A prosecutor's investigation into the local offices of the Pension Fund and the Social Insurance Fund revealed that some employees violated the law by concealing information about their income and property they owned.
Thus, 7 employees of the funds did not indicate the cars they owned, 16 employees hid the income they received last year, 4 did not indicate the shares of OJSC Bashneft and LLC Sakmar-Invest that they and their spouses owned.
“In addition, it was established that employees of the foundations and their spouses were the founders of commercial organizations and, contrary to the requirements of the law, did not inform their management about this,” the prosecutor’s office of the Republic of Bashkortostan told GOROBZOR.RU.
And 11 civil servants owned securities, which, in accordance with the Federal Law “On Combating Corruption,” were supposed to be transferred to trust management.
Representations were made to the heads of the funds, based on the results of which 14 officials were brought to disciplinary liability.

MOSCOW, July 27. The Russian Ministry of Labor has prepared a draft federal law “On amendments to certain legislative acts of the Russian Federation regarding increasing the retirement age for certain categories of citizens.” The press service of the department reports this.
The bill provides for changes in the conditions for assigning a pension for long service (a monthly supplement to the pension) to persons who held positions in the federal state civil service of the Russian Federation, municipal employees and the establishment of a monthly supplement to the pension to persons who held government positions in the Russian Federation (including ministers, deputies, senators ), government positions of the constituent entities of the Russian Federation and municipal positions.
“Today, a long-service pension for a civil servant is established at any time after the appointment of an old-age or disability insurance pension,” noted the Minister of Labor and Social Protection of the Russian Federation Maxim Topilin. “Now we are stipulating that the age at which civil servants will be able to apply for a long-service pension will be increased to 65 years.”
At the same time, in relation to persons who have been assigned disability insurance pensions, it is proposed to maintain the current procedure and in this case assign pensions for long service, regardless of age. “At the same time, it is proposed to increase the minimum length of civil service that gives the right to a pension for long service – from 15 to 20 years,” he said.
Since the Federal Law of July 27, 2004 No. 79-FZ “On the State Civil Service of the Russian Federation” established the age limit for the state civil service at 60 years, simultaneously with the increase in the retirement age, it is envisaged to increase the age limit for the civil service to 65 years. Similar changes are being made to Federal Law No. 3-FZ of May 8, 1994 “On the status of a member of the Federation Council and the status of a deputy of the State Duma of the Federal Assembly of the Russian Federation,” which establishes a monthly supplement to the old-age (disability) insurance pension.
“The new law plans for senators and deputies to establish a monthly supplement to their pension, firstly, not earlier than they reach 65 years of age, and secondly, after three years of work, and not one, as now,” he added.
Also, the draft federal law proposes not to assign an old-age insurance pension until a citizen reaches the age of 65 (and if such a pension was assigned before the law came into force, then not to pay it) during the period of filling positions for which a high or average level of salary (monetary remuneration) - government positions of the Russian Federation, government positions of a constituent entity of the Russian Federation, municipal positions filled on a permanent basis, positions of the state civil service of the Russian Federation of the highest group of positions, top positions of the municipal service, as well as positions of the federal state civil service in individual departments. In this regard, Topilin recalled that a pension, by its legal nature, is compensation for lost earnings and its payment should be related to the receipt of earnings.
“If earnings are not lost, the payment of insurance pensions formally loses its direct purpose, since in this case there is nothing to replace,” the minister concluded.
Prime Minister Dmitry Medvedev previously instructed relevant departments to work on the issue of raising the retirement age for officials and deputies; the results were to be presented on June 15. During the annual report on the work of the government in the State Duma, Dmitry Medvedev agreed with the opinion of the deputy who asked the question that if the retirement age is raised in Russia, then this can be done with officials and deputies.
“I agree with you that a significant part of the State Duma deputies and civil servants are, in principle, in no hurry to retire and are ready to work for a long time. If they are ready to work for a long time, then why not create such an opportunity, especially since a number of decisions have been made on this topic,” Medvedev said.
Emphasizing the need for reforms, the prime minister recalled that the current retirement age - 60 and 55 years for men and women, respectively - was established in 1932. “At the same time, the average life expectancy then was 35 years,” he noted.
