“Putin’s” payments and maternity capital: changes in 2020


Indexation of maternity capital is carried out at the state level every year, reports are kept and a table is compiled. 10 years ago, the fixed amount for payment to mothers was 250 thousand rubles with an issued certificate, indexation was carried out every year aimed at the needs of the family, the increase was more than half and this year the rate goes to 453,026 rubles.

The last recheck and increase was noted on January 1, 2015 - by 5.5% (according to the certificate, it was from 429 to 453 thousand rubles). Last year, there was no increase in funding, since the state had a difficult economic situation; instead, one-time compensation was allowed to families with an already issued certificate. This year a freeze on maternity capital has already been signed.

Freeze for three years

The State Duma adopted a law regarding indexation, which stated that until the beginning of 2020 the provisions on recalculating funding for family payments according to inflation would be stopped, TASS information confirms.

The innovation suspends the effect of the relevant regulations in the Federal Law “On additional measures of state support for families with children.”

The bill also establishes a certain indexation of financial assistance in order. From now on, every 2 months of the year, each payment is rechecked according to the coefficient established by the state. The amount is now calculated taking into account the comparison of consumption prices of previous years. This year, payments are made according to inflation forecasts, regardless of the timing.

When a minor in a family of 2 or more children turns three years old, the mother or father can claim maternity benefits in 2017, which amount to 453,026 rubles.

What will be the indexation of maternity capital in 2020?

For the first time, Russian citizens had the opportunity to apply for maternity (family) capital, which was then still 250,000 rubles, at the beginning of 2007, when the all-Russian program had just begun to operate. In subsequent years, the payment was regularly indexed in accordance with the increase in the price level in the country (in other words, in connection with the increase in the level of inflation in the Russian Federation - the depreciation of the Russian ruble). But at the end of 2020, the Russian authorities announced an economic crisis and a lack of funds in the country’s budget, which provoked the cancellation of further growth in the amount of maternity capital.

Since 2020, the amount of maternity capital has been “frozen” at the level of 453,026 rubles, i.e. in fact, maternity capital has now depreciated by at least 30% due to the fact that over the past 4 years Russia has seen unprecedented inflation rates (i.e., in theory, maternity capital should now be almost 600 thousand rubles, excluding indexation for 2020 ).

To restore the value of the certificate for family capital, the government announced the long-awaited indexation of the amount - however, by 3% instead of 4% (this is the level of consumer price growth recorded this year). The decision is final, i.e. families can already count on the fact that from 2020 the amount of maternity capital will not be 453,026 rubles, but 466,617 rubles.

Whether its size will increase in the future is still unknown. However, it is expected that indexation will continue taking into account the following increasing factors:

  • by 4% in 2021 (payment amount will be 485,282 rubles
    );
  • by 4% in 2023 (payment amount will be 504,693 rubles
    ).

Indexation of registered maternity capital

When family capital is first issued, the amount corresponding to the current rate is indicated, and for some this is not clear, it is generally accepted that money must be issued according to certification.

Those who already have a certificate are in no hurry to withdraw funds immediately, expecting that this amount will increase next year. In fact, the indexation of state support does not depend on the moment of receipt of rights to these finances; the Pension Fund receives this budget money after the family submits a request to receive the funds.

For example, if a mother received a certificate seven years ago, at that time the rate was 343,378 rubles, but they wanted to spend this amount on needs only in 2014, at that time the rate for family payments was 429,408 rubles, then the family receives the amount that valid at the moment you want to receive it, which is very convenient.

A guardian or biological direct relative can apply for financial assistance after 3 years of the birth of the second and subsequent children, but this money can be spent and withdrawn at any time.

Parents do not look at the amount that is indicated on it at the time of receipt of the certificate; it indicates the rate in force in a given year. For example, a 2020 certificate indicates one amount, and another is issued in a certain year at a rate.

The rate for the current year is determined by parents themselves; you can personally contact the Pension Fund or the official website of government services.

Indexation of an already issued maternity capital certificate

If everything is more or less clear with the indexation of capital before receiving it, then what about the indexation of already registered capital for which a certificate has been received? Its recount by authorized bodies is also possible. As mentioned above, a mandatory detail of the certificate is the amount for which it was issued. Many citizens are misled by this amount, because they believe that this amount is final and is not subject to indexation. After all, in essence, the document certifies the right to receive mat. capital exactly in the amount indicated therein.

However, it is possible that a family received a certificate, for example, in 2014. However, I decided to use it only in 2021 (due to a variety of reasons - the need to build housing, educate a child, and so on). Will there be a recount in this case? Definitely yes. When you contact the Pension Fund with an application for the use of maternity capital, it will be indexed, which will be immediately reported to the recipient . In this case, the amount indicated in the certificate does not matter.

Indexation of the balance of state aid

Those who receive payments for mothers think about how the amount of government assistance received changes and how the balance is indexed if the subsidy has not been fully spent at that time, for example, during the first payment on a mortgage loan or bank debt.

The balance is indexed in the same way as family payments. For example, in 2011, when the rate was 365,698 rubles, and the family spent an amount of 120,000 rubles on the needs to improve living conditions, but the balance in the capital will be 245,698 rubles, while:

  • In 2012, a recheck takes place, then the amount increases and becomes 260,440 rubles.
  • Next year, the remaining amount is subject to indexation again and amounts to 274,764 rubles.

The state will calculate the index until the subsidy is spent in full. The family can calculate their balance personally; for this purpose, on the government services website there are special calculators and diagrams that show the balance and calculate the cost of the subsidy at the moment, but it is difficult to calculate them, since they require economic knowledge and consideration of nuances.

To get correct calculations, you can personally contact the Pension Fund; it has a special calculator and, if you have family data, it accurately indicates the amount spent, received and the amount that will remain for today and next year, so that the family can plan their payments.

How is maternity capital indexed?

Maternal capital is indexed automatically by the amount of annual inflation. A single indicator of annual inflation is calculated annually by the Ministry of Labor and Social Protection of the Population of the Russian Federation. Unlike indicators of the minimum subsistence level or minimum wage, which may vary in different regions, the indicator used to calculate indexation is uniform, and it is valid throughout Russia.

In December 2020, a law was signed suspending the indexation of maternity capital until January 1, 2020. Previously, indexation was carried out based on the percentage of inflation (5-5.5%) annually. Since 2008, the amount of maternity capital has been as follows:

How is maternity capital issued?

According to the current law of the Russian Federation, not every citizen can receive maternity capital; the following have the right to do so:

  1. Mothers who have Russian citizenship, if the child was born for the first time since 2007, are classified as adoptive parents and guardians.
  2. Fathers who have Russian citizenship and have a court decision on adoption and guardianship of several children. But the court decision must be available no earlier than January 1, 2007.
  3. A child who has not reached the age of majority (if there are several children, the shares are equal), or a person studying part-time at a university, but has not yet reached 23 years of age, if the mother and father have limited rights, died, cannot receive maternity capital.
  4. Fathers (adoptive parents) of several children; in this case, current citizenship is not taken into account if at that time the mother lost her rights to the child or died.

Since payments at the updated rates will be frozen for three years, the state proposes to pay lump sum money to families with an existing certificate. The amount of such payment is 20 thousand rubles. But this amount can be spent for purposes other than those described in the law. The payment is not permanent.

Currently, Russian citizens planning to have a child or already having one or more children know only that the maternity capital program is planned until 2021 inclusive, and the amount of payment has not been indexed (increased) since 2020 - that is, for 4 years .

However, after the announcement of Vladimir Putin’s message to the Federal Assembly on January 15, 2020, the State Duma prepared to approve the following changes to the family capital payment program by order of the President of the Russian Federation:

How to get maternity capital?


Contacting the Pension Fund of Russia
To obtain maternity capital, you need to contact any branch of the Pension Fund of Russia, regardless of your place of permanent registration.

To do this, you need to submit an application for a certificate. You can submit an application:

  • on one's own
  • through a proxy
  • send by mail
  • send through your personal account on the website of the Russian Pension Fund

The application can be submitted at any convenient time, even immediately after the birth or adoption of the child.

Latest changes in the program

In addition to the fact that the mat capital program was expanded and extended, the following changes came into force:

  1. From April 15, 2020, a certificate can be obtained without an application: the Pension Fund itself will request information from the registry office.
  2. From 2021, the period for considering an application for obtaining a certificate and disposing of funds will be reduced to 5 and 10 working days, respectively.
  3. To use maternity capital for a mortgage, an application for disposal can be submitted directly to the bank. The credit institution will independently provide the necessary documents to the Pension Fund.
  4. Mat capital can now be spent on the construction or reconstruction of a residential building (individual housing construction project) on a garden plot. In addition, you can receive compensation for such construction from the certificate funds.

From January 1, 2020, according to Art. 1 of Law No. 205-FZ of 08/02/2019, the procedure for paying monthly benefits for the second child from maternity capital funds (the so-called “Putin payments”) has changed:

  • the threshold of average per capita income at which a family can receive it has increased to 2 subsistence minimum wages for the working-age population in the region, which was established in the 2nd quarter of last year;
  • The payment period has increased to 3 years from the date of birth of the child.

From February 14, 2020, maternity capital when purchasing real estate or participating in shared construction can be directed to escrow accounts.

Most of the changes in 2020 affected the management of maternity capital funds for improving housing conditions .

Thus, on March 29, 2020, the following changes came into force:

  1. The Pension Fund independently checks the suitability of the purchased housing for living: for this purpose, Pension Fund employees will request relevant information from local governments and other institutions.
  2. You can apply for a targeted loan or loan only in:
      banking and non-banking credit organizations under the supervision of the Central Bank;
  3. credit consumer cooperatives (including agricultural ones);
  4. JSC "Dom.RF"
  5. If maternity capital is allocated for the construction of a residential building, the owner of the certificate can provide the Pension Fund with not only a construction permit, but also a notification about it.

On March 29, 2020, Law No. 37-FZ of March 18, 2019 came into force, which amended some provisions on maternal capital:

  • Now the Pension Fund must independently check whether housing purchased with MK funds is suitable for living (Clause 1.3, Article 8 of Law No. 256-FZ);
  • targeted loans for the purchase of housing were allowed to be taken not only from credit institutions, but also from consumer cooperatives, as well as from JSC Dom.RF (Clause 7, Article 10 of Law No. 256-FZ);
  • instead of permission to build a house, you can present a notice of its availability (clause 4, clause 1.1, article 10 of law No. 256-FZ).

Purposes for which maternity capital is provided in 2019-2020. (what his funds can be spent on) have not changed. In addition to monthly benefits, state payments can be used to educate children, solve problems with family housing, adapt a disabled child, or provide a mother's funded pension.
