Regulatory regulation
All archives of the Russian Federation operate on the basis of the Federal Law “On Archiving in the Russian Federation” dated October 22, 2004 N 125-FZ. Establishes a system for storing and providing documents, statements and information.

Currently, no such distinction is made for work activities occurring after 2002. Confirmation of length of service for working in the Pension Fund of the Russian Federation is carried out by obtaining a certificate from the enterprise where the future pensioner works. If the activity took place in different organizations, then, as a rule, more requests will need to be made to obtain a document for the Pension Fund. How to obtain a certificate from the Pension Fund of the Russian Federation?
If an organization’s personnel officers encounter difficulties in calculating the terms of an employee’s employment, they can use the Pension Fund of Russia database. After all, it contains information about contributions to the Social Insurance Fund related to the insured employee.
A request is also sent to the territorial branch of the Pension Fund of the Russian Federation in the case when, for a certain period, employment data is confirmed only by witness testimony. It will need to be supported by documents indicating the loss of other evidence of work activity.

When is the certificate provided?
To send data on an employee regarding the terms of work to the Pension Fund, the employer is given Art. 62 TK three days, as well as to respond to all other requests. Since the archives store a huge amount of various documentation on various topics, the certificates issued also differ in type: archival salary certificate; about work experience; about family composition and registered persons in the residential premises; about civil status; genealogical and others. If the municipal archive is not an independent legal entity, then the archival certificate is certified by the seal of the local government body. An archival certificate, which is issued by the organization's archives, is drawn up in the prescribed form on the organization's letterhead, signed by the head of the organization or a person authorized by him (based on the issued order and the issued power of attorney) and certified by the organization's seal.
An archival certificate can be issued in electronic form, in which case it is certified by an enhanced qualified electronic signature of the head of the organization or another person authorized by him. If drafted correctly, there is no limitation on the duration of its validity.
