What are the categories of teaching staff?
Before figuring out what kind of preferential pension teachers are entitled to, it is worth considering which categories of teachers are generally entitled to it. For example, due to the type of professional activity, a teacher has the right to apply for a preferential pension, but the institution where he teaches is not included in the list of preferential ones. The official list of professions and educational institutions in the educational sector is prescribed in Federal Law No. 173-FZ:

What pensions are teachers entitled to receive?
Like other employed citizens of the Russian Federation, teachers receive a pension in an amount depending on the amount of pension contributions during their lifetime. The difference is that employees in the educational sphere have the right to take into account in their total teaching experience all those years that the teacher spent at the university learning to teach, provided that both before and after studying at the university he was engaged in teaching children or adolescents.
Also in 2020, the government established the right of teachers to take into account all work performed in the total length of work experience, provided that the teacher carried out activities before 2020 in an educational institution from the list of preferential categories.
Many people believe that a teacher’s pension is a long-service payment, but this is not true - they receive an old-age insurance pension.
general information
Employees working in the education sector, subject to certain conditions, have the right to apply for a pension based on length of service . These payments represent an early retirement pension.
For example, a woman can retire at 55, and a man at 60 .
Currently, the period of service upon reaching which one can receive a preferential pension is 25 years.
Law
In 2002, as a supplement to the main decree, a list of institutions was issued, work in which serves as an argument for providing early pensions.
also a provision that lists teaching specialties that fall into preferential categories .
This list contains more than 80 percent of all professions and types of educational institutions.
Based on these lists, a decision is made on the accrual of a preferential pension. In this case, disputes often arise that need to be resolved through the courts. For example, if the data in the work book is incorrect.
Periods included in work experience
Subject to the condition that you held a position included in the preferential category, and also worked in certain educational institutions, you need to gain 25 full years of experience .
Let's look at the conditions under which preferential length of service is counted :
- The work was carried out during a full working day and contributions were made to the Pension Fund for it in full. Teachers have hourly standards based on the grades they teach. Typically, the number of hours per year should be at least 240, and for secondary school teachers 360 hours. Teachers of schools located in rural areas and primary schools are not subject to this rule.
- Sick leave and periods of temporary working capacity, if during this period benefits were paid to the Social Insurance Fund.
- Parental leave, as well as annual emergency leave.
However, a woman’s stay on leave after the birth of a child for more than one and a half years is not included in the preferential length of service, for example, if the leave was optionally extended to three years.
Moreover, if the teacher began teaching practice before September 2000 , then the entire period indicated before this date in the work book will be counted as preferential .
Conditions for preferential retirement
The legislator establishes the conditions for paying preferential pensions to teachers:
- A teacher's work experience is at least 25 years.
- The teacher worked full time, and the administration of the educational institution made contributions to extra-budgetary funds, including contributions for periods of incapacity and illness.
- Maternity leave for female teachers lasting more than 6 months is not taken into account in the length of service, except in cases where work as a teacher began before 09.2000.
- Having at least 11.4 “pension points” (individual pension coefficients) – IPC in 2020.
If we are talking about employees of additional education, then they also have the right to receive a benefit (innovation in 2001) subject to 2 conditions:
- Work in the field of additional education must be documented for the period from November 1, 1999 to December 31, 2000.
- As of January 1, 2001, the work experience must be at least 16 years and 8 months (during the entire period, the teacher must have worked in a preferential position and in a qualifying institution).

What time periods are to be taken into account when retiring early?
Teachers whose work experience is at least 25 years are entitled to a preferential pension.
The law requires all of the following time periods to be included in teachers’ experience:
- Annual paid holidays.
- The time during which the teacher was incapacitated.
- Working hours that were equated to a full working day (must be confirmed by the volume of insurance premiums).
- Time of receipt of pedagogical education (the teacher, before entering the university and after receiving a diploma, worked in the field of education in a preferential position).
Disability pension
Let us focus on conditions equated to severe or health threatening.
Please note that this also includes professions associated with increased psycho-emotional stress (for example, actors). Who can apply for a preferential pension due to harmful service?
General terms and Conditions:
- Experience for men: 12 years, 6 months (total experience 25 years);
- Experience for women: 10 years (total 20 years).
It follows from this that if in the total length of service of men (25), a little more than 12.5 years are harmful, he can retire at 55 years old. For women, respectively, the general age is 20 and the harmful age is 10 years; the age for receiving a pension is 50 years.
Since 2013, instead of workplace certification, a special labor assessment (SLA) has been introduced. In order for production and the workplace to be recognized as “harmful”, the employer is obliged to invite a special commission. She conducts a survey of workplaces and conditions. On the basis of which an act is made and a conclusion is issued. The inspection is carried out every 5 years.
Table of four classes of working conditions
The following workplace parameters are assessed:
- physical working conditions and harmful factors;
- chemical safety;
- laboratory biological research;
- examination for increased physical and psycho-emotional stress.
Only after the commission’s conclusion is received and the employer is familiar with it is the workplace recognized as hazardous and its category determined.
The categories are divided into four classes. The first two, optimal and acceptable, are not classified as harmful; classes 3 and 4 are harmful and dangerous working conditions.
The class of hazardous working conditions is divided into 4 categories according to the degree of negative impact on humans:
- Deviation from norms.
- Capable of causing diseases.
- Capable of causing persistent occupational diseases.
- Life threatening.
This is important to know, because if such certification has not been carried out, it may not fall under the category of hazardous industries. The employer is obliged to familiarize the subordinate with the inspection reports. Moreover, the employee can participate in the process of examining the workplace for the presence of harmful conditions.
Once a hazardous class is determined, the insurance premium increases to 9 percent for this workplace
Employees in the education sector belong to the category of people who make a significant contribution to the development of our country and work under certain conditions that lead to early loss of ability to work for a long time.
A pension for teachers based on length of service is accrued only if the teachers have a work experience of at least 25 years - this is the main condition.
How to calculate the size of a preferential pension
As you know, Russia has made the transition to a new pension system, and therefore the preferential pension is calculated based on the size of its insurance and funded parts.
When submitting an application for retirement, a teacher must provide a certificate of salary.
Pension payments are calculated on an individual basis, but in any case the pension amount will not be less than 40% of the teacher’s average monthly income. To calculate, you can use the following formula:
RLP = KPB x SPB + FS,
where RPL is the amount of preferential pension,
KPB – number of “pension points”,
St. Petersburg - cost of 1 point (in 2020 - 78 rubles 58 kopecks),
FS - a fixed amount (in 2020 - 4805 rubles 11 kopecks).
In some cases, teachers are entitled to a pension supplement for raising their own, adopted and ward children. Read about this in the article ⇒ “What is a pension benefit for children and how to get it.”
Where to apply and where to apply for a preferential pension for teachers based on length of service in 2020

- via the Internet (go to the official website of the State Services).

Minimum and maximum amount of preferential pension for teachers
The minimum pension amount will be the value of the regional subsistence level - even with the indicators of the teacher’s work activity, at which he will be entitled to a pension payment of less than the subsistence level, the pension according to the law cannot be lower than the current indicator for the region.
The maximum pension will be assigned to those whose professional performance indicators correspond to the recipients of the maximum possible amount. The evaluation indicators are:
- The teacher’s choice of one of 2 pension options (you need to choose during the first 5 years of work):
- formation of an insurance pension (the employer will make insurance contributions in the amount of 16% for the insurance part and 6% for the base amount);
- formation of both insurance and funded pensions (10% for the insurance part, 6% for the fixed part, 6% for the funded part of the pension).

Conditions for assigning a pension
Preferential pensions for teachers based on length of service are legislatively enshrined in the following legal acts:
- Federal Law No. 400 of December 28, 2013 “On insurance pensions.”
- PPRF N 665 dated July 16, 2014 “On the lists of jobs, professions, positions, specialties and institutions, taking into account which an old-age insurance pension is assigned early, and the rules for calculating periods of work giving the right to early pension provision.”
Based on the provisions of the listed documents, teachers acquire the right to a pension after 25 years of official work experience. The age of a person does not matter. A teacher who has been working since the age of 20 and a teacher who started working at 35 have equal rights to a special pension.
IMPORTANT! Work experience must be officially registered and confirmed, otherwise the Pension Fund will refuse to provide benefits.
Until 2000, the volume of workload performed was not taken into account, but after September 1, 2000, early retirement pension is granted subject to working a certain number of hours.
At the same time, social educators, psychologists, music workers, speech pathologists, and speech therapists will receive preference based on length of service only if they develop a working standard throughout their entire work experience. It does not matter here when this work was performed: before 1.09.2000 or after.
In order for preferential teaching experience to be counted, the teacher must adhere to a certain schedule for developing a standard working time (per week) in the amount of one full time rate:
- 18 hours - teachers in schools, additional teachers. education, teachers in art schools and sports schools, foreign language teachers in preschool educational institutions;
- 20 — speech therapists, defectologists;
- 24 – music workers;
- 25 — teaching staff working with disabled children;
- 30 - senior teachers in preschool educational institutions;
- 36 — university professors, psychologists, physical education and labor teachers, senior counselors, methodologists;
- 360 hours per year - teachers of secondary educational institutions.
Since October 2020, amendments have been made to the pension legislation of the Russian Federation. The additions also affected education workers: the requirements for preferential length of service remained the same, but the deadline for processing payments will be delayed by 5 years relative to the year of completion of this work experience. This will not be a one-time increase: the terms will change in separate stages every year.

Rules for calculating teaching experience for a preferential pension
The twenty-five-year work experience of teachers includes the following periods:
- direct work, for the entire period of which insurance premiums were paid;
- temporary incapacity for work due to sick leave or pregnancy and childbirth;
- paid holidays;
- time of study at pedagogical universities and secondary educational institutions, if before and after studying the person worked as a teacher (this clause was introduced into the law in 2020).
IMPORTANT! As for periods of work before the adoption of the new law, to take into account preferential conditions, the norms of legislation in force at the time of work are applied.
Calculation of pension amount
The monthly payment amount is calculated using the formula: individual coefficient × cost of 1 point + fixed amount.
The cost of a pension point is 81.49 rubles. and is indexed annually. The fixed part is equal to 4,982.9 rubles. IC is a parameter that is used to evaluate each year of operation. Depends on the period of activity: the longer a person works, the more he contributes to the Pension Fund. After retirement, the coefficient increases.
IMPORTANT! As soon as pension payments begin, the beneficiary is required to finish teaching in government organizations. There is no prohibition on private lessons.
Common mistakes
Error: An employee of the Pension Fund of Russia refused to grant a preferential pension to a teacher who worked in a rural school due to the fact that working time standards were not met.
