Application deadline
The period for assigning an insurance pension is regulated by Article 10 of the Federal Law “On Insurance Pensions” dated December 28, 2013 No. 400-FZ. Payments are assigned from the moment of application, but not earlier than the person has rights to this pension, that is, from the day the conditions of assignment are met.
The moment of application will be considered the day when the citizen sent an application with the attached package of documents to the Pension Fund. In the case of submitting documents through Russian Post, the date indicated on the postmark is taken into account; in the case of submitting documents through the MFC or electronic resources, the date of submission of the application through the named service.
When can a soldier apply for a pension?
For military personnel, as well as employees of the Ministry of Internal Affairs, the Ministry of Emergency Situations, the prosecutor's office and other persons listed in the provisions of Law 4468-1, a special procedure for obtaining a pension is provided. Unlike the general category of citizens, military personnel and persons equivalent to them can apply for a pension in one of the following cases:
- upon reaching 45 years of age , with at least 12.5 years 25 years of total work experience ;
- with 25 years , regardless of age and total work experience.
Military personnel apply for a pension not to the Pension Fund, but by submitting documents to the military commissariat at their place of residence. As in the general case, a military man can submit documents to apply for a pension at the time of acquiring the right to this type of payment.
Deadlines for submitting documents and considering applications
If, when submitting an application, it turns out that an incomplete package of documents was attached to it, all missing papers can be provided later. If the documents are submitted within 3 months, then the moment of applying for a pension will be considered the day of receipt of the application (date on the stamp, etc.).
The Pension Fund of the Russian Federation must consider the application within 10 working days. The countdown will begin from the moment the required package of documents is received by the territorial office of the Pension Fund. The same deadlines are established for studying additionally received documents, including those that were requested by the Pension Fund of Russia in other institutions.
The time for consideration of a received application may be frozen, but not longer than 90 days. This can happen in cases where additional checks are ordered, files requested from third institutions (for example, in archives) are expected.
When the territorial department of the Pension Fund of the Russian Federation refuses to assign payments to the applicant, he is obliged to notify about this within 5 working days after the refusal. The Pension Fund must also state the reason for the refusal, explain the procedure for appealing its decision and return all attached documents to the applicant.
Indexation is one of the reasons for changes in the amount of payments in 2020
Regular increases in social benefits, in accordance with inflation, are aimed at maintaining the same standard of living while prices rise. In 2020, indexation was carried out three times in the Russian Federation: in January, February and April. At the same time, the coefficient of increase in benefits is approved by the Government of the Russian Federation.

In 2020, the cost of a point increased by the established coefficient - 87.24 rubles per 1 IPC. The fixed share of the pension was 5334.19 rubles. The basic portion has also increased for people with disabilities, based on the assigned group:
- for the first - 10668.38 rubles;
- for the second - 5334.19 rubles;
- for the third - 2667.09 rubles.
The amount of social payments has changed since 04/01/19.

Indexation for non-working pensioners
For unemployed pensioners, regular indexation of payments is provided. However, it does not always contribute to increasing the amount of payments. Changes in the legislation on the recalculation of benefits below the subsistence level (MSP), which came into force in April 2020, did not bring an increase to pensioners and caused fair dissatisfaction. As a result, the President of the Russian Federation adopted a new accrual algorithm. For example, a person is entitled to a pension of 8,000 rubles, while the regional PMP is 9,000 rubles. Before indexation, the pensioner was given a monthly bonus, bringing the total amount to the optimal level (9 thousand). As a result of the increase, taking into account inflation (by 7.05%), the payment amounted to 8,564 rubles, that is, in fact, accruals for the pensioner remained at the same level and amounted to 9 thousand rubles.
By order of the President, the new calculation algorithm involves increasing benefits to the minimum and subsequent indexation. That is, the pensioner’s accruals will be increased to 9 thousand rubles and then increased by 7.05%. The total amount will be 9634.5 rubles. The adjustment will also be made for the previous period (January-April 2020). The recalculation must be completed by July 1, 2020, in accordance with Federal Law No. 49 on amendments to Article 12.1 of Federal Law No. 178 dated July 17, 1999. Pensions calculated using the new algorithm will begin to reach recipients in May 2020.
Increase for working pensioners
For employed pensioners in 2020, indexation (basic part and IPC) was cancelled. The Government justified this step by the deterioration of the financial situation in the country. In the future, when the economic situation stabilizes, it is planned to resume increasing payments to working pensioners, taking into account inflation. However, you shouldn’t count on this until 2020.
ATTENTION! When a person is fired, he is recalculated taking into account the missed indexations. If a citizen starts working again, a reverse reduction in benefits is unacceptable.
In this case, recalculation is carried out automatically; there is no need to contact the Pension Fund. The adjustment is made from the first month of leaving work, the new benefit amount is accrued after 3 months. The change in the amount of payments to employed pensioners is due to an increase in savings points - the contributions transferred by the citizen are added to the available amount. The adjustment is made on August 1st; you do not need to submit an application for this. A person can always check the number of points in the Pension Fund.
The insurance pension is determined by the formula:
SP=SPdk+IPK*STipk
- SP - payment amount;
- SPdk - benefit before changes (as of July 31 of this year);
- IPK - number of pension points;
- STIPK - the cost of 1 IPC on the day of settlement.
Recalculation of the funded pension is carried out through additional contributions and investment.

- N - savings at the beginning of July of this year;
- T is the number of months of the expected payment period. In 2020 it totals 252 months.
In Art. 18 Federal Law No. 400 provides the maximum points:
- for citizens with basic pension provision and an emerging funded share, the IPC is allowed no higher than 1.875;
- for people without savings, the maximum is 3.0.
It follows from this that with the highest income, the increase in 2020 will be no more than 261.72 rubles.
An example of calculating benefits for a pensioner after dismissal, taking into account indexation
The citizen reached retirement age in 2020, but continued to work. By this time, he had accumulated 85 IPCs. In 2020, his pension was: 4558.93 (base) + 85 * 74.24 (IPC cost) = 10869.33 rubles. During his working life after retirement, the citizen earned 6 more points, that is, their total number was 91 IPC (85+6). Only 3 indexings were missed by the person. He resigned in January 2020. The Pension Fund will make adjustments taking into account the current year’s indicators. The pension for a citizen will be: 91 * 87.24 + 5334.19 = 13273.03 rubles. The new payment amount will be received by the recipient in March or April 2020, taking into account previous months (from January 2020).

Payment terms
The timing of payment of the insurance pension for the loss of a breadwinner is regulated by Article 22 of the Federal Law “On Insurance Pensions of the Russian Federation” dated December 28, 2013 No. 400-FZ. According to the article, insurance payments are assigned for the time during which a person is considered disabled or for an indefinite period.
The accrual of an insurance pension in connection with the loss of a breadwinner begins from the moment of his death, if the application for this payment was sent within 1 year from the date of death. If the application was sent later, the pension will be accrued 1 year earlier than the day on which the application was sent to assign the agreed payment.
When can you apply for an old-age pension?
The vast majority of pensioners in the Russian Federation are recipients of old-age pension payments, one of the main requirements for the appointment of which is that the citizen reaches retirement age. At the same time, an old-age pension can be paid both to persons with experience and to citizens who do not have a sufficient number of years of work experience. Also, an old-age pension can be assigned early, until the person reaches the generally established retirement age. In each of the above cases, the period for applying for a pension will be different. Applying for an insurance pension
A citizen can apply to the Pension Fund for the assignment of an insurance (labor) pension at the moment when his age and work experience simultaneously fulfill the following requirements:
- The applicant's age is 60/65 years (F/M) or above.
- The citizen's work experience is at least 11 years.
- The IPC indicator accumulated by a person during his working life is equal to or higher than 18.6.

While you are working, your pension is indexed, but paid without indexation.
In the payer’s Personal Account on the Pension Fund’s website, you see the real amount of the pension, how it accumulated during your work, if you work after receiving your pension.
By law, in Russia pensions are indexed three times:
— February 1 – insurance (formerly labor);
— April 1 – social (and indexation applies to both non-working pensioners and working ones);
— August 1 – pensions of working pensioners.
Indexations are usually small. But when they add up, it turns out that at least 500-700 rubles are added to the pension annually, and if the salary is good, even more.
When you quit, your pension will “absorb” all the indexations.
Therefore, in your Personal Account you see one pension amount, and if you continue to work, they pay you less.
The numbers indicated in your Personal Account are the size of your future pension.
After dismissal, three months must pass - this period is taken by local PFR client services for data processing. But even during this time the bonus will be paid.

What is the procedure for submitting documents
An insurance pension is not automatically assigned after a citizen becomes entitled to it. The future pensioner is required to submit a corresponding application in which he expresses his intention to exercise his right.
It should be remembered that only citizens who meet certain criteria related to the amount of insurance experience, accumulated pension points and reaching the required age can count on receiving an insurance pension.
In 2020, the necessary requirements for a potential recipient of pension insurance are as follows:
- age – 55.5 years for men, 60.5 years for women;
- work experience – 10 years (minimum);
- IPC – 16.2.
It should be noted that representatives of certain areas of activity (for example, those employed in industries hazardous to health and life) in accordance with the law have the right to early receipt of material payments.
If a citizen meets the criteria under consideration, then care should be taken to collect the necessary documents to receive a pension.
The number of papers should include those that fully confirm the presence of work experience in a particular place. This could be a work record book, extracts from orders, employment contracts, receipts for assigned wages, and so on. If there are children, citizens present their birth certificate.

If there are grounds for calculating allowances, other documents may be required.
Increase upon completion of seniority
Current legislation does not provide for additional payments for long-term employment (for example, 40 or 45 years). Regulatory legal acts consider certain specific situations in which pension payments increase:
- Awarding the title “Veteran of Labor”. Indirectly, such an increase in pension can be considered additional payment for length of service, since a veteran’s certificate is issued precisely for long-term work. Such appointments fall under the competence of regional authorities, and not the Pension Fund, so the size of the increase varies depending on the place of residence of the recipient of the payments.
- Continuation of work activity. Pensions for working pensioners are reviewed annually on August 1 in order to index them in connection with an increase in accumulated length of service. The maximum increase is 3 points (individual pension coefficient - IPC).
- Receiving an increase due to benefits provided for working in the Far North and equivalent regions. The employee's fixed part of the pension increases.
- Providing documents on the development of preferential length of service according to Lists 1 and 2 established by law. These lists determine the circle of workers entitled to early retirement (due to increased social contributions by the employer, these payments will be larger than in normal cases).
Northern surcharge
In accordance with the Labor Code of the Russian Federation, those working in the Far North can qualify for an increased pension. The supplement is due:
- Residents of the northern regions who had a permanent place of work there.
- Workers there periodically (for shift workers) when the established time is fully worked out.
The law establishes benefits for northern workers:
- Increased basic (fixed) part of pension payments.
- Early assignment of an old-age pension (55 years for men and 50 for women, subject to working out at least a 15-year term in the Far North or 20 years in equivalent regions).
There are special conditions that give the right to recalculate the insurance pension. If there is at least one of them, a citizen can apply to the Pension Fund with an application to adjust the existing payments:
- Development of calendar length of service established by law in the northern regions (for working pensioners).
- Receiving a fixed disability pension due to work in the Far North.
- An increase in the insurance period, which entails an increase in pension (for example, when providing documents confirming previously unaccounted for work intervals). The number of IPCs is also increasing.
The amount of the increase depends on the specific situation (general and preferential length of service) and is calculated individually. A separate case of increased payments can be considered when a pensioner moves to the Far North or equivalent regions. The assigned pension is multiplied by the regional coefficient established for the given area.
- North Kuril region (Sakhalin region) – 2.0.
- Norilsk (Krasnoyarsk Territory) – 1.8.
- Vorkuta (Komi Republic) – 1.6.
- Severodvinsk (Arkhangelsk region) – 1.3.
- Komsomolsk-on-Amur (Khabarovsk Territory) – 1.2.
Preferential length of service according to List 1 and 2
The legislation provides lists of professions whose representatives are entitled to a preferential pension. These regulatory documents include:
- List 1. Contains professions with harmful and dangerous working conditions (for example, metallurgists, miners).
- List 2. It includes activities that are harmful to the health of the worker (cellulose production, oil refining, etc.).
Representatives of professions from these lists can retire earlier, which is partial compensation for difficult working conditions. For example, female employees of anti-tuberculosis institutions (occupation from List 2), with a special experience of 10 years, have the right to a preferential pension at the age of 50. With 5 years of service, the generally accepted retirement age is reduced (for example, for a female employee with 6 years of service it is 52 years).

A mandatory condition for early retirement is increased employer insurance contributions. The need to revise your pension arises if you have length of service according to two of these lists at once. The law allows the summation of years worked for retirement with the benefits of List No. 2. This is possible if the following conditions are met:
- Reaching the age for a preferential pension according to List No. 2 (55 years for men and 50 for women with full completion of special service). At the same time, the current legislation does not provide for the adjustment of payments for non-working persons upon reaching the general pension age, therefore the recalculation of the preferential pension at 60 years for such men (and 55 for women) is not carried out.
- The total length of work experience in specialties from the two lists as of 01/01/2002 is sufficient for retirement. The minimum general interval of work in these professions, which gives the right to reduce the retirement age, is 6.25 years for men and 5 for women.
- The total insurance period as of 01/01/2002 is not less than the norm established by law. It is 25 years for men and 20 for women.
Recalculation of pension payments occurs after submitting to the Pension Fund an application and a package of documents confirming the presence of special experience in Lists 1 and 2. The increase in the amount of the pension depends on the specific indicators of the applicant’s time worked and the ratio of these periods. In some cases (for example, when the output on the first list is greater), the result obtained will be less than the amount of current payments. In this case, the Pension Fund leaves everything as before.
