Pension points

The number of points for granting an old-age pension is influenced by:

  • work experience;
  • period of military service for men;
  • number of children and time spent caring for them for women;
  • planned year of receiving a pension;
  • funds are sent or not to form the savings part;
  • amount of wages.

Thus, the longer the work experience, the higher payments a citizen can count on.

The maximum salary from which contributions to the Pension Fund of the Russian Federation are made by the employer is set in 2020 at the level of 815,000 rubles per year, 67,900 rubles per month.

The fixed basic pension amount is approved by state regulations and changes with an increase or decrease in inflation, changes in the political and social situation. Now it is 4,982.90 rubles.

Amount of supplement for rural experience

The law of the Russian Federation establishes a fixed additional payment to the old-age insurance pension in the amount of 25% for citizens whose work activity for many years was associated with agriculture. In 2020, this amount was 1,421 rubles 56 kopecks. For disabled people of group III, the allowance is equal to half the amount of the generally established amount.

Promotion deadlines

Starting from January 1 and until September 1, 2020, the Pension Fund must recalculate the pensions of village residents entitled to additional payment. However, despite the date of revision, all due allowances, starting from January 1 and until the day of recalculation, will be credited to the pensioner’s account.

But it is worth considering that the bill determining the increase in payments to village residents, according to preliminary data, will be in force for 6 years, namely until 2024 inclusive.

Amount of allowances

For rural pensioners, not the entire insurance pension will be increased by 25%, but only its fixed part, the amount of which after indexation amounted to 5 thousand 334 rubles and 19 kopecks. Thus, the pensions of farmers with preferential length of service will be increased by 1 thousand 333 rubles and 55 kopecks. In addition, pensions for this category of citizens will be indexed according to the new rules.

The length of service giving the right to retire today is at least 9 years. There is no difference in the calculation between the pension length of women and men. Uniform requirements are established for all Russian citizens.

What is considered work experience?

In addition to direct employment with an employer with entry into the work book, the following are equivalent to pension experience for retirement:

  • money-generating activities on the territory of the Russian Federation upon payment of insurance premiums;
  • Military service;
  • temporary disability with receipt of appropriate payments;
  • supervision and care of children up to one and a half years old;
  • searching for a job while receiving unemployment benefits;
  • performing public works for a fee;
  • relocation for the purpose of getting a job when referred by the Employment Service;
  • being in custody and in prison by decision of the Federal Penitentiary Service;
  • caring for a disabled person of group I;
  • caring for a child with a disability;
  • care for people over 80 years of age;
  • residence of the spouse of a military personnel or embassy/consulate employee for no more than five years in a place where there is no possibility of getting a job;
  • cooperation under contract with the Ministry of Internal Affairs and the police during operational investigative activities.

Such periods can be counted only if there was official employment before and after them.

An example of calculating maternity leave in the absence of experience

Voronova V.A. got a job at Kadrovik LLC in January 2020. On April 7, she went on maternity leave. This is her first place of work, and her work experience at the time she went on maternity leave was a little less than 4 months. Pregnancy with one child, childbirth passed without complications. The duration of maternity leave is 140 days (04/07/2020 - 08/24/2020).

  1. Let's determine the number of calendar days in months when Voronova was on maternity leave:
  • April - 30,
  • May - 31,
  • June - 30,
  • July - 31,
  • August - 31.
  1. The minimum wage as of 01/01/2020 is 12,130.
  2. We calculate the size of SDZ in each month of maternity leave:
  • April — 404.33 rub. (12 130 : 30),
  • May — 391.29 rub. (12,130:31),
  • June - 404.33 rubles,
  • July — 391.29 rub.,
  • August — 391.29 rub.
  1. We calculate the size of SDZ according to the minimum wage for 2 calendar years preceding the decree: 12,130 x 24: 730 = 398.79 rubles.
  1. We determine in which months the size of the SDZ, calculated on a monthly basis, is less than that calculated according to the minimum wage. This is May, July and August. In these months, we calculate the allowance for SDZ, calculated for each month of maternity leave. In months where the SDZ calculated on a monthly basis exceeded the SDZ calculated according to the minimum wage (April, June), the benefit is calculated according to the SDZ calculated on the basis of the minimum wage.
  2. We calculate the amount of benefits for each month of maternity leave. In April, Voronova went on maternity leave on April 7, which means the number of calendar days in this month, from the date of her departure until the end of the month, is 24 (April 7-30). Maternity leave lasts 140 days and ends on August 24. So for August we take 24 days.

The benefit amount will be:

  • for April - 9,570.96 rubles. (398.79 x 24),
  • for May - 12,130 rubles. (391.29 x 31),
  • for June - 11,963.70 rubles. (398.79 x 30),
  • for July - 12,130 rubles. (391.29 x 31),
  • for August - 9,390.96 rubles. (391.29 x 24).
  1. We calculate the total amount of benefits for the entire maternity leave: 9,570.96 + 12,130 + 11,963.70 + 12,130 + 9,390.96 = 55,185.62 rubles.

Thus, Voronov will receive an allowance in the amount of 55,185.62 rubles.

How does length of service affect the size of your pension?

The general formula for determining the amount of pension payments is as follows:

Pension = (number of points * cost of one point) + fixed part

The price of points is set by the state every year; in 2020 it is equal to 81.49 rubles. Adjusted depending on the situation in the country and the direction of social policy. The situation is similar with a fixed payment.

Since the length of service is taken into account to calculate the number of points, we can speak of a direct dependence of the amount of the accrued payment on it.

Features of accounting for certain categories of citizens

For some categories of citizens, a special procedure is established for calculating length of service and calculating pensions.

Workers in the Far North regions

Residents of the North of Russia receive the following benefits when forming a pension:

  • the basic payment increases - 7474.35 rubles when working in the Far North for at least 15 years;
  • the retirement age for northerners is reduced to 60 years, for northerners to 55 years;
  • a regional coefficient is applied to the salary taken into account for calculating the pension: from 1.2 to 2.0.

For regions equated to the Far North, a year of work is equal to 9 months of experience in the North.

If a potential pensioner has worked for less than 15 years, then with an experience of more than 7 years and 5 months, each additional year leads to a reduction in retirement age by 4 months.

You can increase your pension amount even more:

  • presence of a child/children and dependent persons;
  • age 80 years;
  • permanent place of residence – northern regions of the Russian Federation;
  • disability.

Employees in industries with hazardous and difficult working conditions

Employees of hazardous enterprises can also count on additional payment.

Pension payments based on harmfulness are established when working for more than 10 years in this field in established positions, which, for example, include:

  • chemists;
  • miners;
  • metallurgical workers;
  • miners and processors of precious metals, etc.

For example, X-ray technicians work in difficult conditions.

The Government of the Russian Federation forms two lists:

  1. Specialties with hazardous working conditions.
  2. Positions with difficult working conditions.

The time spent working in professions from these lists is summed up when determining the amount of the pension.

Citizens can retire early (men at 50 years old, women at 45 years old) subject to the following conditions:

  • work in a position from list No. 1 for men - from 10 years, for women - at least 7 years and 5 months;
  • total work experience for men is 20 years, for women – 15 years.

Women and men who have worked in a specialty from list No. 2 have the right to receive a pension at 55 and 50 years old, respectively, if:

  • work in a position from list No. 2 for men - at least 12 years and 5 months, for women - from 10 years;
  • the total length of service for men is 25 years, for women – 20 years.

Civil servants

Educators, teachers, medical workers can retire early at any age upon reaching the length of service:

  • 25 years for teaching staff;
  • medical workers - 30 years in the city, 25 years in the village.

State and municipal civil servants, as well as persons holding state and municipal positions, apply for old-age pensions only upon reaching the age of 65 years for men and 63 years for women in 2026 and 56 years and 61 years, respectively, in 2020.

However, they can count on receiving a long-service pension.

To do this, you need to work 16 years by 2020, 20 years by 2026.

The pension amount is 45% of the average monthly salary minus old-age insurance and a fixed payment.

Increases by 3% for each year worked above the established minimum.

The total amount is not more than 75% of the average monthly salary.

Military personnel

Employees of the Ministry of Internal Affairs, FSB, East Kazakhstan region, Federal Penitentiary Service/UIS, and army structures, in addition to the long-service pension from the Ministry of Defense, can receive a second pension.

In this case, the following conditions must be met:

  • work activity after leaving service continued with civilian employers;
  • the organization transferred insurance premiums;
  • the pensioner is registered in the compulsory pension insurance system;
  • age 60 years for men and 55 years for women;
  • working in a civilian position for at least 9 years in 2018, 15 years by 2024;
  • total points 13.8 in 2020, 30 by 2025.

The fixed payment is not included in the calculation of the second military pension.

Increase in pension for dependents

The insurance pension consists of a fixed payment and an insurance part (the number of pension points multiplied by the cost of one PB). If there are dependents (this includes disabled citizens, regardless of age), the pensioner has the right to apply for an increase in pension. Its size will be:

  • for one dependent – ​​1/3 of the basic amount of the financial allowance;
  • for two – 2/3 of the base size of the PV;
  • for three – 1FV.

The revision of the old-age pension for dependents occurs solely on an application basis. To confirm, it is necessary to provide documentary evidence of the presence of disabled persons in the care, for example, certificates of family composition, local government bodies, housing authorities, and the income of all family members.
