Federal law on labor pension: who is entitled to it, how to apply for it, the amount of labor pension

Where to start applying for an old-age pension

First of all, you should visit the Pension Fund to confirm reaching retirement age or length of service. After submitting all required documents, an application is submitted, which is reviewed within 10 days. To save time, it is recommended to start collecting certificates in advance (several months before retirement).

Where to go to apply for a pension

To apply for a pension, you should go to the Pension Fund unit at your place of residence or, if not possible, at your actual residence address. Recently, the most popular place, due to its time savings and simplicity, is the Multifunctional Center, through which you can also apply for a pension.

The application can be submitted either by the citizen himself or by a personal appeal from a representative who has documents confirming his authority. In addition, you can apply for a pension through the employer or using the Internet by visiting the Pension Fund website and following the link to your personal account.

When should I go and register?

We hope you understand that applying for a pension at the MFC in Moscow is possible only after the right to it has arisen. The key here is the type of pension, and in short:

  • insurance pension - as a rule, is paid to previously working citizens who have reached retirement age, accumulated the required number of pension points (30, but in 2020 - 16.2) and years of insurance experience (15, but in 2020 - at least 10 years);
  • funded pension - paid to citizens who have received the right to an insurance pension, subject to the formation of pension savings;
  • state pension - paid to federal employees, military personnel and socially vulnerable disabled categories of citizens (old people who do not have the necessary work experience, disabled people, disabled children, orphans in school, and so on).

Muscovites can apply for all these types of pensions through the State Budgetary Institution MFC of Moscow. They are expected at any time after they become eligible to receive payments. Have you been granted disability? Have you accumulated the necessary length of service and pension points? Are you following seniority? Run to the MFC to register!

Muscovites can apply for an old-age pension (insurance) in advance. You can submit documents before reaching retirement age, but not earlier than a month before the right to a pension arises (clause 90 of the Administrative Regulations, approved by Resolution of the Board of the Pension Fund No. 16 of 01/23/2019)

Terms and amount of accrual

To receive a pension, you must have an insurance period. For an old-age pension it is 9 years, and it is planned that until 2024 this minimum limit will increase annually. Accordingly, in order to receive old-age benefits, a person must first work a minimum mandatory number of years and earn a certain number of pension points, which affect the amount of the payment.

The number of pension points is determined on the basis of Federal Law. The same regulatory act determines that the minimum number of points in 2020 is 13.8 and until 2025 this figure will gradually increase to 30.

The basis for receiving a pension is the fulfillment of these two conditions, as well as the achievement of a certain age: 60 years for men and 55 years for women. Accordingly, an unemployed citizen cannot count on receiving such a pension.

Within 10 days from the date of receipt of the application and accompanying documents, the Pension Fund employee reviews the papers and makes a decision on the payment of an old-age pension or on the refusal of such provision. This period may be extended if the citizen has not provided all the papers. In this case, the calculation of 10 days begins from the moment the required document is provided. Moreover, the last papers must be submitted within three months from the date of submission of the application.

The old-age insurance pension is calculated from the date of application for it, but not before obtaining the right to such provision. Appointment ahead of schedule is allowed only in cases where the application was submitted within 30 days from the date of dismissal from work. In this case, the pension payment is calculated from the day following the day of dismissal.

The number of pension points (coefficient) is multiplied by the cost of one point and a fixed payment is added. It is impossible to determine the exact amount of such pension provision - depending on the number of points, the pension may decrease or increase. The maximum benefit amount is calculated by a specialist.

Conditions for calculating pensions

The assignment of a pension in our country is of a declarative nature. This means that until a person applies to the Pension Fund, no payments will be accrued to him. It is therefore important to find out in advance the conditions under which you will be entitled to apply for a state pension.

Who is entitled to an old-age pension and when:

  1. Men are 65 years old and women are 60 years old. This requirement will become fully operational only after 4 years, i.e. from 2023. Until this time, the age will increase gradually. There are categories of workers for whom the numbers have a different meaning. For example, civil servants learned about the pension reform earlier than others. For them, the age increases to 65 (men) and 63 years (women) starting in 2020. Or some citizens entitled to early exit.
  2. The work experience, which is also called “insurance”, in 2024 must be at least 15 years. Today it is still 10 years, but will increase every year.
  3. Individual score – 30 for 2025. This is a special pension coefficient, which is calculated using a formula and depends on many factors: length of service, amount of contributions, date of application for a pension. Today its minimum is 16.2 and it will gradually increase to 30.

I have already mentioned that some categories of citizens retire early. The list of professions and industries that provide such a right is approved by the Government of the Russian Federation.

Where and when to start applying for a pension? A month before the expected date when you can already receive payments, the Pension Fund will accept your application. We’ll talk about how to submit it and what to include in the list of required documents below.

But I recommend starting the process earlier than 1 month before your planned retirement. It may take time to receive supporting certificates: requests to other cities, enterprises, archives.

You can independently see whether your work activity is reflected correctly in your personal account in the Pension Fund. If you haven't started it yet, be sure to do so. You can use your login details to the State Services portal. In the office you will find all the information you need: about years, places of work, positions held. The insurance period and pension coefficient are also calculated there, and there is information about the funded pension, if you have applied for one.

Already at this stage, it is possible to identify inconsistencies or absence of certain periods of work in the work experience. Pension Fund employees advise all citizens, regardless of age, on issues of documenting a future pension. Contact them to help you create requests to correct existing records. If this is not done, payments will be assigned based on available information.

Labor old-age pension: emergence of the right to receive, procedure for applying and other nuances

So, acquiring the right to receive a labor-type old-age pension arises due to the fact that citizens of our country reach a certain age threshold - documented old age. Of course, upon reaching this age, they can still continue to work, however, due to the increase in the retirement age this phenomenon is unlikely to be observed.

The retirement age in the Russian Federation is rising inexorably, and was recently raised by five years for men and women respectively.

So, the age threshold for retirement varies according to the gender of candidates for pensioners:

  • for women it will be 60 years;
  • for men 65 years old.

Provided that the persons we are talking about have a certain amount of preferential length of service, then in this case, lowering the age threshold for them is possible by about 5-10 years.

So, the first mandatory condition for receiving a labor pension is reaching the age threshold indicated above. The second is the presence of work experience, which, according to the letter of the law, must be at least 10 years .

Please note: receiving an old-age pension is voluntary, or, in official language, declarative. The trick of the state is that no one will forcefully pay you a pension, spending budget money. Only if you contact the country's pension fund with the appropriate application will you be able to receive the funds you are rightfully entitled to.

You can submit an application to the Pension Fund as soon as you reach a certain age. However, it is also possible to submit during the one-month period before you become eligible to receive a pension ( that is, a month before your 60th or 65th birthday ).

What documents do you need to collect to receive an old-age pension?

To receive pension payments of each type, you need to collect completely different packages of documents, you need to keep this in mind

So, in order to receive a pension, you need to go to the Pension Fund and fill out an application for payment there. However, you also need to prove your right to receive it, which is usually done by providing the relevant official documents.

The main documents, in this case, among those that need to be provided will be:

  • work book of a citizen of the Russian Federation;
  • certificate of salary.

In this case, all information received about your work experience will be taken into account by the Foundation’s specialists as follows:

  • by studying information in the work book for the work period until the end of 2001;
  • starting from 2002, personalized records were kept using SNILS, therefore, this information is already available in the fund and will be taken by specialists from the official papers they have.

Employees of the department responsible for paying money to pensioners will be happy to tell you where to get this or that paper.

As for the salary certificate, it can be provided to the government agency in question for:

  • any five consecutive years during the period of work before 2002;
  • or for 2000-2001.

However, provided that during the specified two years the citizen held a position in any institution or was registered in the compulsory pension insurance system, then the certificate may not be provided, since information for the required time period is already available in the Pension Fund .

In addition to the main official papers listed above, representatives of the organization we are interested in may also require additional:

  • certificates from the last place of work;
  • papers confirming the change of surname;
  • other documents.

How do length of service and salary affect the final amount of monthly old-age pension payments?

So, citizens living in our country who retire have the following work experience:

  • accumulated before 2002, that is, total work experience;
  • counted after the specified date (insurance).

That is why the old-age pension is calculated over two time periods.

Thus, the nuances of calculating pensions before and now are seriously different, however, today both methods are used to determine the amount of payments due to people

Thus, for the period before 2002, the pension is calculated according to the previously valid legislative act, which in its formula took into account such nuances as:

  • experience;
  • the amount of wages.

Payments for the period after 2002 are calculated differently. It takes into account the specific amount of insurance premiums that were paid by the employer for a specific employee for a specified time period. All insurance premiums are paid to the Pension Fund for each employee of the organization. Now their value is 16% of a citizen’s salary.

How is the amount of the old-age labor pension determined?

Calculating the amount of a retirement pension is very difficult, and in each case it will depend on:

  • specific personal data;
  • rules regarding accounting for certain types of length of service and wages;
  • benefits specified for certain categories of citizens.

Let's give an example of a calculation to understand this issue in more detail.

Example

So, the “given” of our example will be as follows.

Review the problem to make it clearer to you exactly how the amount of pension accruals due to citizens is calculated

The pension recipient is a man, born on January 1, 1954, pension payments were assigned to him in 2014, upon reaching the age threshold of 60 years. As of the date of assignment of pension payments, the length of service was 38 years. Salaries for the position were the highest possible. The amount of funds transferred as insurance premiums for 2002 - 2013 is 235 thousand 994 rubles 41 kopecks.

Now let's look at the situation.

So, the total amount of the labor pension at the time of its appointment was 9 thousand 364 rubles 3 kopecks. This amount includes:

  • basic fixed amount of 3 thousand 910 rubles 34 kopecks;
  • insurance pension amount equal to 5 thousand 453 rubles 69 kopecks, which additionally includes a valorization amount of 1 thousand 089 rubles 31 kopecks.

It turns out that the employee’s length of service is only about 58% of the citizen’s pension payment.

What to Expect

According to the legislative initiative, since 2015 , the length of service required to obtain rights to pension accruals has been increased. So, if in 2014 it was five years , then today, in 2020, it is already 10 years , and then, until 2024, its value will only increase, up to the mark of 15 years .

The retirement age in the Russian Federation will increase, and the calculation system will change, this must be taken into account

In addition, length of service is now recorded using the individual pension coefficient, which currently should be 16.2 points.

Necessary documents for registration

To apply for an old-age pension, you must prepare a package of documents:

  1. Passport, residence permit and any other document that certifies your age, citizenship, place of residence.
  2. Documents that confirm the fact of your labor activity at specific enterprises and positions. In most cases, this is a work book, as well as agreements, contracts, certificates, military ID, statements, etc. Pay special attention to the correctness of their execution. The documents must contain the number and date of issue, full name and date of birth of the employee, information about the place, period of work, position. The seal and signature of the official is required.
  3. Information on average monthly earnings until 2002. You can choose any option. Or use information from your personal account with the Pension Fund for 2 years (2000 – 2001). If the income was small, or the work was unofficial, then you can ask the employer for a salary certificate for any 60 months before 2002, but subsequent ones in a row.
  4. Documents confirming non-insurance periods. This is the time that the employee did not make contributions to the Pension Fund, but it is equal to length of service. For example, caring for a small child, a disabled person, an elderly person over 80 years old, military service, being on sick leave and receiving unemployment benefits.
  5. Additional documents. For example, about changing your full name (marriage or divorce certificate), about disabled dependent family members, about working in hazardous conditions, regions of the Far North, etc.

In most cases, all the information necessary for calculating a pension is already contained in the personal account of the payer of contributions to the Pension Fund. Therefore, a complete set of documents may be needed only if the future pensioner does not agree with the available information and wants to correct or supplement it. Therefore, it is necessary to begin checking the entered data several months before the expected retirement.

Application Form

In addition to the basic package of documents required to receive a pension, a citizen must take care of filling out a special form. The following information is included in the application:

  • Full name of the applicant;
  • Identity document details;
  • SNILS number;
  • Information about the citizenship of the future pensioner;
  • Information about the applicant’s actual place of residence and information about his registration;
  • The reasons why a citizen has the right to apply for payments;
  • Type of pension provision;
  • Names of documents that confirm that a citizen has the right to receive cash payments from the state;
  • Applicant's contact details.

What documents are best prepared in advance?

The pension is assigned from the day the citizen applies to the fund to receive it.
At the same time, submitting just one application to a government agency is not enough; a person must provide a sufficiently voluminous package of documents that confirm work experience and earnings. All documents for receiving a pension are collected in advance so that the citizen has the opportunity to check the correctness of the information entered and the presence of all the necessary stamps:

  1. An application drawn up on a prepared form. This is a document of the established form, otherwise the Pension Fund employee has the right not to accept it for consideration. Errors and blots in the application are not allowed, it is for this reason that experts recommend taking the form home to fill in all the information without haste;
  2. Passport;
  3. Work book (only the original is accepted) and additional documents that confirm the citizen’s work activity;
  4. Salary data for any 5 years prior to 2002;
  5. SNILS, duly executed;
  6. Disability information (if available).

To confirm their employment, the applicant may be required to provide additional documentation - a copy of the company's registration certificate.

When changing the name, the citizen must additionally provide supporting documents, for example, a certificate of marriage registration or divorce.

If the applicant wishes to receive pension payments to a bank account, he has the right to additionally provide the Pension Fund with his bank card details.

Labor disability pension

The labor disability pension, as is perhaps clear from its name, is paid to people who have one of the three existing disability groups, that is, citizens who have limited labor capabilities.

In each specific case, the amount of payments will be determined depending on the group of disability; this determination has been made in our country since 2010 .

To receive the required pension payment, you must prove that you are entitled to it. The evidence will be the conclusion of a medical and social examination conducted in an official medical institution.

Nuances of conducting a medical and social examination

So, according to the letter of the law that is relevant for our country, a citizen whose disability has been proven and recognized by the relevant government bodies can receive a disability pension, provided that this person has work experience.

Recognizing a citizen as disabled is the responsibility of representatives of a medical and social expert commission, which determines one or another group of severity of disability.

Only federal medical organizations can grant the right to receive funds, that is, confirm a citizen’s disability

Only federal-level medical institutions that have the authority given by the Government of our country can conduct examinations of the nature that interests us.

The examination carried out to obtain a pension involves establishing the following nuances:

  • time of onset of disability;
  • duration of this condition;
  • the reasons for the onset of disability (whether the person intentionally made himself disabled in order to receive a pension);
  • current needs of a disabled person.

Citizens who, based on the results of an examination, have been assigned disability groups I–III and who have at least one day of work experience can receive a disability certificate.

Amount of disability pension

The amount of the pension payment of the type we are interested in will be calculated using a special formula that looks like this: PI = PC ÷ (T × K) + B.

  1. PI in this formula is the amount of pension that will be determined for the citizen.
  2. PC is the pension capital of a disabled person, the calculation of which is made on the day of the examination.
  3. T is the so-called survival period, that is, the period during which the citizen will begin to receive funds.

To calculate the amount of the labor disability pension, a specialized formula is also used

  1. K is the amount of a person’s insurance period divided by 180. So, if a person’s disability occurred before the age of 19, then the insurance period will be equal to 12 months. Every year the length of service will increase by 4 months, but in total its value cannot exceed 180 units.
  2. B – the basic pension amount established at the state level.

How to apply for a disability pension

The procedure associated with obtaining a labor-type pension for persons with disabilities can be completed in several main stages.

  1. First of all, it is necessary to visit a federal medical institution and obtain a doctor’s opinion that the person is disabled, which will indicate a specific disability group.
  2. The conclusion received from the doctors must be delivered along with a set of documents to the local department of the Pension Fund of our country, to which you belong at your place of residence.

By the way, the required package of documents attached to the disability certificate includes:

  • passport of a citizen of the Russian Federation;
  • SNILS;
  • work book, if available;
  • a certificate issued by the territorial branch of the employment center, provided that the citizen was registered with it.

You will need to submit an application to receive a pension payment from the pension fund.

Having visited the Pension Fund, you will also need to write an application for granting you a pension, indicating what documents you are attaching to it.

Some statistics

According to information provided by the Russian Pension Fund, the official number of disabled people in our country is 9 million people. The required data is confirmed by the amount of pensions paid to them.

However, the actual number of people with disabilities is thought to be on average 6 million more . At the same time, the required 6 million simply do not have the appropriate certificate in hand, and therefore do not receive a pension.

The situation is such that every year there are more and more disabled people in our country, whose age allows them to be counted among the still able-bodied population. It is believed that it is group II disability that occurs most often in our country today.

Take care of your health, lead a healthy lifestyle. Unfortunately, the disability pension is actually not able to provide all the needs of citizens who are disabled of one group or another, at a time when they need it most.

Document submission options

If you need specialist advice on collecting and processing documents to receive a pension, then the optimal place to submit your application will be the Pension Fund of the Russian Federation. This may be a territorial branch at the place of registration, stay or actual residence.

Please note that for citizens who have traveled abroad for permanent residence, the place of application is the main office of the Pension Fund of Russia in Moscow.

If everything is clear with the documents, then it is not necessary to personally visit the fund’s branch. You can use other methods:

  1. Personal account on the Pension Fund website. There you submit your application electronically. You will still have to take the original documents directly to the department to present them.
  2. MFC. This may be convenient geographically, but the center may not be able to advise you on the sufficiency of the set of documents and the correctness of their execution. Therefore, it may take longer.
  3. Through a trusted person. For example, a future retiree is on a long business trip abroad or undergoing treatment in a hospital. In this case, he should issue a power of attorney for someone and be sure to have it certified by a notary.

You can send documents by mail or through your employer.

Help from a Pension Fund employee

When submitting documents to the Pension Fund, a citizen has the right to count on receiving assistance from an employee. For example, a specialist accepting applications to the Pension Fund is obliged to:

  1. Check the correctness of all documents, assess the accuracy of the information entered into them, and their completeness. If necessary, suggest which documents are missing.
  2. Explain how to submit a request to archival authorities. Often the only document that allows you to clarify a person’s real work experience is an archival extract.
  3. Advise on how to send a request to a former employer to obtain confirmation of insurance coverage.

Procedure for admission and consideration

Current legislation establishes that there are no restrictions on filing an application, with the exception of the requirement to reach retirement age. The document may be accepted ahead of schedule, but not earlier than a month before the moment when the right to payments arises.

The application is considered within a period not exceeding 30 days. But as a rule, it takes no more than 10 days. The date of assignment or start of payments is the date of filing the document. Accordingly, applying later than reaching the age at which social benefits begin to be paid automatically deprives you of payments for the missed period.

An exception to this rule is when a citizen applies no later than a month after dismissal. But even in this case, the requirement to reach retirement age remains valid.

If the documents for granting a pension were sent by mail, the sender will receive a notification receipt after a certain period of time. The same document can be issued in person when contacting the Pension Fund in person or sent to an email address when sending documents via the Internet.

Components of a pension

Today, pension payments include 3 main components. Among them are:

  • base part;
  • cumulative;
  • insurance

These payments will be used to determine the amount of state support for the population. What does each of them mean?

The basic part is a fixed payment of funds established by the state. It is necessary to maintain the life of the population.

The funded part is, one might say, the contributions made by the employer on behalf of the citizen. Contributions to the Pension Fund. A person has the right to make appropriate contributions himself. The funded portion of the pension is determined by the amount of all contributions made.

The insurance part of the pension is a kind of compensation for working in Russia. This is what they call labor. Depends on the duration of work, salary for a particular position, as well as the age at which the pension was assigned.

How to calculate?

This year, a new scheme for determining the amount of pensions began to be used. It looks like a complex mathematical operation, but in fact it is quite possible to do the calculation yourself.

If you don’t want to do the calculations manually, there is also a way out. On the websites of the Pension Fund and the Ministry of Social Protection you can find a calculator for automatic calculation.

This is what the calculation formula looks like:

  • INSURANCE PENSION = AMOUNT OF ACCUMULATED PENSION POINTS x PENSION POINT PRICE + BASIC PAYMENT.

Points

When calculating them, the size of the salary, or more precisely, the part from which contributions are paid, is especially important. The higher it is, the greater the number of points. But there are limitations. In 2020, the annual score could not be more than 7.39.

In addition, for some periods of activity there is a special points system.

Accounted for each year:

  1. 1.8 points – conscript military service, caring for a disabled person (group 1 or a child), an elderly person (80 years old), the first child under 1.5 years old (one of the parents).
  2. 3.6 points – 2 children;
  3. 5.4 points – 3 and 4 children.

If you retire later than expected, points are added for each year of such delay.

Point price

In 2020, 71.41 rubles are due per point. Each year this amount will be set by the state.

The minimum payment for today is RUB 4,383.59. For some categories this amount increases. For example, those who have dependents, residents and workers of the Far North.

So, the payment currently assigned is equal to the amount of points multiplied by 71.41 rubles. with an increase of RUB 4,383.59.

What should a future pensioner do on his own?

To retire, a citizen must complete a number of actions:

  1. Check that the work book is filled out correctly. This document must be free of marks and corrections, seals must not be smudged, and all entries must be easy to read. When the owner of the book changes his last name, this information must be reflected in the document with a mandatory indication of the basis for indicating such information;
  2. Make sure all entries are entered correctly. In practice, a situation often occurs when, according to records, a citizen gets a job in one company, and the record of his dismissal is certified by the seal of another company. As a rule, such discrepancies arise in connection with the reorganization of the company, about which an appropriate entry must be made. In the absence of such information in the work book, the applicant must additionally provide certificates received from the receiving organization.
  3. Confirmation of insurance experience from salary. If a citizen sees that there are no records in his work record about a certain period of work, he can confirm the existence of insurance coverage by contacting the organization where he worked (in this case, the period that has passed since the dismissal does not matter). Upon liquidation of a company, a citizen can make a request to the archive, having previously consulted about the availability of the documents he needs.
  4. Collect documents for the first visit to the Pension Fund. During the first appointment, the specialist must examine all the documents and advise whether the citizen will need to provide additional certificates and statements to confirm his insurance record. If a citizen applies to a government agency in advance, then by the time his pension is issued, he will have collected a full package of necessary documents, which will allow him to receive all due payments without delay.

Social pension

The conditions for assigning pensions are varied. Not all citizens can achieve the required work experience by retirement age. In this case, they can count on a social pension.

But it is still necessary to meet several simple conditions. Namely:

  1. A citizen must have Russian citizenship for at least 15 years. Or permanently reside in the country for the previously specified period of time.
  2. Reach a specific age. All citizens are entitled to a social pension, but it is paid later than the labor pension. Women receive it at 60, and men at 65.

There are no more requirements. The size of the social pension will not be as high as in the case of labor payments.

What are the main pension supplements available to Moscow pensioners?

Pensioners living in Moscow at their place of residence or stay may qualify for one of two main pension supplements:

  • non-working pensioners may qualify for a regional social supplement to their pension;
  • working pensioners who have lived in Moscow at their place of residence for 10 years or more receive a monthly compensation payment towards their pension.

In addition, some categories of citizens are provided with additional monthly payments towards their pension. Such payments are provided for:

  • heroes of the USSR and Russia, full holders of the Order of Glory;
  • heroes of Socialist Labor and Labor of Russia, full holders of the Order of Labor Glory;
  • disabled people and participants of the Great Patriotic War;
  • participants in the defense of Moscow;
  • patients with pituitary dwarfism (Lilliputians) and disproportionate dwarfs;
  • children whose parents died as a result of terrorist attacks, man-made and other disasters;
  • veterans from among the flight test personnel;
  • citizens who have merit in the field of physical education and sports;
  • citizens with merit in the field of culture;
  • persons born between January 1, 1928 and September 3, 1945 are “children of war.”

Calculation of the surcharge amount

Calculation of the surcharge amount

With Moscow bonuses, not only the pension is taken into account, but the total amount of funds paid to the applicant by the city. Monthly social payments, monetization of services and all types of additional support are taken into account.

In the case where a citizen has not lived in Moscow for more than 10 years, the city only compensates the difference between total income and the cost of living. If we take into account that the minimum possible pension is about 6,100 rubles, then the maximum additional payment will be up to 6 thousand rubles for visitors and up to 11.4 thousand for permanent residents of the capital.

For each case, the amount is calculated individually.

Annual indexation

Indexation of old-age insurance pensions for non-working pensioners

The increase in pensions of Muscovites takes place in three stages. The first step is the January indexation, which takes place throughout the country at the beginning of the year for non-working old-age pensioners. In 2020, the growth rate was 7 percent, or about a thousand rubles per month.

The second step was the April increase in social pensions. These include pensions for the disabled and those who have lost their breadwinner. For 2019, the indexation amount will be “percent.”

Finally, in August, insurance pensions will increase for those pensioners who worked in 2020. The increase during recalculation will be small - as last year, up to three pension points or 261.72 rubles.

What documents to submit

The list of documents required for calculating an old-age insurance pension can be found on the government services website.

It includes:

  • Application, which is drawn up in the form established by law ()
  • SNILS
  • Documents confirming work experience and income for the last 60 months of work (before January 1, 2002)
  • A mandatory document for calculating an old-age insurance pension is a passport of a citizen of the Russian Federation

Foreign citizens applying for such security in Russia submit documents confirming their residence permit in the country.

What is the amount of the pension supplement for non-working pensioners and who can receive it?

The regional social supplement to the pension is set to the city social standard - 19,500 rubles per month, if the non-working pensioner has been registered at his place of residence in Moscow for a total of at least 10 years.

If a pensioner has been registered at his place of residence in the capital for less than 10 years or is registered at his place of stay, the regional social supplement to the pension is set to the pensioner’s subsistence level in Moscow (in 2020 it is 12,578 rubles per month).

Any Moscow non-working pensioner receiving a pension or lifelong allowance in the city of Moscow (regardless of the type of pension received and the body to which it is paid) can receive a regional social supplement to their pension.

Possible difficulties during registration

If all conditions are met and the submitted documents are properly executed, problems, as a rule, do not arise.

Here are just a few examples of difficulties that are possible if you are not responsible enough for your retirement:
