Working as a doctor on a collective farm: is it included in the length of service to establish a bonus for length of service?
Is the period of work as a nurse in a kindergarten, which was on the balance sheet of the collective farm, taken into account in the length of service that gives the right to establish a bonus for length of service? Now this kindergarten is on the balance sheet of the village council. If the nurse does not take into account the period of work on the collective farm, then the nurse has the right to length of service in the amount of 20%. If taken into account, then a premium should be paid in the amount of 30%.
In this case, the question arises in the application of paragraph. 3* clause 4 of the Procedure for paying bonuses for length of service to medical and pharmaceutical employees of state and municipal healthcare institutions, approved by Resolution of the Cabinet of Ministers of Ukraine No. 1418 of December 29, 2009 (hereinafter referred to as Procedure No. 1418). According to it, the length of service that gives the right to a bonus for length of service includes the time spent working in any state and municipal institutions, establishments and organizations, regardless of their subordination in positions defined in paragraph 3 of Procedure No. 1418, provided that the wages of such employees carried out in accordance with the terms of remuneration of medical workers of state and municipal healthcare institutions.
Additional payments for teacher-librarian
From January 1, 2005, employees of state and municipal libraries, in accordance with Article 30 of the Law of Law “On Libraries and Librarianship” dated January 27, 1995, were introduced an additional payment for length of service. 3 years – 10% of official salary; 10 - 20%; 20 - 30%. Such additional payments are not made to part-time workers. Additional pay for length of service is calculated from the official salary without taking into account additional payments and allowances.
According to the section “Qualification characteristics of positions of educational workers” of the Unified Qualification Directory of Positions of Managers, Specialists and Employees[3], the positions of pedagogical workers include: teacher, instructor (except for teachers classified as faculty members of universities), teacher-organizer, social educator, teacher-defectologist, teacher-speech therapist (speech therapist), educational psychologist, teacher (including senior), tutor (with the exception of tutors engaged in the field of higher and additional vocational education), teacher-librarian (the title of the position is used in educational institutions implementing educational programs of primary general, basic general, secondary (complete) general education), senior counselor, additional education teacher (including senior), music director, accompanist, head of physical education, physical education instructor, methodologist (including senior), instructor-methodologist ( including the senior), labor instructor, teacher-organizer of the basics of life safety, trainer-teacher (including the senior), master of industrial training. The Government of the Russian Federation has approved a different list of positions, work in which is counted towards length of service, giving the right to early assignment of an old-age pension to persons engaged in teaching activities.

Additional payment for teachers' experience
Based on Art. 8 of the Labor Code of the Russian Federation, employers, with the exception of employers - individuals who are not individual entrepreneurs, adopt local regulations containing labor law norms, within their competence in accordance with labor legislation, as well as other normative legal acts that contain labor law norms, collective agreements and agreements.
The payment of a bonus for length of service for teaching staff whose positions are classified in the professional qualification group of teaching staff positions is provided for in clause 5.6 of the Model Regulations on the remuneration system for employees of municipal educational institutions and municipal institutions of additional education for children.
Amount of surcharges

Persons covered by this benefit receive a bonus, the amount of which is determined by length of service:
- 5% – from 1 year to 3 years;
- 10% – over 3 years;
- 20% – from 10 years;
- 30% (maximum!) – 20 years or more.
It is important to note here that for a number of positions, a separate calculation scale is used. Thus, employees of the Ministry of Internal Affairs receive additional payments:
- 10% of salary for work experience from 2 to 5 years;
- 15% – 5-10 years;
- 20% – 10-15 years;
- 25% – from 15 to 20 years;
- 30% – from 20 to 25 years;
- 40% (possible maximum!) – service life has reached 25 years.
Civilian government employees also have a slightly different procedure for receiving additional payment:
- 10% – from 1 year of experience to 5 years;
- 15% – from 5 to 10 years;
- 20% – from 10 to 15 years;
- 30% (maximum!) – over 15 years.
When calculating the bonus, accounting takes into account only the official salary of the person. This means that any bonuses, allowances, etc. will not be taken into account.
The bonus is accrued from the next month after the right to receive it arises. For example, the work book indicates that A. A. Ivanov has been working as a teacher since September 16, 2014 and has no breaks in work. Thus, on September 16, 2020, his experience reached 3 years and he was entitled to a 10% bonus, but it will be accrued starting in October.
It is worth noting that the presence of an additional payment for length of service does not mean that individuals are not entitled to receive other additional payments. For example, civil and military government employees receive other additional payments for the group of positions they hold. In this case, the amounts of additional payments are simply summed up.
In accordance with the Law of the Russian Federation “On Education”, the Labor Code of the Russian Federation and Resolution of the Ministry of Labor of the Russian Federation No. 48, additional payments, payments and allowances are established on the basis of an order from the director of an educational institution when conducting tariffication once every six months, or they are systematic in nature and paid to teaching staff whose positions are at Based on the Unified Qualification Directory, positions of managers, specialists and employees are classified as pedagogical.

Payment of the bonus is made from the moment when the employee has the right to assign this type of additional payment or change the amount of this bonus in accordance with the achievement of the corresponding length of teaching experience.
