A new calendar and financial year always entails changes in the amounts of pensions and other social benefits that are due to pension recipients.
Indexation of insurance pensions
An innovation for 2020 will be the indexation of insurance pensions not from February 1, as usual, but a month earlier - from January 1. The size of the insurance pension will increase by 3.7% with the forecast inflation rate for 2020 being 2.6%.
The average old-age insurance pension in the Omsk region will be 12,926.76 rubles, the size of the fixed payment will be 4,982.9 rubles. The majority of pension recipients will receive the January increase - 545 thousand out of 592 thousand pensioners (92%) receive an insurance pension in the Omsk Irtysh region.
The cost of the pension coefficient (point) from January 1, 2020 will be 81.49 rubles.
The Omsk branch of the Pension Fund of Russia will allocate 85.3 billion rubles for the payment of insurance pensions in 2020.
Delivery of insurance pensions for January in new amounts will begin on January 3 as scheduled. For the holiday on January 7, pensions will be received early - on January 5 and 6, depending on the operating hours of postal service departments.
For those who receive their pension into a bank account, there will be no changes to the payment schedule in January.
Missed months will no longer be lost
Since 2020, indexation of insurance pensions is carried out only for non-working pensioners. When a pension recipient decides to resign, the missed indexations are restored to him. But if previously, according to legal norms, indices were restored three months after dismissal (and during these three months the retired pensioner received a non-indexed pension), now the pension for these three months will also be increased by all missed indices.
As usual, the pension of working pensioners will continue to increase from August 1, when a recalculation will be made in connection with insurance premiums paid by the employer since the last recalculation.
Federal social supplement will continue to be paid
As before, in 2020 in Russia there will be no non-working pensioners with an income below the pensioner’s subsistence level (PSL) in their region of residence. If the amount of pension and other payments, as well as benefits in monetary terms that a pensioner receives, does not reach the minimum threshold, a federal social supplement (FSD) is established.
In 2020, the PMP in the Omsk region is equal to 8,217 rubles. 74 thousand people in the Omsk region have a total income below this amount, and all of them receive additional payments up to this level.
For 2020, the cost of living for a pensioner in our region is set at 8,480 rubles (an increase of 3.2%). All pensioners whose income, taking into account pension indexation , remains below this amount will be entitled to FSD. According to preliminary estimates, from January 1, their number will increase by 4.7 thousand people, mainly due to recipients of social pensions. After indexation of social pensions and EDV, this amount will be adjusted downwards.
The Pension Fund of the Russian Federation will allocate 1.6 billion rubles to pay federal social benefits to Omsk residents in 2020.
Foundling children have the right to a pension
A change has been made to federal legislation, according to which children whose both parents are unknown (“foundlings”), from January 1, 2020, acquire the right to a social pension.

In January 2020, the minimum wage was increased to 11,280 rubles. In this regard, there were many expectations about raising pensions. However, they were all unfounded - from January 1, minimum pensions in Russia increased for another reason.
The minimum pension is related only to the pensioner's subsistence level (PLS), but not to the minimum subsistence minimum for the working-age population. An increase in the minimum wage does not in any way affect the size of pension payments, since this value sets the minimum level of income only for the working population.
Let us remind you that pensions can be increased only in 3 cases:
- Due to indexation by the coefficient established by the Government:
- insurance (labor) pensions - from January 1, 2020 increased by 7.05%;
- state, including social pensions - from April 1, 2019 they were increased by 2.0%.
- Due to recalculation according to pension legislation:
- for working pensioners - they increase annually from August 1 on a non-declaration basis (in accordance with the insurance premiums paid);
- at any time at the request of the pension recipient, if there are grounds.
- Due to the increase in regional PMP, which is carried out annually from January 1 (in this case, other things being equal, the amount of social supplement for non-working pensioners, whose pension is less than the subsistence level established in the region, increases).
Thus, from January 1, 2020, pensions were increased only due to indexation by 7.05%, and not due to an increase in the minimum wage. As a result, pensioners received an average increase of 1,000 rubles. This amount of additional payment is determined relative to the average size of the insurance pension in the Russian Federation (RUB 14,414 at the end of 2020). Accordingly, those who receive the minimum pension have not experienced a significant increase in payments since 01/01/2019.
To calculate the regional amounts of PMP, on which the size of the minimum pensions for non-working pensioners actually depends, until 2019 there was no single established methodology (each region calculated it differently). Therefore, the size of the pension subsistence minimum may be overestimated in some places, and underestimated in others.
Experts from the Ministry of Labor calculated that in 2020, in 14 regions, the value of PMP did not reach the actual average annual value, and in 71 subjects of the federation it exceeded. Therefore, the Ministry of Labor and Social Protection came up with a proposal to standardize the calculation of PMP and bring it to a unified methodology.
The corresponding methodology for calculating the cost of living for pensioners was approved in 2020. According to the new rules, PMP will be calculated starting from 2020.
In connection with the initiative, unfounded rumors arose that the PMP would be equalized throughout Russia and brought to a single value. This is not true! However, increasing minimum pensions in some regions may be in question. After all, if the methodology for determining PMS is unified, in some regions the new subsistence level may be less than the old one.
However, there is still no need to worry that the size of your pension may decrease. In accordance with Russian legislation, when revising the amount of social supplements, the total amount of pension benefits for the current year cannot be less than as of December 31 of the previous year (including social supplements). Thanks to this, pensions should not decrease in any region in 2020.

The table is compiled on the basis of regional regulations (decrees, decrees, orders), which establish the cost of living for a pensioner from January 1, 2020. The cost of living for a pensioner in the Russian Federation as a whole for 2020 is set at 9,311 rubles.
In accordance with parts 4 and 5 of Art. 12.1 of Law No. 178-FZ, low-income pensioners are assigned a federal or regional social supplement up to the subsistence level. Its purpose: to ensure that the material support of a non-working pensioner is not lower than the minimum pension in the region.
SD = PMP - MO
where PMP is the regional subsistence level of a pensioner, and MO is the general material support of a citizen.
The amount of financial support for a pensioner (MO) includes the following amounts:
- Pensions, including old-age insurance pension taking into account a fixed payment to it, funded pension, etc.;
- Urgent pension payment;
- Additional material (social) support;
- Monthly cash payment (MCB), including the set of social services (NSS) included in it;
- Other support measures in monetary terms (except for one-time ones): compensation for telephone payments, living quarters, utilities, travel on all types of transport, etc.
If the total income of a pensioner is below the subsistence level established in the region of his residence, the pensioner can apply for a social supplement to his pension - federal or regional.
The type of social supplement to the minimum depends on how the cost of living compares in the region where the pensioner lives and in Russia as a whole.
- If the PMP in a constituent entity of the Russian Federation is lower than that established for the country as a whole, then low-income pensioners living in this region will receive a federal supplement (FSD). For its appointment, you need to contact the Pension Fund of the Russian Federation.
- If the PMP in the region is higher than the federal one, then a regional social supplement (RSD) will be assigned. It is paid by the social security authorities.
The cost of living for a pensioner in 2020 in the Russian Federation as a whole will be

. To determine what additional payment is assigned in your region, you need to compare this amount with the cost of living of a pensioner in your region for 2020 (with data from

).
For example:
- federal social supplement in 2020 will be paid to such regions as Belgorod, Voronezh, Yaroslavl, Samara, Omsk regions, etc.;
- regional surcharge - in Moscow, Smolensk, Novgorod, Vologda regions, etc.
Social supplement up to the minimum pension is not assigned automatically. To receive it, you must submit an application: to the Pension Fund for the appointment of an FSD or to the social security for an RSD.
Pensioners will only benefit from such an increase - there will be a good increase in their pension. But you need to pay attention to whether the type of social supplement in the region has changed from federal to regional. If it has changed, you need to re-register it by submitting a new application to social security. Otherwise, the pensioner will remain without an increase from January 1, 2020 and will receive payments below the subsistence level.
If the type of surcharge has not changed, you do not need to apply anywhere. From January 1, the surcharge will be automatically recalculated taking into account the new cost of living.
Let's explain the situation with an example:
- In 2020, the PMP in the Novosibirsk region was 8,814 rubles, and in Russia as a whole - 8,846 rubles. Pensioners living in the Novosibirsk region, whose financial support was below 8,814 rubles, received a federal social supplement (FSD). It was paid by the Pension Fund of the Russian Federation.
- In 2020, the cost of living in the Novosibirsk region will be 9,487 rubles, and the all-Russian minimum will be 9,311 rubles. Due to the fact that the regional PMP will exceed the federal one, the Pension Fund of the Russian Federation will cancel additional payments to low-income Novosibirsk residents. Now they will have the right to a regional pension supplement (RSD), for which they need to contact the social protection department and write an application.

Minimum wage in the Tomsk region
