85% of the indicated amounts.

Increase in Pension for Federal Civil Servants from 2020

The issue also remains relevant for military personnel, who also want to increase their length of service for calculating a pension. Of course, an employee of law enforcement agencies, the Ministry of Internal Affairs, can retire earlier, but in this case he loses the right to receive the maximum pension.

Administration of Romodanovsky district

Changes in pension legislation will also affect state and municipal employees. For them, the retirement age is already increasing from January 1, 2020 , but the previously adopted law provided for an increase in the value to 63 and 65 years annually in six-month increments. According to the new law No. 350-FZ of October 3, 2020, the retirement age for civil servants will increase from January 1, 2020 at the same pace as for other citizens - by 1 year annually .

Thus, the rules for changing the retirement age of civil servants provided for by the old law will be adjusted. The transition period, during which there will be a gradual increase in the retirement age, will be reduced for women by 6 years (until 2026 instead of the previous 2032), for men - by 3 years (until 2023 instead of 2026). That is, the increase will occur faster .

Options for calculating old-age pension in 2020

From January 1, 2020, the deadlines for receiving an old-age insurance pension were adjusted. Initially, the Government, under the new law, taking into account transitional provisions, planned to establish a new retirement age - 65 years for men, 63 years for women. However, at the proposal of the President, the age for women was lowered to 60 years, i.e. As a result, the increase for men and women will be the same - by 5 years.

This increase will occur in stages - with an annual increase of 1 year (except for the first two years of the new law: 2019 and 2020) until the final standards established by the new law for men and women are reached in 2023 - 60 years for men and 55 years for women.

Note: The table has already been adjusted to take into account the final content of the law on raising the retirement age, signed by the President on October 3, 2018.

Thus, the following conclusions can be drawn:

  • Changes under the new law will apply to all citizens of the Russian Federation who were supposed to retire as of January 1, 2019 - that is, women born in 1964, and men born in 1959.
  • For 5 years, a so-called “transition period” will operate for women and men, during which the retirement age will increase by 1 year annually (except for the first two years of the transition period, when it will be possible to retire six months earlier).
  • For women from 1968 and men from 1963, the final values will be established - 60 and 65 years. Accordingly, they will be the first in Russia to retire later by all 5 years of difference adopted by the State Duma - in 2028 instead of 2023 under the old law (see table above).

However, the new law provides for the possibility of reducing the retirement age by 24 months if there is

long work experience

. This reduction is established if women have 37 years of experience (if they have reached 55 years of age) and 42 years of experience for men (if they have reached 60 years of age).

Changes in pension legislation will also affect state and municipal employees. For them, the retirement age is already increasing from January 1, 2020, but the previously adopted law provided for an increase to 63 and 65 years old annually in six-month increments. According to the new law No. 350-FZ of October 3, 2018, the retirement age for civil servants will increase from January 1, 2020 at the same pace as for other citizens - by 1 year annually.

The transition period, during which there will be a gradual increase in the retirement age, will be reduced for women by 6 years (until 2026 instead of the previous 2032), for men - by 3 years (until 2023 instead of 2026). By Decree of the President of the Russian Federation dated June 24.

2019 N 288 “On the main directions of development of the state civil service of the Russian Federation for 2020 - 2021” spells out the need in 2020 and 2021 to ensure, as part of the implementation of measures to improve the remuneration system for civil servants, optimization of the structure of the salary of civil servants (without reducing its level) by gradually increasing the share of official salary in the structure of this content and a corresponding increase in the amount of the long-service pension.

As part of the relevant instructions, the financial block of the Government of the Russian Federation learned that from October 1, 2019, the indexation of salaries of employees of state organizations will be 4.3%. The corresponding order was signed by Russian Prime Minister Dmitry Medvedev. The document was published on the official legal information portal.

“Federal state bodies, federal state institutions - the main managers of federal budget funds, including those in charge of federal state institutions, take measures to increase from October 1, 2020 by 4.3 percent the wages of employees provided from the federal budget federal government, budgetary and autonomous institutions,” the government order says.

First of all, from October 1, 2020, teachers and doctors will feel the increase in salaries, as they are a priority. According to the presidential decree, the salary of medical workers and teachers in 2019 should be exactly twice the average salary in the region.

This means that the salaries of these public sector employees could increase by more than 6%.

Often citizens who contact the Pension Fund Branch for the Vladimir Region are interested in what conditions exist for assigning a pension.

For example, they ask: “I was born in February 1963, I am going to retire in 2020, since I will be 55 years old. No. 400-FZ “On Insurance Pensions”, men who have reached the age of 60 years and women who have reached the age of 55 have the right to an old-age insurance pension.

I just don’t understand how much experience I should have - 9 years or 15? An old-age insurance pension is assigned if there is at least 15 years of insurance experience and an individual pension coefficient of at least 30.

The formula for calculating the pension: P = BC MF LF, where P is the pension, BC is the basic part, LF is the cumulative part, and SF is the insurance part. The salary coefficient, showing the ratio of his earnings to the average salary in the Russian Federation in 2000-2001, is equal to 1530/1671 = 0.92.

Since the basic part is the same for everyone, and everyone has their own funded part, the question arises of how to calculate the insurance part.

In addition to the insurance, each pensioner is guaranteed a basic part, which is indexed annually, like the insurance.

There is also a special formula for this: SP = PC/T, where PC is the pension capital, and T is the expected period of pension payment, it is calculated in months (this indicator is in the tables compiled by the Pension Fund, you can view it on the Internet). In January 2020, its size was 4558 rubles 93 kopecks.

Adding up the basic and insurance parts, we get the amount of the full pension: 8328.44 4558.93 = 12887.37 rubles.

The fixed payment (FP) is so called because it is set every year by the state in hard monetary terms, that is, it is fixed for the year.

As laid down in Law No. 400-FZ, the annual increase in the PV indicator is a consequence of indexation to the inflation rate of the past year.

The expected period of payment of the old-age labor pension is an indicator calculated on the basis of data from the federal executive body for statistics and used to determine the insurance part and the funded part of the labor pension, which, according to clause 32 of Law N 173-FZ in 2012, amounted to 18 years (216 months).

This indicator is set by the legislator at a fixed amount depending on the age of the pensioner, his disability group and the presence of disabled dependents, as well as their number (pp. It is worth paying attention to the fact that the length of service is now calculated according to the new scheme.

Years of work before January 1, 2002 can be confirmed by relevant entries in the work book, extracts from the order, certificates from the place of work or military registration and enlistment office, information on payment of taxes for entrepreneurs, etc. The next period - after 2002 is significant only if from wages, deductions were made to the budget, which are recorded in your individual personal account.

  • That is, the more “white” official experience you have, the higher the benefit amount will be.
  • Not everyone can calculate the amount of their old-age pension on their own.
  • Insurance, pension, funded pension, fixed payment - for most they sound abstract and difficult to understand.
  • The formulas for calculating a pension, or rather about one and a half dozen formulas, do not allow one to understand or independently assess its size.
  • Starting from 2020, the procedure for assessing pension rights has also changed.
  • The assessment of pension rights for periods before 2020 is carried out on the basis of Federal Law No. 173-FZ “On Labor Pensions in the Russian Federation”, and calculations for periods after 2020 are carried out according to new rules - based on Federal Law No. FZ-400 “On Insurance Pensions” .
  • The official information set out in the laws and their provisions does not clarify the picture, but rather complicates it.
  • We decided to make this task easier and developed a special pension calculator for users, designed to calculate the size of the old-age retirement pension.
  • We will be grateful to everyone who expresses their comments and suggestions for its improvement or notices inaccuracies in the calculations.
  • For civil servants, pension calculations for 2020 are based on a different principle.

Pension for civil servants in 2020

The length of service in the state civil service for the purpose of a long service pension includes periods of service (work) in positions in the federal state civil service, state positions in the federal civil service, state positions in federal civil servants and other positions.

The size of the long-service pension for civil servants is calculated from their average monthly earnings for the last 12 full months of federal state civil service preceding the day of its termination or the day they reach the age entitling them to an insurance pension.

Since January 2020, the retirement age of civil servants began to gradually increase

17 January 2020 08:10

New conditions for pension provision for civil servants came into force in 2017.
According to the amendments made to the federal law “On Insurance Pensions”, from January 1, the retirement age of civil servants, giving them the right to receive an old-age insurance pension, began to gradually increase. The retirement age will be increased by 6 months annually. Accordingly, in 2020 the retirement age for civil servants will be 60 years 6 months for men and 55 years 6 months for women. In 2020, to receive a pension, the retirement age for men should be 61 years, for women - 56 years, in 2019 for men - 61 years 6 months, for women - 56 years 6 months. etc.

Thus, the maximum retirement age at which civil servants will be granted an old-age insurance pension should be in 2026 - up to 65 years for men, up to 63 years for women - in 2032.

The increase in the retirement age also applies to civil servants who are entitled to early old-age pension (for example, one of the parents or guardians of disabled people since childhood). The increase will also be made gradually. In 2017, an old-age insurance pension for civil servants can be assigned no earlier than 6 months after acquiring the right to early retirement, in 2020 - no earlier than 1 year, in 2020 - no earlier than 1 year and 6 months. , etc.

It should be noted that changes in the retirement age apply only to current civil servants, that is, those who, on the date of applying for an insurance pension, are holding positions as civil servants. When applying after dismissal from state (municipal) service, an insurance pension is assigned based on the generally established retirement age.

Simultaneously with the change in the retirement age, from January 1, 2017, the length of service in the state civil service increases, giving the right to establish an additional payment to the long-service pension for federal state civil servants. The civil service length of service will be gradually increased by 2026 from 15 to 20 years. The annual increase will be 6 months. Thus, the civil service length of service required to assign a long-service pension will be: in 2020 – 15 years 6 months, in 2020 – 16 years, in 2020 – 16 years 6 months, etc.

Let us recall that the new conditions for the appointment of an old-age insurance pension and the establishment of a long-service pension apply to citizens holding government positions in the Russian Federation, holding government positions in constituent entities of the Russian Federation on a permanent basis, holding municipal positions on a permanent basis, positions in the state civil service of the Russian Federation and positions municipal service.
