Region 29 news agency reported that a criminal case had been initiated against a Severodvinsk company that fictitiously arranged for its clients to work as shipbuilders in the city in order to illegally increase their pensions.
Breaking the law is, of course, not good. But it is known that residents of Arkhangelsk and other regions of the region often come to Severodvinsk to actually, and not fictitiously, work in some local organization for the benefit of their pension. Business trips to the city, which is located just an hour’s drive from the regional center, are also very popular in this regard.
1.2 or 1.4?
Why is Severodvinsk experience so useful for life after a well-deserved rest? We addressed this question to the head of the press service of the Russian Pension Fund branch for the Arkhangelsk region, Irina Romanova.
“On January 1, 2008, Federal Law No. 312 came into force, which allows people who worked in the Far North or went there on a business trip to receive a pension supplement,” she explained. “At the same time, the so-called “northern” experience must be developed - 15 calendar years in the Far North or 20 in equivalent areas, plus a total insurance period of 20 years for women and 25 for men.
— That is, it is useless for residents of the southern regions to go to Severodvinsk?
— Yes, without “northern” experience there is no bonus. But residents of our region, as a rule, have it. The city of Severodvinsk, as well as Pinezhsky, Leshukonsky and Mezensky districts belong to the territories of the Far North. To calculate pensions, a coefficient of 1.4 is used. The entire remaining territory of the Arkhangelsk region is areas equated to the regions of the Far North, with a coefficient of 1.2.
If a person works for some time, for example, in Severodvinsk, an increased coefficient will already be applied when calculating his pension. A business trip to the Far North will have a similar impact on her.
— How to get such a bonus?
— To receive a pension supplement, you must submit an order to the Pension Fund authorities indicating the purpose of the business trip, which must be related to the performance of daily job duties. Business trips to conferences, seminars and similar events are not taken into account. If the employer has paid insurance premiums for the period of work or business trip to the Far North and this is confirmed by personalized accounting data stored in the Pension Fund database, the citizen will receive an increase in pension.
— Does the duration of work matter? If a resident of Arkhangelsk, suppose, only worked for two weeks in Severodvinsk?
— The application of the coefficient does not depend on the length of service. The main thing is that the employment contract is in order, there is an entry in the work book, and insurance premiums have been paid.
How many?
— How significant will the increase be?
— If there were only business trips to the Far North region, then the pension will increase on average by about 800 rubles. It should be noted that the regional coefficient is applied to the fixed payment, which is due to all pensioners who have completed “northern service” - until 2020 it was called the basic part. If a person worked in the Far North for 15 calendar years or longer, the pension will increase more significantly. The calculation in each case is made individually, the total amount depends on the size of the insurance pension, which in turn is affected by length of service, number of points, and so on.
— How does the Pension Fund feel about this phenomenon, when people specifically go to work in the Far North to gain seniority and increase their pension?
- They have such a right. If they really worked there, all documents are in order, insurance premiums have been paid, the Pension Fund specialist will assign the required bonus. But, unfortunately, it also happens that a person does not even show up for that job. In case of doubt, an inspection may be carried out.
What are “northern pensions” in 2020?
Increased pension payments in certain regions of the country are called northern pensions . They are assigned to citizens living in areas with special climatic conditions, or who have worked in such areas for a period specified by law.
The Northern pension differs from the usual benefit in that its base part increases by a specific indicator established by the government for a particular region. The maximum number of the northern coefficient - 2 across the territory of Russia was recorded in some regions of the Sakhalin region and the Chukotka Autonomous Okrug.

Features of calculating coefficients and premiums
Let us consider a number of practical nuances of calculating the payments in question. In the general case, the calculation of northern coefficients and allowances, although the former are formally independent of the others, is carried out simultaneously - but on the condition that the status of a working citizen implies receiving appropriate preferences. Coefficients and bonuses are calculated on the entire amount of a person’s earnings, which may consist of:
- salary;
- bonuses;
- corporate allowances;
- long service payments;
- compensation for overtime at work;
- compensation for downtime.
Even if the contract between the employee and the employer stipulates that coefficients and bonuses are not applied to any component of the salary, such a condition is illegal. The employee, if desired, can challenge such an agreement in court. The fact is that the provisions of local regulations cannot worsen the employee’s working conditions, which are regulated by federal legislation. If a company violates this requirement, a fine may be imposed on it.
Supplement to pension for business trips to KS districts
According to the List of regions of the Far North and areas equated to regions of the Far North, approved. By resolution of the Council of Ministers of the USSR dated November 10, 1967 No. 1029 (with amendments and additions), the Loukhsky district of the Republic of Karelia is classified as a region of the Far North, and the city of Petrozavodsk is classified as an area equated to a region of the Far North. Taking into account the above, the circumstances established in the case, assessing the evidence presented, the court comes to the conclusion that the plaintiff does not have mixed work experience in the regions of the Far North and in equivalent areas on the grounds that the location of the organization with which the plaintiff had an employment relationship is the city of Petrozavodsk, classified as an area equated to the regions of the Far North, the plaintiff’s assignment on a business trip to the Far North region was temporary.
What is the essence and purpose of northern surcharges and coefficients?
The surcharges in question are generally understood to mean monetary compensation established for the payment of labor for citizens working in the Far North, as well as in equivalent territories. The corresponding types of financial support are regulated by the provisions of the Tax Code of the Russian Federation, regulatory sources adopted in the USSR, as well as by-laws of the government of the Russian Federation.
Along with the northern coefficients, in order to increase the incomes of citizens working in cold climates, regional allowances are also used. In many cases, both surcharges are accrued at the same time. If you delve a little deeper into history, you can pay attention to the fact that northern coefficients and bonuses were established by USSR legislation in the 70s - in order to attract young and qualified specialists to the North, to largely undeveloped territories.
It is noteworthy that the Russian Federation has not yet adopted a single source of law that would regulate how northern coefficients and allowances should be calculated and paid. The main regulations on the basis of which the corresponding additional payments are assigned are those adopted in the USSR.
Working in the Far North - what will retirees get?
Persons who worked both in the regions of the Far North and in areas equivalent to them, when determining the number of calendar years of work in areas of the Far North in order to establish the size of the basic part of the old-age pension for each calendar year of work in areas equivalent to areas of the Far North, is considered to be nine months of work in the Far North. Thus, the legislator has established that for persons who have mixed work experience in the regions of the Far North and equivalent areas, the work experience for calculating the increased amount of the basic part of the old-age labor pension is calculated as for persons who worked in the regions of the Far North. Moreover, as the court believes, mixed work experience should include work in these areas when it was stable in nature or performed in organizations located in these areas.
Northern experience
This is the duration of work at the compressor station and in equivalent regions. For working in areas with a harmful climate, citizens receive a significant increase in their pension. Northern experience is recorded on a calendar basis. According to the current rules, 9 months of work in the CS is equal to 1 year of ordinary work. Northern experience can be full (15 years) or incomplete (less than 15, but more than 7.5 years). It also affects retirement age:
Northern experience | Retirement age for men in years and months | Retirement age for women |
7,5 | 57,8 | 52,8 |
8 | 57,4 | 52,4 |
9 | 57 | 52 |
10 | 56,8 | 51,8 |
11 | 56,4 | 51,4 |
12 | 56 | 51 |
13 | 55,8 | 50,8 |
14 | 55,4 | 50,4 |
15 | 55 | 50 |
For retirement for men
Hunters, fishermen and reindeer herders from the indigenous population can receive old-age benefits after 45 years, but they must work for at least 25 years. Raising the retirement age from 2020 will not affect miners, metallurgists, and railway workers, since they work in dangerous and difficult conditions. There are no other benefits provided for them. Northern retirement experience for men is equal to:
- 15 years when working on a compressor station;
- 20 years when working in regions equivalent to KS.
Features of calculation for women
In 2020, citizens will be able to take advantage of the right to a preferential pension if they have 15 years of northern experience. A woman must have at least 20 years of total experience. The requirements for citizens with two children are different. In this case, the northern pension experience for women must also be at least 15 years, but the total is reduced to 17 years. This rule does not apply to indigenous women of the region.
From 2020 to 2023, the retirement age for women will increase until it reaches 55 years. The changes will affect ordinary specialists. Established benefits based on age and length of service will remain for women with two children and mothers of disabled children.

What periods are not taken into account?
Northern benefits upon retirement are valid if the citizen has managed to accumulate a sufficient amount of work experience. Periods of absence from work and military service do not count as work activity. Excluded from the northern experience, but counted towards the general insurance:
- time to care for a child from 1.5 to 3 years;
- completing advanced training courses for a period of more than 6 months.
Business trip to the north: payment
The plaintiff believes that these circumstances give him the right to recalculate the basic part of his retirement pension. The defendant refused to recalculate, and therefore the plaintiff asks to oblige the defendant to recalculate the fixed base amount of the insurance part of the old-age pension in connection with work in the Far North. At the court hearing, the plaintiff supported the claims.
The defendant's representative did not appear in court, the time and place of consideration of the case were notified, and a written response to the claim was submitted, according to which the claims made by the plaintiff were not recognized. The court, having heard the plaintiff, questioned witnesses, and studied the case materials, considers the claim not subject to satisfaction. At the court hearing it was established that full name, DD.MM.YYYY year of birth, in the period from DD.MM.YYYY he worked as a driver in an LLC (
- Full name of the employee sent on a business trip;
- employee's position;
- structural unit (if any);
- duration of the trip;
- job description;
- description of the type of transport that the employee will use.
A business trip should not be confused with performing duties of a traveling nature. Registration of such work does not require an order from the manager and is not a business trip.
The procedure for calculating the amount of additional payment taking into account the regional coefficient
The size of the fixed payment is indexed annually by the state. In 2020, the indexation percentage was 6.6%. In this regard, every year from January 1, additional payments to northern pensioners are increased. When citizens live in the North, the value of the PV for them increases by the corresponding regional coefficient. The values of this indicator are approved by the Government for the entire period of residence of an individual in the corresponding area (locality).
If a person moves, the district coefficient is taken at the new address. In order for the PV to be calculated annually taking into account the coefficient, it is necessary to confirm each year the fact of residence in the corresponding northern region. For this purpose, information is submitted to the Pension Fund at the actual address. The application indicates the place of residence of the individual. In the case where delivery by the Russian Post or another organization is chosen as the delivery method for the pension, you do not need to submit an application annually. In addition, if a pensioner has the right to apply an increasing coefficient and additional payment for northern experience, you can choose only one type of benefit.
Note! Many pensioners, when moving to another region, ask the question: How will the pension amount change? To answer, you need to understand how the additional payment is provided, namely, due to the regional coefficient or due to length of service. The amount of the pension will not change only in the second case, since the length of service is there and it will not go anywhere. As for the regional coefficient, if the coefficient is not applied at the new address of residence, it will not be taken into account when calculating the pension, which means the payment amount will decrease.

How are pensions calculated for northerners?
When calculating the northern labor pension, the calendar periods of service are taken into account, and not the grace periods corresponding to them. The total length of service includes periods of service, study and other periods. The maximum amount cannot exceed 3 minimum pension payments.
The northern pension when moving from the Far North to places with a normal climate is calculated in a new way. This is also true for the reverse situation. The size of the payment depends on the place of actual residence, and changes when changing the area. The northern length of service for pension remains unchanged.
