Registration of inheritance through MFC
You can only obtain pensioner status from the Pension Fund of Russia, but you can also assign a pension through Multifunctional Centers. Not all regional MFCs provide such a service, so before visiting the nearest center, it is recommended to check whether it is possible to apply for a pension specifically at this MFC.
Does MFC provide pension registration services?
The assignment of pensions is within the competence of the Pension Fund. But the MFC provides the same services to Russian citizens. Before making an appointment, it is worth checking whether a particular multifunctional office provides assistance in applying for old-age benefits. Previously, the MFC and the Pension Fund sign an agreement on information exchange and interaction, so not all center offices provide such a service to clients.
MFCs have the right to process payments on an extraterritorial basis. A citizen can contact a conveniently located “My Documents” office, regardless of place of residence.
Other advantages of the MFC include convenient work hours and no days off. Whereas the Pension Fund accepts applications within a limited time period, which is inconvenient for working pre-retirees.
Who is eligible for benefits?
The legislation of the Russian Federation determines the category of citizens who have rights to disability benefits. To obtain it, the following mandatory conditions must be met:
- permanent registration in Russia;
- medical report diagnosing disability;
- application to the Pension Fund.
The disability pension is paid until the old-age benefit is established. When retirement age is reached, but there is no insurance experience, a social pension is paid. For males this age is 65 years, for females - 60.
Filling out an application
The application for pension payments is formed according to the approved form from the Resolution of the Board of the Pension Fund of 2020 No. 16p. Through it, the following information is transmitted to the Pension Fund:
- FULL NAME. the applicant;
- SNILS;
- residential address;
- passport details;
- Date of Birth;
- contacts;
- type of pension;
- information about the representative;
- information that affects the amount of payments (the presence of dependents, place of work, etc.);
- security question for exchanging information with the Pension Fund by phone;
- the method of sending notifications about the processing of the application (written or electronically);
- familiarization with responsibility for providing false information;
- signature.
Future pensioners have two options for filing an application:
- In electronic form through the government services portal (after transferring the information, the original documents are provided to the center).
- Filling out on site at the time of transfer of information at the department of the multifunctional center.
If necessary, employees will help with filling out the application and point out mistakes made by the future pensioner.
Is it possible to apply for a pension in Moscow through the MFC?
Multifunctional centers are located in many cities of the constituent entities of the Russian Federation. The organization provides public services in various spheres of citizens' lives. At the department you can apply for social benefits, subsidies, benefits, and pensions. The MFC has advantages compared to municipal departments:
- pre-registration;
- minimum queue waiting time;
- unhindered submission of documents in one place;
- fast service by staff.
Please note:
To submit an application for a pension based on age, health, or social status, you must clarify which nearest branch of the Moscow multifunctional center provides this type of service.
Submission procedure and deadlines
The document submission procedure involves going through the following stages:
- Submitting an application with a set of supporting information to an MFC employee. Before visiting the My Documents office, you should pre-register for a convenient time, which will allow you to avoid waiting in line. Citizens are not limited in terms of filing an application for pension payments.
- A center employee accepts documents, makes copies or checks them with the originals. The application of the future pensioner is registered during the day.
- The multifunctional center redirects the information received from the pre-retirement pensioner to the Pension Fund. The center itself does not review documents or assign payments. He acts only as an intermediary, transmitting information from citizens to the Pension Fund in electronic form.
- Up to 10 days are allotted for consideration of the application and assignment of a pension, excluding the deadlines for sending documents (when transmitting information through the MFC, the processing time increases to 16 days). During this period, Pension Fund employees check the received data and decide whether the applicant is entitled to a pension. The time frame for verifying information is increased in order to verify information about the applicant’s work experience before 2002.
- The applicant is notified of the decision in writing and, if the verdict is positive, monthly pension payments are assigned. They are accrued starting from the day you contact the multifunctional center.
Types of pensions that can be applied for at the MFC
In the MFC (My Documents office) you can apply for a pension:
- insurance and social - by age, disabled people and those who have lost their breadwinner;
- cumulative if the funds were generated in the Pension Fund;
- on state pension provision (for employees of law enforcement agencies, cosmonauts, “Chernobyl” survivors);
- federal supplements up to the pension subsistence level.
Based on Order of the Government of the Russian Federation No. 43-r dated January 19, 2020, multifunctional centers accept applications for payments regardless of the registration address and location of the applicant (on an extraterritorial basis).
Most recipients of payments are old-age pensioners. This
- men over 60 years old, women over 55 years old with a further increase in age, starting in 2020 on the basis of Federal Law No. 350 of October 3, 2018 “On amendments to certain legislative acts of the Russian Federation on the appointment and payment of pensions”;
- state civil servants who have reached 61.5 or 55.5 years for men and women, respectively (in 2020);
- persons who have the right to retire at the age of 40–55 (workers in the mining, forestry, fishing industries, civil aviation pilots, teachers, residents of the Far North, etc.);
- citizens 65 (60) years of age applying for a social pension who do not have sufficient work experience or coefficient.
The decision to assign payments is made by the territorial division of the Pension Fund of the Russian Federation. You can contact it through the MFC.
Applying for a pension through the MFC is in many ways easier than directly from the Fund. My Documents offices are open almost every day at a time convenient for citizens, while visiting hours at the Pension Fund of the Russian Federation are limited. MFCs are more accessible geographically. Center staff will explain the procedure step by step, help with filling out the paperwork, and tell you how to correct the error. Their work meets the high standards of service adopted at the federal level.
MFCs do not provide pension services to Russians who have gone abroad for permanent residence and are not registered in our country.
Corrections of errors, clarification of experience
Pension Fund specialists may request additional information from the citizen. Then the decision on granting a pension is postponed for 10 days from the moment the requested data is received from the applicant.
The Pension Fund of the Russian Federation assigns payments taking into account the information provided by the boss during quarterly reporting. Regarding certain periods of a citizen’s work, the fund may not have correct information, which complicates the registration process. The reasons for the lack of data on work experience are errors in the work book, dishonest actions of the employer, etc.
Nuances of applying for a pension
The specificity of applying for a disability and survivors' pension consists in the Pension Fund's request for additional documents on the applicant's status. The second nuance is the mandatory regular confirmation of the right to pension payments.
By disability
You can receive disability benefits only based on the results of a medical examination, which will determine the group and its validity period. Payments will be assigned from the date of receipt of the ITU conclusion.
The right to payments must be confirmed regularly. The frequency of repeated medical examinations will be determined by doctors. As a standard, disabled people of groups 2 and 3 undergo re-examination annually, group 1 – once every 2 years, or are completely exempt from re-examination.
You will have to submit supporting documents for the extension of disability payments to the Pension Fund.
In case of loss of a breadwinner
To apply for survivor benefits, you must provide death documentation. Typically, minor children of deceased parents receive state support on this basis. Payments are provided up to 18 years of age, but are extended up to 23 years of age (if the recipient is studying full-time at a college or university).
When adults receive a pension, they regularly have to confirm their full-time studies at a university and provide a certificate to the Pension Fund. After employment, the right to assistance from the state will be lost. Supporting documents are accepted only at the Pension Fund.
Reasons for refusal and appeal
The main reason for refusal is the citizen’s lack of right to receive payments. A negative decision by the Pension Fund of the Russian Federation on a pensioner’s application may be due to a lack of work experience or pension points, or failure to reach retirement age. Another reason is inaccurate information provided in the application.
The received refusal from the Pension Fund of Russia is appealed pre-trial and in court. Also, a pre-retirement employee has the right to complain about the inaction of MFC employees if it led to an unreasonable delay in the provision of services.
Is it possible to obtain a pension certificate from the MFC in 2020?
Citizens cannot apply for a pension certificate through the MFC in 2020. The certificate was abolished in 2020 for economic reasons and is no longer issued. At the same time, previously issued certificates continue to be valid and retain legal force.
If it is necessary to confirm their status, pensioners request a certificate from the Pension Fund. It will be required when applying for benefits, benefits and compensation.
Citizens have the right to apply for a pension through the MFC. Through the center, payments for old age, disability, and loss of a breadwinner are processed. The procedure involves submitting an application with a set of supporting information to the MFC. The service is provided free of charge. The Pension Fund of Russia has up to 10 days to assign payments. Illegal actions and inactions of Pension Fund and MFC employees are subject to challenge.

The following have the right to receive a social disability pension:
- disabled people of groups I, II and III, including those disabled since childhood;
- disabled children.
The following have the right to receive a state disability pension:
- military personnel who became disabled during conscription;
- participants of the Great Patriotic War (WWII) who became disabled;
- citizens who have the sign “Resident of besieged Leningrad” and have become disabled;
- citizens who suffered as a result of the disaster at the Chernobyl nuclear power plant and became disabled;
- cosmonauts who became disabled during preparation for or during a space flight.
A disability insurance pension is awarded if:
- disability was determined at the state institution of medical and social examination (ITU Bureau);
- documents were submitted by the authorized body to the Pension Fund of the Russian Federation within 3 days from the date of the decision to recognize the citizen as disabled;
- the citizen has at least 1 day of insurance coverage.
A social disability pension is awarded if:
- the citizen is declared disabled and does not have 1 day of insurance coverage;
- the citizen permanently resides in Russia.
A state disability pension is awarded if:
- the serviceman became disabled during military service, within 3 months after dismissal or after the expiration of 3 months if the disability occurred as a result of injury during military service;
- a citizen injured as a result of the disaster at the Chernobyl nuclear power plant has at least 1 day of insurance coverage.
If a WWII participant or a citizen awarded the “Resident of Siege Leningrad” badge became disabled as a result of intentional damage to his health, instead of a state disability pension, he is assigned a social disability pension
Citizens who simultaneously apply for different pensions can choose only one of them at their discretion. An exception is recipients of a state disability pension (except for cosmonauts). They can simultaneously apply for an old-age insurance pension. Cosmonauts may be provided with an additional old-age insurance pension without payment of its fixed part.
A completed application form for receiving a pension through the MFC is submitted along with documents in person or through a legal representative. It contains personal information, detailed work history, a list of attached documents, etc.
An old-age insurance pension is assigned when the conditions established by Art. 8 of the law of December 28, 2013 No. 400-FZ, as amended. from 06/27/2018:
- reaching the age of 55 years for women and 60 years for men (as of 2020), with the exception of civil servants, for whom the retirement age is determined separately;
Note: if bill No. 489161-7 is finally adopted, the retirement age from 01/01/2019 will be gradually increased to 63 years for women and 65 years for men.
- insurance experience of at least 9 years (for persons applying for a pension in 2018, in the future the minimum length of service will increase annually: 2020 - 10 years; ...; 2024 - 15 years);
- the value of the individual pension coefficient (IPC) is 13.8 (for 2020, then the size of the IPC will be increased to 30 by 2025).
Note: The Government of the Russian Federation is considering the possibility of abolishing pension points, but a draft law has not yet been developed.
The right to early retirement is available to persons whose insurance period includes periods of activity associated with special working conditions (hazardous production, underground work, civil aviation, fire service, etc.) or work in the Far North and equivalent areas (full the list of such citizens is given in Article 30-32 No. 400-FZ).
Please note: Law of the Russian Federation dated April 19, 1991 No. 1032-1, as amended. dated 07/03/2018 also provides for the possibility of early retirement (but not less than 2 years before the appropriate age) on the recommendation of the Employment Fund for women with at least 20 years of insurance experience, and men with 25 years of experience or more, laid off in connection with the liquidation of the company (termination of the activities of an individual entrepreneur, reduction of the organization’s staff), if there are no vacancies for these persons.
This type of pension can be assigned:
- citizens of the Russian Federation who have reached the age of 60 years - for women and 65 years - for men (due to the pension reform, this criterion can be increased to 68 and 70 years, respectively);
- citizens belonging to the category of small-numbered peoples of the North, who have reached the age of 50 and 55 years, respectively, permanently residing in the above area on the day of the pension;
- foreigners and stateless persons who have reached the above age and have lived in the Russian Federation for at least 15 years.
There are no requirements for insurance experience when applying for a social pension.
Issued to citizens affected by radiation or man-made disasters in accordance with the laws:
- No. 166-FZ dated December 15, 2001, as amended. from 03/07/2018 – if you have at least 5 years of insurance experience;
- or No. 1244-1 dated May 15, 1991, as amended. dated 06/04/2018 (taking into account norms No. 400-FZ) - the minimum number of years of insurance experience and the amount of the IPC are established in the same amount as for the assignment of an old-age insurance pension.
The retirement age is determined separately and depends on the nature of the work performed by citizens, as well as on the time, place and duration of residence in areas exposed to radiation contamination, but cannot be less than 45 years for women and 50 years for men.
Note: there are no plans to raise the retirement age for people affected by radiation and man-made disasters.
Upon submission of documents, the center employee will issue the applicant a notification receipt, the number of which can be used to track the status of the application through the local MFC website or by calling the hotline (contact number of the department that accepted the application).
In some regions, Multifunctional Centers inform citizens about the decision to assign a pension via SMS.
Having a social card in hand, citizens can travel on city and suburban public transport for free. The card also makes it possible to pay for goods at pharmacies and retail supermarkets with discounts.
